DP/NRG - Defense Build Needed

I am trying to get a decent defense build created, but since this is a concept character I am having major issues. For concept I have to have Fly and Munitions Mastery. This guy is supposed to be a normal guy with a suit / gear that provides some powers (for flight, stealth and SS) and guns. Great concept but having some issues with playability.

I am finding that I don't use bullet rain or empty clips very often, so I am curious about builds where I can drop those powers and boost my defense. I could also drop the stealth power since I have the stealth IO.

Any help would be appreciated.

I guess Scorpion Shield could be useful here if your concept allows swapping to that. It gives you (slotted) about 17% S/L Defense which will help with the powersuit theme if you go for S/L Def.
