To Proc or Not To Proc
It all depends on the rest of your slotting. I'm pretty sure that once your into ED lvls of damage enhancement any proc is better than slotting for more damage.

Really, this comes down to your comfort level between defense and offense, and what that defense is buying you, as opposed to your other defensive options. Can you actually reach the ranged defense cap? How often does the proc'd power fire, in your normal rotation? A proc on a power that fires once every 5 seconds is going to get you a lot more mileage than one that fires every 30 seconds. By the same token, shifting your ranged defense from 43% to 45% is worth a lot more than shifting it from 10% to 12%.

If the proc is a part of the set, like the Chance for Energy Damage in Positron's Blast it might be more useful that a damage IO in the set, namely Damage/Range in the same set.
I'm revamping a build and the first draft I created was awash in (blast) procs. love 'em. I have only one in my live build, but I always get so excited when it goes off. furthermore, having random exotic damage procs helps out with resistant mobs
but then I started thinking
if I slotted for sets, I could get much better bonuses. like ranged defense. plus my attacks would have slightly higher damage percentages
so is the not-reliable, but awesome when it goes off, proc better/worse than the always on set bonus (and slightly higher regular blast damage)?
