Hell Guys heres a Build I and my friends made, its a EARTH / STORM ..
I wanna use this for Being Able to Tank Low DMG Heavy Holds / Knowdowns and Debuffs. High Recharge...

I dont know if this is good or not or if it can improve, i ask for u local man cuz i know your smart in this field

I know I spend way too much time around here, but there actually are other people who are pretty good with Controllers other than me . . . even "some" of the ones who disagree with me.

As for your build . . . it needs a lot of work in my opinion. I'll post my current build for my Earth/Storm at the end.

As for your build:
Fossilize: This power does a fair amount of damage, so I would much rather move those purple Unbreakables to Volcanic Gasses, move the Baz Gaze set to Fossilize so you have room to slot some damage.

Gale: This is a nearly worthless power which is only useful in rare situations. I don't feel it is worth slotting. I put an Accuracy in the default slot and almost never use it. Hurricane is much, much better.

Stone Cages: Using the purple set is great, but include the wonderful Chance for Hold proc over the pure Immobilize. Then put a damage proc in the last slot.

Quicksand and Snowstorm: I love Quicksand and use it constantly. It provides a great slow patch with a huge Defense Debuff of 25%. It casts quickly and recharges quickly. I use it underneath all of my other controls. It only needs some Recharge. You don't need to slot for Slow because there is a cap of 90%, and Quicksand provides -90% Slow. Yeah, slotting for Slow will have some effect on higher level foes, but it isn't worth spending slots on. Plus the Slow IO sets aren't very good. So I put two Recharge leveling up, and then cut that down to one Recharge when I get enough global Recharge. An Impeded Swiftness proc is nice if you can fit it in.

Snow Storm is an optional power that can be taken later, if at all. Its biggest benefit is that it adds -Recharge, something missing from Quicksand. But I find it situational . . . I usually put it on a tough boss, EB or AV. It only needs 1 or 2 EndRdx. Again, you could add the Impeded Swiftness proc, but I would use one in Quicksand first.

Steamy Mist: OK

Stalagmites: any Earth control build that does not take Stalagmites at 12 is an automatic fail. It is a key control power. You took it at 20 and only slotted a Recharge? Uh, no. It needs Accuracy, Stun and Recharge. The purple Absolute Amazement set is good here, not in Fissure.

Earth control has three key AoE controls: Stalagmites+Stone Cages, Earthquake, Volcanic Gasses. Quicksand can be cast underneath all of them.

Fighting Pool: I'm not a big fan of the Fighting Pool on Controllers. You get only a small benefit for three power choices, and it only benefits the Controller himself instead of the entire team. My personal style is that Controllers who control don't need capped defenses. It is nice if you can get it, but I would rather have more Control and/or buff or debuff powers. If you really want to add some defense, I would rather take Maneuvers in one power choice. And I certainly would not put off other useful powers the way you did.

Freezing Rain: Take it at 16. I consider this the best single power in Storm, as it privides great debuffs and control. I slot it for Recharge first, then procs. With any Earth Control build you NEVER need to slot for Defense Debuff as the set already has huge amounts of Defense Debuff. (25% in Quicksand, 20% in several other powers.)

Earthquake: Take it at 18, slot for Recharge, maybe a proc. If you really want to slot it for a debuff, then choose ToHit Debuff instead of Defense Debuff.

Hurricane is a great protective and positioning power, and should be taken at 20 or near there. I like 4 Dark Watcher.

I like Super Speed, as Steamy Mist + Super Speed = full invis, which lets you lead Rocky into the fight to tank for you while you are not seen. Why slot a Celerity? a single IO provides no bonus.

Maneuvers is OK. Tactics is not needed. Earth Control has a huge amount of Defense Debuff, so you shouldn't have any problem hitting anything.

You skipped Thunderclap. But because Earth has a great stun power (Stalagmites), you can use Thunderclap to stack stuns and stun bosses. Earth/Storm, Fire/Storm, Grav/Storm and Dark/Storm can all make good use of Thunderclap because they have another stun power.

Volcanic Gasses is another power you take as soon as it becomes available, at 26. the purple set including the damage proc, as the mechanics of VG let it proc more often. The Lockdown proc is nice here, too, for stacking mag faster.

Animate Stone: Rocky has high Resistance, so adding those pet Resistance procs have a huge benefit. Having O2 Boost lets you heal the little bit of damage he does receive.

Tornado and Lightning Storm both need to be slotted up for Damage. They can provide a lot of damage to this build.

Combat Jumping is not worth putting three slots into. Why put three slots in Combat Jumping when you only have one in Rock Armor, which gives a much higher return?

Fissure, if that's what you want, should be slotted for Damage, not stun.

Here is my build. It doesn't have capped Defense, but it has almost Perma Hasten. Hurricane's ToHit Debuff and invisibility can make up for lower defense. I rely upon Rocky to draw a lot of the aggro. I find this build to be very, very effective.

I agree with alot that you say, but if we could make a better one together i would love it i asked for u because you , i have seen to be very knowledgeable about what goes on here.

Im looking for a hardcore def build. im all about be a living troller i understand my dmg wont be great but my holds will be very clear . . . . love the stun idea, dislike the o2 boost.. my support is crowd control not heals i think.. My build i have now runs smooth my opinion, but that dosent mean it cant get better

Listen to alot of what you said, Btw local man you are my hero you always seem to help , Whoever and why ever so + to you

So heres what I Did.. I took out Ice as an epic, for 2 reasons . I need the Status Protection , and Status Resistance.. I can tell you how many times I run into group (LOST MOBS) have rocky tank then I open up with a stalagmites and boom Im held due to AoE Hold. All Def is down after this hold.. Got Real tired of that.

Also took alot of your ideas Freezing Rain/Quicksand/Snowstorm/Earthquake/Stalagmites...

I dont Heal.. My Amazing Crowd Control is Support enough... In its replace i took SJ.. so i could reach Acrobatics.

Other than all that there not quit that different..

My Question is , on this build how is the Def/Res (Good/Bad/Can it Be Better Without Critical Change?)

Also Hows My Recharge Compared to my last Build, I have no clue what cap is for it...

That a really great buil Nemu_.

I was going to make a comment about going for either AoE/Ranged defence or S/L defence, I didn't even think about doing both!

With Hurricane to cover melee damage this build should be really survivable.

My one change would maybe be 3 slotting Performance Shifter into Stamina instead of the 2 pure EndMod IO's?

Also is it worth using level 31 IO's in any powers after Fissue because you won't get those powers at low level so do the set bonus' still count?

Yes they do. Set bonuses don't care what level the power is, just what level the IO is.

I don't have an earth/storm so no I don't use it, but I can tell you that build is plenty survivable with softcapped s/l/rng/aoe defense.

I build my toons to be able to exemp down for mid level content hence the level 31 IOs, they are level 31 because moonfire caps at 28.

Nemu, I n v your build, but i gotta ask is there any way we can change earth / to psy? and maybe keep some high def ?

I think geting psy will be Cool and make me happy (Which is always #1 :P )

Also think that getting psy will help my status protection , and res/ and stop me from getting clarion

The answer is yes. You won't be softcapped to S/L anymore but you can have softcapped psi def while IW is up. You can still be softcapped to range and aoe and that lends to a ranged playstyle which is perfectly fine for earth/storm.

Well, I would say you "want" the Status Protection -- mature Controller builds hardly need it, as they can put out a ton of control, and by striking first, seldom get struck in return. Certainly if it's happening a lot, there's got to be a better way to play the character.

Also, only some of your defense drops when held -- defense from set bonuses will still apply, which is something, at least.

Nice. Not QUITE perma-hasten though (relying on the FF proc).

Actually, if you swap out the Lockdown set in Volcanic Gasses for Unbreakable Constraint, and just keep the Lockdown Proc, you get perma-hasten and are still soft-capped for Ranged/AoE. Then the FF proc becomes gravy over and above.

Also, again. If you're 2-3 slotting Stamina and dropping in a PerfShifter proc, do yourself a favor and drop in the PerfShifter: EndMod too. It's a SMALL thing, but it's EASY, low-hanging fruit.
And with control, anything that makes you more mobile is a good thing.

Ok, lets optimize that build.

The reason you want mind epic is for IW and you want that to recharge as fast as possible. So we are going to squeeze as much recharge as we can into the build without compromising softcapping ranged and aoe defense.

IW is another good place to slot a LoTG 7.5 and that's a given, after that we need to cram as much recharge as we can into it.

Mind over body is a great place for 5 piece aegis which gives the best bang for the slots when it comes to AoE defense. If we do this we are way over on our AoE defense softcap so we can shave some slotting off other powers that grant AoE defense.

The reason I slotted the holds with lockdown is that they offer both AoE and ranged defense bonuses but since I'm way over the AoE defense softcap with the slotting in Mind over body it's time to reconsider how to slot them. 4 Piece Bas Gaze offers not only ranged defense but also a recharge bonus, doing so will put me slightly under the softcap for both ranged and Aoe defense though, so...

Enter Blood Mandate in animate stone. This set is terrific and terribly undervalued for what it does. It's the only set that offers 3.75% def to BOTH aoe and range at 5 and 6 slots (lockdown only gives 2.5 to aoe). With this we are back at the softcap for ranged and well over on AoE. so....

Replace the miracle set in O2 with panacea for more recharge. You can substitute it with Doctored wounds if you are on a budget and lose out on 2.5% recharge which is not a big deal in the grand scheme of things.

Psi nado is a great place for recharge bonuses, it'll take 5 piece posi/ragnorak set and a force feedback proc and that's usually what I go with.

Psi nado needs 6 slots so we need to shuffle the power pick order for that schema to work, hasten was dropped to a level 49 pick which still allows it to be 2 slotted. With Agility hasten is perma.

The end result is a build that retains the Rng/AoE softcap with 16% more global recharge than my original build with stone mastery. IW has a 4 second down time which could potentially be covered with psi nado procs.

Just saw your comment about dropping O2. You can gain a little more recharge if you fit thunderclap in but I find O2 to be much more useful since it 1) is a heal and sometimes heals are necessary, even if it's just for your pet. 2) gives end drain and limited status protection.
