No, this isn't 'Just Like Swap Ammo or Staff Mastery.' This is like the Kheldians... but they were designed with a mechanic like that in mind. Ignoring the issues regarding having enough slots for these powers, this would be a lot of work for the Devs, with the only real reward being opening a floodgate of whining players, clammoring for additional powers to be added to their favorite sets.
No. No. NO!
One power. One set of slots. You want to give a single power alternate mechanics while keeping a single function, give me a mechanic or situation that the game can use to switch between them, like Momentum in Titan Weapons, or how the new Assassin Strike works.
But adding new powers is in no way, shape, or form, the right way to fix this, or any, set.
(Also, remember that any change made to either Trip Mine or Time Bomb will need to be reflected in the version in Traps. Changes will need to be done carefully, to make sure Traps doesn't become Overpowered while trying to get Devises up to par.)
Scrapper Staff Mastery grants you three "powers" (the stances) you can put on your power tray and switch between, but they have no "slots" and only serve to make the OTHER powers perform differently. Such a mecahnic might permit Devices to let a character switch between "combat mine" and "pre-combat mine" freely, without giving him extra slots (and thus without letting him get extra set bonuses).
But Stalker Staff Mastery does NOT let you choose different stances -- you're stuck with one, although you do at least get its benefits. So a Trapper could get limited to only the "pre-combat mine" he already has, under this model (should the Devs choose, for balance reasons). -

If you generate enough mag, typically by stacking multiple applications, you can overcome Dispersion Bubble's immobilize protection and get the effect. This is can happen even at low levels if several players are stacking immobilizes.

Before I opened the thread, I thought the idea was going to be a much-needed INF sink.
I'd back -- and pay -- a fee to assist in the destruction of INF, to fight inflation. Even though it would affect a vet reward. But I'm not so sure the stated idea of WW as a social site would result.
And I have said things in WW not related to money or begging an Oro portal. Mostly complimenting neat concepts and costumes of people I see there. -

It makes me cranky to see the Immobs go out the instant we see spawns, before the Tanker can gather them, freezing them in their (widely separated) places.

But I've engaged in it myself occasionally, despite my better judgment. The reason is two-fold, IMHO.
Firstly, other players often get the impression "L33t" min-maxer players regard themselves as, well, elite -- better, smarter, more cutting-edge. This comes through in some of the complaints. It can be hard to be sympathetic when the guy who always acted like he was God's gift to gaming whines [not that I'm singling anyone specific out as such].
And secondly, the whining itself. I understand nobody likes a nerf, but each and every time, someone is bound to complain about it like it was the freaking Holocaust. Threats to quit are common. For one example, look at the elaborate, 318-post thread, The Enzyme Nerf Cometh, where some players -- you included, I see, upon re-skimming it -- were "somewhat worked up" over a long-foreshadowed change that reduced just one aspect -- DDR -- of the Shields powerset to, well, second-best in the game, still higher than other sets (Invulnerability, for example) whose DDR is considered usefully strong.
It's that sort of "sky is falling" response to any change (that doesn't make a set demonstrably stronger) that loses the sympathy of many players. I suppose even min-maxers who have not engaged in it wind up suffering for the extravagant claims of their fellows. -

Before RoA, Archery offers Blazing Arrow, which is very hard-hitting, and the snipe, Ranged Shot. I know people frown on snipes, but FF may allow you to use it more than some sets (as it gives you some personal defense and modest status protection), and the damage is on par with Blazing, so I often use them as a one-two punch on hard targets.
Considering it's hardcore, maybe Stunning Shot would be useful enough to slot.
Fistful of Arrows isn't anything special, damage-wise, but is a pretty quick-recharging cone, it's available to spam every 4 seconds or less when fully-slotted.
One way Archery might eventually synergize with Force Field will be if/when you get Force Bubble. Because Archery has no PBAoEs and only one cone, the rest of the powers all have an 80-foot range (60 in the case of Stunning)...and Force Bubble has a 50-foot radius. You could keep foes way back and still drop pointy death on them.
If you're of a mind to explore non-weapon alternatives, I really like Dark Blast with FF. The -to hit (which should stack from different blasts) should be especially useful if you're unwilling to buy lots of defense set bonuses for a character who might die at any time, and it has a modest self-heal to boot.
Sonic is another possibility -- poor AoE, but the sleep might be leveraged by smart hardcore players, and the resistance debuffing is pretty good. -

Eh. A lot of my characters have already locked down the enemies in the Rain with an immobilize, so there aren't any mobs that left the rain anyway.

I like Storm Summoning. Perhaps the premier power in the set is Freezing Rain.
For years Freezing Rain has been bugged. Maybe since the game went live. I'm not sure exactly when it was discovered, but the bug has been known for a long time and is perhaps best summarized here by noted Storm poster and guide-writer Draggynn:

The power works exactly the way it is described if an enemy leaves the patch before it expires. However, if an enemy is still in the patch when it expires there is around a 65% chance that the debuff will vanish completely. Thus giving you only 15 seconds of debuff instead of the full 60. Even if the buff continues for the full 30 second duration, you will not get the 15 second lingering effect of the power at all. This bug has been termed "The Poofing Bug" due to the way the debuff suddenly goes "Poof" with the disappearance of Freezing Rain.
Even with this bug, Freezing Rain is still one of the most powerful debuffs in the game. However this bug can make it more important to supplement Freezing Rain's slow with Snow Storm and makes it even more crucial to have a high recharge on Freezing Rain. It also becomes advantageous to knock enemies out of the Freezing Rain if you do not have need of the knockdown mitigation as this will prevent the "Poofing Bug".
Also, Freezing Rain deserves to work properly, the way it was intended.
Fixing the bug would make this strong power more effective, in that it would last longer, but it wouldn't make damage numbers bigger, and it would be more reliable and easy to understand (the behavior would match the animation). And it's not like Storm is so overpowered people ask for the set in Broadcast; it could stand the "buff" without breaking anything.
I love Storm and I hate the fact that every time I use its signature power, I have to make a mental reservation that "Of course, it's bugged. Sigh."
Many long-lasting bugs have been quashed recently, several powersets re-visited and improved, and numerous powers re-invented or made more effective. Furthermore, large numbers of things we were told were difficult or resource-intensive have now been added to the game. The game is flowering with Issues, expanded powers, new systems, new art...presumably these are benefits brought by the Freedom economic model.
Can we please, please, please get some resources devoted to tracking down and fixing this bug now? It might be hard, but you guys are doing "hard" and making it look easy these days.

Speaking of Propel buffs, I missed this one from the subsequent patch:
- Propel now "splashes" knockdown on three additional targets nearby the primary target, within a 15' radius.
If so, does this change:
- Wormhole no longer causes targets to attack the user.
