Overall it looks fun. I like to tweak things to death though, so here it is.
Here's what I would tell myself if I asked me about it:
If you're going to take your snipe and nuke, then slot them. You need that damage maxed out on each if you want to use them. If you aren't going to slot them up, then I'd consider swapping one or both out for something else...
Health is over slotted. You aren't going to get much from regeneration unless you can get A LOT, which you can't. The small amount you get from three slotting health just isn't going to make a difference. Leave it with just the numina and drop a miracle in there too when you can get it.
Shadow fall needs full +damres enhancement. That psionic/status res isn't doing jack for you. The 3% psionic res isn't going to make a difference by itself. Neither will the status resistance - if only it was status protection instead. Same thing goes for Dark Embrace: You want the full value of 3 +damres in there. These two powers fully slotted give you some real survivability combined with your -tohit debuffs. Also, shadow fall is the perfect spot for a karma -knockback, which are relatively cheap right now. (I've been buying them for 1.5 million)
Find a way to fit hasten. That one power will still increase your offense more than anything else.
Consider Soul Drain.
I generally don't like the leadership pool on Offenders. I'd rather be using that endurance to blast and debuff. If you can blast and debuff like crazy while running those toggles then that's awesome too.
If you want to "min-max" a bit...
Take a look at the bonuses you can get from sets. Pick a couple and focus on getting them as high as possible while staying with what you want for powers. It's generally better to be a specialist when it comes to set bonuses. A bunch of small bonuses really isn't going to make as much of a difference as a few high bonuses... If you pick the right ones. I'd look at ranged defense, recharge, and AoE defense.

In defense of the Status resistance Its upped my survivability quite abit as what kills me more then anything else is Stuns and there is no mez prot available for that. I agree with you on Blackstar/Moonbeam, i took them out of habbit more then anything else. my main is a Dark/dark corr and they are both 6 sloted on him.
The regen...helps Its a work in progress. I can get my regen up to about 3% and ill be good.
If I were to ditch moonbeam I would shove hasten in but ive tried it before and it somehow just does not feel "right" its too fast.
Leadership is staple for me, I like the little damage boost I get out of it+teams like it when Im on them. *shrug* -

I tried to balance it to get the most out of soloing and teaming along with some stupid fun (torrenting lvl 1's? Oh yes.)
Hope you guys like my build, its not quite min-max but it does feel like good balanced fun for the resources available to me. -

Positron mentioned it during some sort of event around the 5th ani. State of the game, it was semi-confirmed with the trailer for GR/I believe a dev post has pretty much stated it but I dont remember who made it. -

Well, I guess I can put some input into this but I am by no means a expert of either DB/ or /Regen BUT from my playing the set You will just be plain awesome in most every situation, your damage will be awesome, and the amount of +Regen you will achieve will definitly keep you alive, to a point. AV's will give you problems, so will Large mobs, if you are soloing at 53's+. Pretty much anything that can out DPS your regen will give you trouble. End will not be a issue. Period. Thats all I can really tell you. OH and despite popular belief the click powers in /regen DO NOT interupt the combo's in DB.

=D thanks guys, its been a WIP for quite awile but im really happy with it, Oh and Mr. Majesty, use AE's critter creator to make costumes for characters that dont have the req pieces yet thats what I do.

=P Dark does not suck, Period. There is only one thing bad about dark, its one big end-killer.
Otherwise.
1)After 2-3 attacks you have the effective defense of stone\ tank in granite form.
2)If Fire imps are Titans of Offense then the darkservant is the god of support.
3)if you use Twilight grasp well you will effectively have the same regen as a /regen scrapper. ((100 hp/sec easy))
4)The attack chain of win. Fearsome stare>Tarpatch>spam TT and NF as needed>repeat> Kill off boss's and other stronger badies with Dark blast and Gloom and Moonbeam. Not to mention that that Dark/Dark has a HUGE potential for Set bonus junk and procs.
5)Lots of other things I could not even hope to list without going into TL;DR teritory.
...Did I mention I Soloed a pylon on my dark? Yes, yes I did. :> Sure you cant kill as fast as say a Fire/ or Ar/ or...well alot of primaries but you can do things they could not even begin to hope to do. -

=D Yay, I feel so proud! This is the first time ive accomplished this on any of my characters. x_x whew my fingers are tired from Spaming Dark Blast>Gloom>Twilight grasp....
Fluffy helped a ton by stacking his Darkest night with mine and Knocking its regen down another -100% with his TG....Assault+Tarpit deffinitly helped and after it got down to 20-30% health everything was scourging so it just made the fight go that much quicker.
Anyway the fight took around 10 minutes, =P I brought down its damage from 150ish per tick to about 16 and just widdled him down...Blah! And they say "squishies" Cant tank... I don't think my hp ever droped below 2/3 after taking the alpha, but my end bar took a beating. Anywho, woot! -
=P Art is art, just keep practicing and try to have alittle pride and a ton of confidence in your own work and you will do just great.

=o As much as I love Dark/ I gota be straight with you, its one of the worst corr primaries for pvp. Even though the damage IS pretty good, the vast majority of the damage it deals is DoT, wich is simply aweful for pvp.

=P I imagine nrg/dark would not be the best actually...Given the amount of KB in NRG wich is fine mitigation but doesnt seem like it would work well with keeping the groups good and tight for Tar, darkest night or any of the aoe debuffs inclueding fluffy and his 30% 10ft tohit debuff aura. I guess whatever works for you guys but I cant see much synergy for that combo...
