Do procs factor into typed defense calculations?
Pretty sure it ain't so. The proc should only roll its chance to fire off if the attack successfully hits the target.

That is correct. The "attack type" of a power is a part of the power definition. Adding a proc does not change that.
Those procs are like poison on an arrowhead. The poison adds to the deadliness, but has no impact on whether or not you hit with the arrow.

Pretty certain that Bill and the others are correct on this. Proc's don't add to the "attack types" on powers, they just add a x chance of y amount of z-type damage every time you connect with your target...flat out. If they were added attack types, it would (or SHOULD) show in the detailed info for the attack. IE Mental Blast would change from "Ranged, Psi" to "Ranged, Psi, Fire" (or some such depending on proc).
But, since it's not an integral part of the power, then no...defenses shouldn't apply.

you are suggesting that I go on test, find a mob who has no psi defense but high fire defense (Marauder and CoT Behemoths maybe?), and fire mental blast 1000 times at it with a proc slotted and 1000 times without a proc slotted? then you want me to extrapolate a relative defense/to-hit value based upon the results. you'd probably also want me to re-run the same test at least five times to make sure I could rule out the RNG and human error in marking the results

what with the incarnate fire DoT proc and a looming overhaul of my main's build, I started wondering today about whether damage procs are part of the defense calculation? I have a /Psi defender who is somewhat attractive against invul NPC's due to their Psi hole. (that sounds so dirty). but now I'm concerned that adding fire damage through the Reactive proc will subject these attacks to an NPC's (or player's) fire defense
