I find it hard to believe though that Doctor 4 wasn't quirky. He might just be the quirkiest of all. (I tend to see rockabilly Doctor 6 as unbalanced, egotistical, even bizarre, but not so much quirky)
As for sarcasm, didn't Doctor 2 and Doctor 3 not like each other very much and let fly with a lot of barbed sarcasm? -

Still have the Coming Storm to deal with. User base has wanted an epic showdown with the ultimate mastermind, Nemesis, and it seems he might be tied to CS.
There's a lot of interest in tackling some of the great historic events via time travel. Like Brass Monday and Atlas' last stand at Independence Point.
There's several lore supergroups to explore indepth, ala the Midnighters' Club.
Villains still want full access to the Shadow Shard.
There's always hope, no matter how thin, that some of the "broken" things in the game will be "fixed", such as Baumtown, Ruularu and the Cathedral of Pain, and PvP. I'm not saying these won't happen, after all, we got power customization after all the talk of how difficult it would be to pull off. -
Tried to find the answer for this on the wiki, but the info doesn't go deep enough.
Many of the Sky Raider Jump Bots have names, rank, authority and appear to communicate intelligently. Does the game lore point to a reason why? Two theories I have are:
1. The jump bots contain some sort of technology allowing the imprint of memories of fallen Sky Raiders. Once the bot is, more or less, the original man in mind and deed, it is given his former rank and authority.
2. The bots are controlled remotely by the actual officer, and therefore are designated by his name and rank.
Since the Sky Raiders are limited in numbers, both of these would prevent the loss of critical leadership and braintrust in the event of capture or worse. This doesn't seem to explain why Captain Castillo is (fairly) easily found, unless his massive ego rebuffs the idea of "hiding" behind a bot.
Other explanation(s)? -

Didn't the DC Timmverse Vigilante operate under similar rules? I've never read his comics, so I don't know how he operates there.
And then there's Doc Savage, who fires guns all the time, but with bullets that he specifically designed to incapacitate, not kill.
Now what I could see, though it would be very hard, if not impossible, to pull off in the game, is addition of trick shooting, which would allow, say, a chandelier to come crashing down, knocking the villains unconscious in an AoE. -
finally 50'ed my second Virtue hero, Streetwise Hercules. He'd been at it for a couple of years now (altitis with no farms).
Also, so far this weekend, have moved one of my Virue villains, Fightanic, up 10 levels in a bid to take over the world (and unlock VEATs for the first time, pesky little details like that). -
Even if the game eventually opened up the entire planet for exploration, it'd still be perfectly fine to call it City of Heroes, because Paragon City is the launching point for everything to follow.

And in a way, you could say the Cyrus/Breakneck story added to the game from the comic is Troy's story, though its not AE. -
despite the length of animation, I always loved the original Eagles Claw kick. There's just something about the way Ace's silk scarf floats around him during the attack that's really cool.
but I deliberately chose to not get the original crippling axe kick because of the animation. I found it annoying. The new punch, feels better, not spectacular, but comfortably better, so I think I'll be picking that one up on my alternate build. -

Basically, a Mobius strip is a simple ribbon that has a single twist built into it so that, as Wikipedia puts it, an ant can travel the entire surface of the strip (both sides) without ever crossing an edge. It has been used before to symbolize a slip in time or simply an alternative to an Ouroboros (hey, time travel AND a Nemesis reference in one!). It could be borrowed for its concept of being a loop that's just a little different, sort of like the concept of Victorian Steampunk itself.
You could really call it anything, but I figure we should go for broke and make it absolutely clear that the SG's not from the 21st century and give it an outdated feel by flat out calling it a Gentlemen's Club right in the title. Depending on just how Victorian we make this, there actually could be an element of "sophisticated sexism" to it, though we all know full well there's a good chance over half the characters could wind up being female.
Just random ideas spewing out of someone who isn't even half awake yet. -

I came up with "The Society That Time Forgot" I'm not so sure I like it, but at least it gives you guys the general idea of what I was hoping for.
As for a overarching concept for the SG, I wasn't planning on one, but it would sure make the RP a little easier. Maybe something like one of us built a time machine that each member found in their subsequent time and took to resent day Paragon City. It needs to be broad, and I figured that most, if not all, will have some sort of time travel aspect to their character's concept. Perhaps someone who has skills will be able to make a "mock" time machine in our base. Just an idea.
Keeping both Victorian and Steampunk concepts in mind, might I suggest "The Brass Lion Society" instead? It is short, easily read, & covers both concepts (lion for England). I suppose "brass" could be replaced with "mechanical" or "clockwork" or some such. Just a thought, please feel free to tinker with it.
I also humorously note that there was a fictional club in the Sherlock Holmes stories called The Tankerville Club, which with a bit of tweaking might apply here. Holmes also had his street society, The Baker Street Irregulars, for spying and information gathering. Perhaps that name could be the seed of an appropriate name.
Lastly here is a list of London's gentlemen's clubs originating in Victorian times, both real and fictional. Maybe something will strike your fancy. I've been looking for a similar list of engineering or mechanical societies, but so far, the names tend to be a bit straightforward and bland. -

Perhaps safeguards should be run in reverse? Not identical to mayhems, of course.
What if the bank robbery was the capstone to everything else? Or at least a percentage of it. Set a point system for NPC villains stopped, higher amounts for completing the side missions. Once the team reaches X number of points, they're rewarded with the bank alarm and the final scenario. -
Normally, I'm not overly fond of any of the safeguard content after the bank robbery. However, I've noticed that, solo or group, my xp winnings seem to dramatically increase by clearing all. So I never object if asked to stay.
This is anecdotal at best. I'm not one of the number-crunching crowd and cannot explain why this is. Perhaps its simply remaining in a concentrated area for longer, as opposed to waiting outside the door of the next mission for many minutes. -
Saw a SG invite on Virtue tonight for a steampunk/dieselpunk SG called something like "League of Extrodinary Gentlefolk" or some such. Is that the blueside sg suggested here?

The backstory of Ace Barnstormer and his technical-based crew is that they were stunt pilots and support crew for the globe-hopping Ragwing Aerocircus until shortly after Rikti War I. I believe they'd return to that life probably doing airshows for charitable causes like the orphans of the Rikti Wars. But they'd probably keep their powered armor undersuits handy, just in case.
Of all my others, probably the only other one to comment on would be Ray Gunn. The man spent a small fortune acquiring rights to reverse engineered tech and also a formerly obscure 1930's serial movie sci-fi character of the same name. The hero has been using his adventures to relaunch the franchise, from costume to lunch boxes to movies. If all evil ended, I suspect he'd continue promoting the Ray Gunn brand, though he'd spend more time on the convention circuit than seeking trouble. -
I haven't seen anyone mention trolls. I've fought a lot of trolls and seen only guys. I would think street superadyne wouldn't discriminate. I realize testosterone might amplify the results, but I'd think lady trolls could be found in the low to medium levels at least.

I should probably add if you've avoided contacts so far by doing radio/newspaper missions and such, you might start by going back to your first contact in either Atlas Park or Galaxy City. Even if you've outleveled them, they'll often direct you to a contact working an arc at your current level.

there's also the Vazhilok plague story arc, given by Dr. Ann-Marie Engles in Skyway. It is...well...interesting. Do it, and you'll see what I mean. You might wish to team for some of the latter part of the arc, but its not required. -
