I do play with hover on almost constantly. looked at a couple common kb inducing sets, and most notably at that threshold were KO Blow and Hurl from SS, both at mag 7.78 kb. guess -8 is a semi sweet spot
I'm thinking that the tradeoff probably isn't worth it in the long run, although that -res is sooooo tempting
EDIT: ok, forget about losing the -kb IO from Tough. is a straight up loss of 1% recovery and 1.25 E/EN set bonuses in the above build worth the gain of the PVP -res proc in Death Shroud? I'm kind of thinking that it is. furthermore, if I keep the existing -kb, my total protection would get boosted to -11. how can you argue with that? -
I've currently got -8 KB from Steadfast Protection and Blessing of the Zephr. for some reason I was playing around with PVP IO's and realized that I could get -3 KB from 3 Fury of the Gladiator IO's (lvl 50) slotted into Death Shroud ... one of which being the -res unique. I would have to remove the three Cleaving Blows (lvl 30), so I would lose 1.25 E/NE def and 1% recovery. this would allow me to free up a slot by removing the Steadfast Protection -kb IO in Tough, which I would probably slide over to put a second EndMod in Stamina, losing another 1.5% recovery from the Steadfast set bonus. I'm not softcapped to E/NE anyway, and this wouldn't drop me below 32 def, so I think I can afford to lose that bonus. the benefit to Stamina would outweigh the lost 2.5% recovery for a net gain of 0.18 end/sec. the chance for -res in Death Shroud looks huge. PVP IO's don't lose their set bonuses when you exemp, same as Purples, right? so I could slot 50's instead of 30's and ultimately maintain the same enhancement of Death Shroud. this looks like an upgrade to me all around, assuming I can lose the one point of -kb protection. am I missing anything?
looking at the numers in Mids, most secondaries provide -10 kb. Acrobatics provides -7 kb. so ... is -7 kb acceptable on a scrapper? is -8 kb measurably more sturdy? -

But I am so godsawful at creating character builds that I'm actually AFRAID to respec them. And they work as they are. The last two times I tried to respec any of my characters they actually ended up missing critical powers and coming out weaker than before the respec. So, I don't do that anymore.
I've thought about upgrading to a higher level version of the same IO, but then I think "well, it works so I'll just sell this instead of slotting it". Sigh. -
well, the only thread I found that had discussion at length regarding the slotting of stamina was ... inconclusive at best. different people seem to have different opinions regarding whether two endsmods or one endmod + perf proc is more advantageous. I imagine that some of these problems will be alleviated by the +recovery in the four purple sets once I get them slotted. unfortunately, I'm running out of vetspecs since I had to use a ton to get the existing IO's out of my old build. thus I don't have a lot of room for trial and error. but then I imagine that's what the training center is for

you guys really think that two 50 IO endmods are better than the way I have stamina slotted now? theoretically, I could pull another slot out of Dark Consumption and put a third slot into Stamina if I had to (losing 4 seconds off of recharge)
I know that this is an end game build and all, but I was very surprised by how end hungry it turned out to be. I just need to finish out the badge for the Praetorian AV's to get Portal Jockey, so I suppose I can work on that while waiting for those elusive Siphon Insight recipes to hit Wentworth's -

only Atlas Medallion so far. still working on the others. my time has mostly been spent at the market lately. oddly I find that I enjoy creating and assembling a build almost moreso than putting it into action

Kioshi: you have some interesting slotting choices in there, especially that taunt set in Soul Drain. makes me consider tinkering with a couple things -
so ... I've got this build done except for the purples, GA unique, LotG's and two annoying Siphon Insight recipes that haven't appeared on the market in weeks. keep in mind that the character is only lvl 48 right now, so I can't slot the purples yet anyway. plus no incarnate-ness
initial observations: wow, what an end hog. Cloak of Fear kills me. and by me, I mean my blue bar. brutal. I'm thinking of dropping back to Oppressive Gloom just to get some endurance relief. goodness gracious. short of cardiac core paragon, am I ever going to be able to run CoF? I also find myself waiting on Dark Consumption quite often. bizarre because I never had end problems in any of my previous builds
I guess I feel more sturdy, but I still get hammered by carnies and their stupid psi damage, despite Obsidian Shield. attack chain feels sluggish, but that's probably due to the missing LotG's and purple set bonuses. I also find that I am missing more than I'd like. don't have a large enough sample size to draw any definitive conclusions (and again this was mostly against stupid carnies). am I doing something wrong, ya think? -
I don't know anything about TA, but if you have any intention of blasting you need to take Will Domination and TK Blast when they become available. along with Subdue, they are your best attacks

Along the same lines, what about slotting the rectified reticle proc in a power like soul drain?

I'd like to squeeze a second recharge enhancement into Hasten. what do you think would be the least damaging place to take that slot from?
also: can you run Combat Jumping and Hover at the same time? I always thought travel powers were mutually exclusive -
would you mind posting your build Werner? I'm curious what you did with the slots you freed up from Cloak of Fear?

did you slot lvl 30's intentionally into the majority of the powers where the sets don't go to 50 for exemp and affordability purposes? did the devs never fix that bug where enzyme HO's buff defense?
I hesitate to take blaze mastery for thematic reasons, plus I liked the idea of a genuine melee tier 9 in shadow meld, but I can see the appeal of fireball. was there any reason why you chose fire blast over ring of fire? according to Mids, RoF has higher damage, although it is DoT. but this also opens up the door for melt armor. I don't know how it is on scrappers, but melt armor is an awesome power on corruptors. even if it does pale in comparison, it seems to have more functionality than an unslotted char
Des: I understand why you advocate for CoF v. OG, and to an extent I agree with you. coming from a Dark/ defender, I greatly appreciate the value of -tohit, especially coupled with +def. it does add an extra layer of mitigation, and is stackable with touch of fear. I also like the graphics for the power. that said, I have always used OG due to slot starvation with fantastic results, so I am still reluctant to fully embrace this change
in my first (unposted) attempt at IO set slotting, I tried to focus on +regen and +hp to mimic the glory days of /Regen. my live character is an almost-finished version of that build. this did not work too well. I then read Dech's blog about the softcap. my understanding is that there is a gulf of difference between 42% and 45% when dealing with non-incarnate content. I've never been a numbers guy, but his logic did make sense to me. when dealing with Dark Armor, which was historically a resist based set, it also made a lot of sense to try and shore up the inherent weakness of resistance as a form of mitigation with rock-solid defense. instead of the two layers of +resist and the heals from dark regen and siphon life, now there would be a stronger frontline in capped S/L/E/N defense. hence the build above
in the interests of optimizing recharge, and with the posted advice in mind, this is my second build attempt. I took Des' build above and moved a couple things around. I still softcapped S/L with all the recharge intact. I had to add a second or so onto the recharge times for dark regen and soul drain to accomplish this end, but I hope that won't result in too much performance loss. I couldn't figure out a way to keep S/L capped and lose the set bonus from siphon life

I returned to CoH about a month ago after an extended absence. IO's had just come out when I left and I'm now trying to learn their idiosyncracies. my DM/DA scrapper was a joy to level back in the day, but she's been sitting at 47 now for years. I've decided to make the push to 50 and re-tool her build for inherent fitness and IO-set goodness. after attempting to do my homework and read a bunch of threads, this is what I came up with. I've softcapped to S/L/E/N without losing too much utility. I wanted to reach that goal without the Glad Armor unique, but I couldn't figure out how. Shadow Meld is for incarnate "oh crap" moments. my biggest concerns are the lack of hasten and poor overall recharge. I also don't know what I'm missing, if anything, by not working in more +hp, +end, +rec and/or +regen. help? comments?

Plus it's only a mag 2 hold resistance. In other words, you'll pretty much get held by any enemy that has a hold.
FYI: Flight is for concept, but I do like the Animal Pack suggestion
I've re-tweaked my build a bit to softcap ranged using Zephyrs and the Steadfast unique. the first version shifts almost all of HT slots to PG for better ranged bonus, and the second de-slots Mental Blast in order to slot up both HT and PG. I also removed all of the purple sets for now. I haven't had Hasten in my build since ED eviscerated perma-hasten and I never put it back in after IO's came out, so I'm confident but not positive that I can drop Mental Blast from my ST attack chain and still be ok. I'm still concerned that I'm sacrificing some utility in building for the softcap, for example: no heals in Fluffy and no fears in Fearsome Stare. I also have decent recharge in both of these builds, but nowhere near the level in the very first build I posted. will I be able to perma Hasten with only two recharge IO's with the amount of set bonus recharge?
main problem is that I can't really take these builds out for a ride due to the heavy reliance upon set bonuses, and I don't want to go to the expense of buying up recipes and enhancements only to learn that I dislike what I've gotten myself into. thus I want to really be as sure as I can before I start building that this is a good idea. thus I really appreciate all the feedback (and more)!

what with the incarnate fire DoT proc and a looming overhaul of my main's build, I started wondering today about whether damage procs are part of the defense calculation? I have a /Psi defender who is somewhat attractive against invul NPC's due to their Psi hole. (that sounds so dirty). but now I'm concerned that adding fire damage through the Reactive proc will subject these attacks to an NPC's (or player's) fire defense
someone say it ain't so -

I'm revamping a build and the first draft I created was awash in (blast) procs. love 'em. I have only one in my live build, but I always get so excited when it goes off. furthermore, having random exotic damage procs helps out with resistant mobs
but then I started thinking
if I slotted for sets, I could get much better bonuses. like ranged defense. plus my attacks would have slightly higher damage percentages
so is the not-reliable, but awesome when it goes off, proc better/worse than the always on set bonus (and slightly higher regular blast damage)? -
here is a second build that focuses more on ranged defense, but I seem to have lost a lot of recharge and overall power utility. I also had to drop all my fun procs. compare and contrast? better ideas?
