His name is white, therefore, he's either Free or Premium. Unless he's a long-time veteran that just signed up for the forums this month, he only has IO access if he's purchased an IO license or a LOT of points.

It's quadruple merits, which totals 20. After you've accepted the 20 merit reward, it's replaced with an infinitely-repeatable 5 merit reward.

DA arcs also share the same table as each other, but they are on a daily timer. -
Energy is a defense based powerset (makes enemies miss more often, but you take full damage if they hit).
Electric is a resist based powerset (You take less damage when you are hit, but it doesn't do anything to reduce how often you are hit). -
It's just too bad you HAVE to take that level on the first run, and can't save it for later, short of not doing the TF.

For enemies, it shows the last X% of enemies on the map. I think X is 1, but I'm not sure. If the map is really small, one enemy on the map can be more than the cutoff value, meaning that they'll never show up.
For glowies, it only shows the last one, and only if it's ALSO the last objective on the map. Some optional objectives, like boss fights, hostages and destructables can count towards this count, even if they aren't mission required. The mission DarkGob mentions failed to show the last glowie because he didn't defeat the named boss. -

If the debuff is flagged "unresistable", then resistances aren't applied, and all typed damage is reduced 10% and untyped and special damage isn't reduced.
If the debuff is just "-x% damage", then all damage, even untyped and special are reduced, and it can't be resisted.
What makes it even trickier is that the real numbers aren't consistant. If the power shows an individual debuff to each type of damage, then it's the former type of debuff. If it shows a single debuff, it may be the latter, but it also might be the former being displayed a different way. The only way to tell is to debuff something and Power Analyzer it, or to look it up in City of Data. -

Crafting cost for Set IOs, Memorized crafting cost for Common IOs. Otherwise, vets could create money out of thin air by buying cheap salvage, crafting memorized commons, passing them to a throwaway alt, respeccing and selling back the IOs at full crafting cost, and then repeating. Now that we have extra enhancement storage, it would be even more abuseable if they sold back at full crafting price.
Hami-Os, Synthetic Hami-Os, Hydra-Os and Titan-Os "sell" for 0 during a respec, as do the 5 special enhancements from the Going Rogue preorder/T6 Paragon Reward.
Training, Dual, and Single Origin enhancements sell at 100% of store price. Note that enhancements bought from contacts are often sold at more than 100% of store price, so it's still possible to get back less than what you spent, if you bought enhancements from contacts instead of stores. Combined enhancements sell at their effective level; A 25++ S0 sells for the value of a level 27 SO, NOT 3 level 25s (or whatever the original components were).
I'm not sure what Boosted enhancements sell for. I would assume they sell for the base price of the unboosted IO.
Likewise, I'm uncertain what Store-Bought enhancements and Attuned enhancements (like Overwhelming Force and ATOs) sell for. The most likely values are 0 or whatever the max level of the IO version sells for. It would be nice if you got your Paragon Points back, but I doubt the system can handle that, and there would be issues of the "value", since the price varies depending on whether you buy single IOs or sets, and whether or not you get them on sale. -
Someone mentioned upthread that you need to fill each tier before you can progress to the next; this is important to note.
If you only have 15 tokens spent, it doesn't matter how many unspent tokens you have, wou will NOT be able to buy the Fire & Ice set. You MUST manually go up the tree and fill Tiers 1 through 8 before you can pick anything from either of the Tier 9 levels. -
A silent chainsaw seems really odd to me too. I can't imagine anyone thinking "I want to chop people up with a chainsaw, BUT I DON'T WANT ANY CHAINSAW NOISES!"
But if it's enough of a concern, why not just put the chainsaw on the list twice: "Chainsaw" and "Chainsaw (no SFX)"? -
The lore suggests that Kheldians are capable of bonding with almost any living thing. They do this through a natural, non-magical process, so I'd say that they should be able to bond with anything that is truely alive.
With that in mind:
Resident Evil zombie: Yes, the person is still alive, just changed by the virus.
Traditional necromantic zombie: No, the body is dead, and animated by magic.
Frankenstein's Monster: Yes. While previously dead, the monster has been brought back to life - it has normally functioning brain, body and organs.
Vahzilok Zombie: Maybe. The body is mechanically reanimated, but it seems like they respond as living things. Slow and dimwitted, but alive and partially aware. Considering Dr V's goal is to conquer death, I think his intention is Frankenstein-like reanimation. Probably, but I'm uncertain.
For robots, that's a tough call. There is no lore precedent (that I'm aware of) that states that Kheldian energy is or isn't compatible with technology. The Battallion's use of the Kheldians as fuel doesn't convince me, because we know nothing useful about the Battallion yet. Their ships may be some form of biotech that forces the Khelds to merge with them and then drains them. It might be techno-wizardry or even straight up magic that uses life forces for fuel, and the Khelds were picked for their availability, not their energy form. There's no way to know at this point.
That said, I'm inclined to say that a Kheld should be capable of possessing and animating a mechanical body, but I don't think it could fully bond with an artificial intelligence (ie, a computer program that merely simulates life/intelligence). If it were a full blown computer intelligence, and not just a simulation of one, then I'd say it would probably work. Everything in this paragraph is pure speculation, with NO lore backing it up though. -
It's also a good way to get KB protection on a Premium character without having to spend cash on a Store-Bought KB protection IO or spending the pool and power picks on Acrobatics.

Most, if not all, of the video cards I've had for the last decade or more have been Realtek as well. But from what TJ said, that may not be the source.
I've never deliberately installed any form of tweak or OS add-on that created that window. However, it hasn't always looked the same as that, so possibly the earlier versions weren't part of the OS (as I had assumed) but rather some add-on I didn't even know I had. -

After that, there's a handful of things above 8 but below 12, like Fake Nemesis staff blasts. Outside PVP, many things above 12 are unresistable or paired with Repel, so the only real reason to go above 12 is for PVP.
In other words, there's nothing wrong with what the OP is doing - he's just trying to get the KB protection to cover the edge cases. -

Furthermore, because it would be in a toggle, it would only roll once every 10 seconds. So, when it activated, it would buff you for 10 seconds, and then when it checks again, because of oddities between server ticks and durations, it MAY still be in effect at the time the roll is made, meaning that it wouldn't fire.
I wouldn't recommend putting the FF proc in a toggle. It's an interesting idea, but isn't likely to work well.
As to Acro+IO vs 3 IOs - If endurance is an issue, do NOT take Acro. Otherwise, do whatever would suit the build better. I'd lean toward avoiding the extra toggle though. -
Hm. I wonder if it's based on sound card/drivers and varies from one company to another. All I know is that, for me, that option has always been there.

The inputs aren't in the window I showed, they're in the next two - Playback Devices and Recording Devices (which used to be a combined menu item called Playback & Recording Devices)

What I do is right-click on the speaker icon beside my clock, and choose Open Volume Mixer.
Then I just turn off the sound on City of Heroes with the mute button below it.

Actually, the game CAN make that distinction now (see: Alpha Slots and the Hamidon Enhancement "nerf"). Perhaps it's time to ask Synapse to do a pass over powers built like this and alter them as appropriate.

I can't imagine Weave by itself adding enough defense to be significant to anything. Stack it with a few other sources of defense and it may be worthwhile. For example, Weave and Combat Jumping each with three +3 SOs, and the Steadfast Protection and Gladiator's Armor +3% Defense pieces gives you a total of 15% defense to everything. That isn't going to turn you into an indestructible god, but it will have a noticeable effect, especially on alpha strikes.
