To respond to your points in general though:
You don't need a great deal of accuracy because Rad has -defense. I'd aim for about 2 SOs worth (60-70%) in the powers with a tohit check. That combined with set bonus accuracy and the -def from your blasts should be plenty. If you need tohit in a pinch there's always Aim.
I'd still recommend Neutrino Bolt over X-Ray at high levels of recharge, unless you really dig the eye-lasers animation. The reason is that NBolt recharges and animates so fast, you can proc it out to be really nasty.
Not counting the Apocalypse proc, you can put 3 damage procs in it, 4 procs total if you include the Achilles Heel -res proc. That and 2 acc/dam HOs or IOs makes it a very effective machinegunning power.
I'd reconsider Irradiate too, but that's again personal preference. I like the additional AoE and it has absolutely massive -defense. It's pretty much the best source of AoE -def in Rad, which makes it a great place for the Achilles proc. Dark Miasma does lend itself more to range than melee, but it provides more than enough debuffing power to keep you safe as you hop in to use Irradiate.

Does the Numi Proc only give the +Rec/+Regen to yourself? My aim was to use Warmth as a Heal/Rec and Regen buff for team mates.
Not a big deal, but I'd rather put the proc in Health so its permanent. I'll take a more indepth look at your build later, but in the meanwhile I've got a Thermal guide in my sig you might find helpful. -

Honestly, other than Hami, it was fairly easy, at least compared to how difficult I expected it to be.
Of the three Decoys, one died pretty quickly, another actually attacked Hami and the other tried to get me killed.

Edit: and yeah it was really pretty simple. Trickiest bit was Hami, as Stray said. Which was mostly a matter of taking it slow and being careful. The rest of the TF we steamrolled.

I forsee /time being a very useful as a 'league' healer. While emp, and /pain are great for keeping 1 to 4 targets up and active, /time will cover basically everyone in range with HoTs, and boost everyones recharge enough to allow them to usually save themselves.
Acclerated allows /time to work towards the 'team' healer aspect a little more, due to being able to boost its heals on 1 - 4 targets, as well as keeping everyone else boosted as well.
Its old terms i learned from other games, but its the way i see /time. Being able to cover both single target heals (due to acclerated) and team heals (due to the AoE nature and HoT mechanics) pretty well. Keyes for 1 will be a TON easier with 2 - 3 /times on it, keeping the HoTs active.
We shall see. -
nuh uh Defenders are better in every way also Tankers are better than Scrappers and Brutes because they're tougher and also do way more damage

All this talk of PB/PBU is interesting. I first assumed I'd be going with Scorpion Shield to softcap s/l but now it seems I'll have to play around in Mids and see what I can come up with.
I'd probably be going with Soul Mastery though rather than Power Mastery. It wouldn't be possible to get Soul Drain perma because the Soul Mastery version has a 240s recharge (Dark Mastery version is 120s) but you can still get good uptime. The other advantage is that PB recharges much faster than PBU, so it'll be easier to synch up Farsight/PB.
I dunno how fiddly it'd be to have to hit PB before Farsight, definitely gotta play with the build in Mids. If I can get the levels of recharge, hp and recovery I want with the PB-Farsight route, that's probably what I'll go with.
Only time and Mids will tell, heh. -

I already addressed my own expectations in my last post. Any Corruptor or Defender worth a damn will blast and support the team.
The Tanker/Scrapper comparison is interesting. In a similar vein, I expect any Tanker or Scrapper worth a damn to both kill stuff and control aggro. I expect a Scrapper to do more of the killing and a Tanker to do more of the aggro control, but I expect both roles of both ATs. They're not actually that different.
I suppose its interesting, since I expect similar roles but different priorities for Tankers/Scrappers, but ideally would want equal priority for blasting/support for Corruptors/Defenders. That may be because I don't think its asking too much though. I don't think its a herculean feat to both support a team and blast.
YMMV, naturally. -
What's also worth noting is, if you do a lot of endgame TFs/SFs/Trials, Scourge adds a tremendous amount of damage. Its overkill most of the time on minions/lts, but does terrific damage on targets with a lot of health like AVs and GMs.
As a matter of personal preference, the only sets I'd go Defender over Corruptor for are Empathy and Sonic Blast. The former because Corrs can't have it and the latter because the debuff values on the blasts are so insane with Defender mods.
As for the idea that Defenders buff more, I disagree. I expect the same of any Corruptor or Defender, that they support the team and blast. Any Corruptor or Defender worth a damn does both.
With the new AoE buff changes, its trivially easy to keep an entire team SBed/shielded. If you're playing with a Corruptor who doesn't support the team, you're playing with a bad Corruptor. Much like if you're playing with a Defender who doesn't blast, you're playing with a bad Defender.
In almost all cases, Corruptors won't blow Defenders out of the water damage wise. Similarly, Defenders won't blow Corruptors out of the water buff/debuff wise. If you want to be more offensive, make a Corruptor. If you want to be more supporty, make a Defender. -

Because time gives me a number of tools, including debuffing enemies, healing self and allies, buffing DEF, massive +Rech, soft controls as well as a hard control hold.
Once I have all of that, the only thing I need is a primary that expedites the elimination of enemies.
