Man you guys are harsh lol.
To the OP I would suggest asking for help instead of complaining about shields. If you have access to Mid's Hero Designer I would post up your build and I'll be happy to help you out. Also what are your tactics while playing? Tactics are a large factor when playing. -
PvP is difficult to answer but to the best of my knowledge I would say that super reflexes and regeneration are both still good. Primaries I would have to say Fire Melee and maybe Broad Sword would be good.

You know I don't spend that much time on my Builds I like to think I do, but my DM/SD build only took about hour. That was by far the longest time I spend on a build too. I guess I know what I want and I know how to get it.

I suffer from an extreme case of builditis so I am always constantly looking for ways to maximize my characters.
In order for you to set Phalanx Fighting is to go to:
Options > Advance > Data Base Editor > Main Database Editor > Scrapper Defense > Shield Defense > Phalanx Fighting > Edit > Scale from 0 to 3. -
That is retardedly high, the highest I've ever gone with my fire/regen is 185. I can't wait till I get Draft Punk my Fire/Shield up to 50.

I don't mind sharing my builds with others. I see builds like engineering, once someone has a great idea, everyone should know about it. Remember two heads are better then one.

Will Power and Regeneration a great with SOs. I haven't tried Shield Defense long enough to be sure how it fairs and SR does pretty well with SO's but is very late blooming. If I had to make a scrapper starting from fresh I'd probably say make a Katana/Regeneration or Dark Melee/Regeneration.

Well, I can fiddle with it to see Sanc. The thing is that the designer isn't capable of having a set with two distinguishable set bonuses, at least not as far as I can tell. So I could put in the PvP Recipes and make a tutorial for it, but you could probably only get one set of bonuses at a time. Which kind of defeats the purpose of adding them in.

Here is a build I made, I tried to stay away from using superior enhancements are they are stupidly expensive and cannot be bought with merits. The Numina: Regen/Recov, Luck of the Gambler
efense/Increased Rech and Regenerative Tissue: Chance for Regen can all be bought with Merits so that can lower the overall cost of the build.

No Energy Melee is pretty damn good in terms of DPS, just look at Bill's thread.
