C'mon people, think big. It should be so wacky, unlikely and (literally) game-changing that an NDA is required to participate in the beta. Some of the suggestions have been pretty good*, several also quite plausible, but not that many ("ther tryin to kil ther oen gaem" self-destructive conspiracy theories aside) have been really crazy.
*By good i mean pretty crazy. -
i disagree with the assumption that farming is automatically equivalent to exploiting. Running the ITF several times day by cycling through alts is effectively farming. In what manner is that also exploiting?
i don't bother with farming most times since the game for me is more about reading the stories, chatting with friends, teaming with friends and making things go boom, which doesn't require farming to do. There have been a few times when i farmed for a little bit to see if i could do it and get the resources for a particular item i wanted, but it gets boring quickly after you've determined that it's effective. (For me at least.) Still, if someone finds farming fun it still doesn't bother me. i guess i'm not sensitive enough.

All of her powers are colored differently (one blast is a blue, one's a green, one's a yellow...ect...ect) to go with the theme, and are again just her perception of her powers in effect.

Every telekinetic should have that power!
i have an AR/Mental Blaster with the mental powers colored gold to represent some sort of divine energy.
And a Scrapper with Fiery Melee colored white for similar reasons. -

You don't do alot with Bubbles, but you bring more protection to the team then an Emp that is constantly spamming heals.
Yes, when both sets are used at the dumbest and most basic level bubbles comes out ahead, especially on large teams. That's part of the reason many people consider Force Fields better as a secondary than a primary. Nonetheless both Force Fields and Empathy are very powerful when used well. -

Still, out of curiosity (and boredom,) has anyone ever tried throwing together a "Debt protection" build - just to see how high you could get on it? (No, I don't think anyone would do this in game, this is more of a "Play with mids" item.) -

Along with Going Rogue they introduced the Queue system. This system pre-fills each server with an alotted amount of imaginary logins so that people will be able to queue their way in if the server is grayed out red (which was only on the day of GR). There's two advantages to this system, one as the already mentioned being able to login eventually once the server is full to the brim. The other is that it makes the servers "look" like they are fuller than they are, this makes people believe that there are actually people to play with so that they will login in hopes of teaming and such. If the servers used to be green before they are now yellow, unless there is absolutely NO one on that server in which it will be green for the NPCs, if they are red then they used to be yellow.
Yeah sure the game probably has picked up a few more subs but it's more of the old crowd that used to play this game, how much is a game with dated looks and graphics going to attract new customers? Wouldn't the fitness gimmick have been smarter to introduce new players to with the "expansion" since they wouldn't realize the fitness pool was necessary anyways? It's great that there's a whole new tutorial zone for the few new subs they got but I'm sure those that have played this game for so long would have liked to have seen an addition to what they can do with their 50s instead of "later".
AE was a dumb idea, sure it sounds neat and all but it's just too much time management for them to correct abusable stuff. If it wasn't a bad idea how come there isn't any AE buildings in Praetoria, they've been trying to lower the amount of content that they have to produce by automating it with player created content but that seemed to be too abusable. PvP changes in theory were needed but the practicality of them don't match what common sense would tell you.
They seem to be so out of touch from their playerbase it's almost as if these guys haven't been running this game for the past 6 years. Before these guys get another bad idea I'm going to let someone else prove how bad they are, at least it will be better looking crap if it is bad. It's good that they have suckers like you to rely on, what would they do if they had a game full of people that took the time to learn and comprehend what was going on.
Oh and DR to PvE is my crazy theory because it makes the most sense with all the hush hush stuff. They weren't satisfied with just killing off PvP they are going to try to do it to PvE, but this time they will listen and keep all of the suckers pumping their monthlys into a losing game.
What non-fluff content do you think needs to be added to the game? (Ignoring for a moment that all content in a videogame that's played for entertainment value should technically be considered fluff.)
And, damnit, i will briefly address a small bit of your assertions: i've actually been seeing quite a few players with no vet badges who are asking about basics of gameplay outside of Praetoria. In fact i haven't been playing in Praetoria very much recently since i've been playing higher level alts with friends. There's a bunch of other points in your post i don't find compelling, but the overall tone and composition makes it clear that you've decided what the 'truth' is in advance and will only acknowledge anything that fits into your already predetermined conclusions. -

You don't have to respec. Although i understand the compulsion to do so and will be doing it myself. Among other things i will be taking Vengeance on a few alts that didn't take it before.

Also, Issue 20 will see the relaunch of City of Heroes as City of Heroes 2 with a revamped powers system. From a player perspective powers will still function as they do in the current game, but the system will have been recoded for greater efficiency and flexibility. A variety of effects that currently all use the same variable will be separated and it will possible to add new types to the defense system, damage debuffs will no longer be tied to damage resistance, Elusivity will appear in PvE, cats and dogs living together, all sorts of wackiness. -

Also, certain combinations of textures and patterns tended to have an almost luminuos appearance, especially during nighttime, even back around launch. For example, pairing the Electron texture with a brightly colored Circuitry pattern tended to look like it was glowing. Still, the new Resistance and mutation pieces do it far better.
