I was thinking maybe Medium HP and Medium Damage, Melee/Debuff. This would make for a sort of Passive Aggressive Defense playstyle rather than active defense for Doms and Blasters and passive for the melee AT's An Inherent idea would be like a reverse Fury, the more damage you take, the more effective your buff/debuffs/heals get.
Also the idea popped in my Head the other day for a sniper AT, Very Low HP, Very High Damage. This would be something along the lines of Blast/Defense sets. The blasts having insane range and the armors only being sets with a large amount of auto powers (Regen, Invuln, and SR spring to mind).
The idea would be to shoot them down before they see you coming and if they do catch up to you you'll have a few seconds to panic and run away or lay them flat before you faceplant.
An inherent could be an aggro mod that prevents enemies from noticing missed attacks and ignoring attacks under a certain damage amount (this would scale by level) -
Not completely a new AT, but assault/defense. We already have minor hybrids in claws and spines, both with a ranged ST and ranged cone (and with epic sets, adding another ranged blast, and 1-2 ranged AoEs).

Compare to any other character. Most builds would drop from 50% chance of being hit, to 95% (cap). Most softcapped builds will drop from 5% chance of being hit, to 95% (cap). Most def-based builds would drop from 5% chance of being hit, to at least 30% (assuming an optimistic 70% DDR and 5% buffer), and the extra hits making it easier to drop that further, significantly. While a SR would drop from 5% to 10% (assuming no buffer), and any cascade effects would be minimal (say, cascade to 200% def debuff: SR chance of being hit is now 15% (assuming no buffer), other def builds would be above normal chances of being hit, everyone else would still be at 95% chance of being hit).
But SR is the only one which can hit capped DDR easily. Shield Def can't get anywhere close without the Hamidon Enhancement bug and doublestacking active defense -

Toggles are up all the time, but attacks burn more. How much attacks burn on average depends on what percentage of the time you're in combat vs just running around, and whether you use that attack as often as it recharges or not. Usually, unless you're running really sparse missions, slotting attacks win. You should compare the total endurance per cycle second of all the attacks you tend to cycle as often as possible, and slot from highest to lowest. That's almost always the best return on slotting.
Exception: if you spam AoE, you slot AoE. AoE always wins endurance slotting, period. -
Which mobs, are you softcapped, etc. Specific mobs and being unable to hit you have some effect on the mob AI iirc. But I don't believe the fear component is there. Alternatively, you can just opo up the info button of your skill and see if there is a fear component. (granted that's sometimes inaccurate)

The advantage of burn is that it's up slightly more than 3 times as often (and you also have fiery aura), but that's more of high damage over time, as opposed to sheer burst damage. -

I'm assuming your character is nowhere (aka not within two insps) near softcap. Because of that, I'd suggest making your own map, since most farmable maps focus on either S/L or fire, and most other maps don't have any distinct advantage over any other in terms of soloability (in the sense of difficulty vs tickets).
If you are within two insps to softcap, I'd suggest just rolling with any of the farm maps, and keep plenty of purple insps to maintain your softcap.
Other notes: Electric's not too good at single target damage, so I'd set +1x8 (no bosses). Alternatively, if you're specifically looking for tickets and not xp/inf, I'd suggest -1x8 (bosses). The faster killing should offset the reduced tickets. -
Probably the same dev who decided that right beside Imperial City's trainer is a good spot to place a present.

I'd say it's mostly because you ARE a lackey in a sense, because you're like only security level 20 or under. Maybe if you're more experienced..
(also, hopefully the incarnate system deals with this, since you have inherently proven yourself to have more potential as a non-lackey than Statesman and Recluse..) -
The brute is worse than the tank/scrapper, not the same, when comparing with Shield Charge and Lightning Rod. Tanks are easier to softcap, leaving more slots for adding more recharge, along with slightly more damage. Scrappers just do more damage.

Any system that doesn't allow for every member of government to be removed by the will of the people is a moral failure, and is only a model for how not to build a society.
And as for your second statement, that depends on your definition of government. A similar society can be found in every household, where the parents make the decisions for the child. Are you claiming that the common model of the family is a model for how not to build a family?
In addition, if you mention "the will of the people", if the will of the people decided that we should obliterate or enslave a minority population because it's been causing so many problems, should that be done? Is that morally right? -

Brutes have lower base damage than a tank. A tank with 260% damage bonus would do more damage on a shield charge than a brute with 300% (or more) damage bonus.
A tank using a single red inspiration, along with buildup, fully saturated AAO, and IOed Shield charge, will do more damage on a shield charge than a brute no matter how many reds he gobbles up, regardless of fury, irrespective of rage, even with buildup.
Or in short, Lightning Rod and Shield Charge on brutes are sub-par compared to tanks and scrappers. -

What I really like about Going Rogue: we have conversations like this one on these forums.
The fact is, for society to function, some freedom has to be withheld (because complete freedom would essentially lead to everyone stepping on everyone's toes), some rights may not be as straightforward as it seems (many/most countries have some sort of conscription procedure), abiding by the rules of law enforcement is a core mechanic of all law enforcement (such as holding those awaiting for trial and thus technically not charged as criminals), etc.
I'll give a relevant example. Compare Praetoria to Singapore. There is National Service, Preventive detention, corporeal punishment and the death penalty, the ruling party has been in control for decades, etc. It's also one of the safest places in the world, with good public transportation, available housing for all, cheap food (compared to other first world countries), highly educated population, etc. There are other similarities too, some less far fetched than others, though I won't bother to list them all. -

however, rage + shield charge + ball lightning + foot stomp works better. whole agro will be yours forever. squishy can relax and enjoy the slaughter. that IF something on the spawn has survived your strike chain.
but electric/shield is also excellent agro magnet. even more AEs, even less resistance on mobs. and no rage drawbacks.
i would recommend either of this combinations.
