Alright, so here's this build. Super high recharge, pretty much the absolute best you're going to get with out numerous sacrifices. Nothing horribly special beyond that. No 'softcap' and no gimmicky procs that aren't very good in actual execution.
What this build DOES support is going to the PARAGON MARKET and spending PARAGON POINTS on delightful things such ENHANCEMENT BOOSTERS and DUAL INSPIRATIONS to be an unkillable god of death while also supporting PARAGON STUDIOS and CITY OF HEROES all at once!
Why yes, the entire point of this build is for people to actually remember that inspirations are a part of the game and the soft cap means nothing that One or Two Luck+'s can't duplicate for 60 seconds. And since you don't need the soft cap against trash spawns when soloing + you're soft capped in trials anyway, buffing defense too much in a set with out it is an honest waste of slots.
+DMG slotting is great, but you can still duplicate this effect with Damage Inspirations on a single AV (making Build Up procs worthless as they require you to use bad attacks to utilize in most scenarios), and soloing AVs hasn't been cool since '07.
As an aside, slot the Scrapper ATIO set into Soaring Dragon, put the Critical Proc in Divine Avalanche and never use it because it's a trap power. Use the last slot of Soaring Dragon for a damage proc of your choosing. Unless you really want that Six Set ATIO Bonus then /shrug.
And remember, this build shines if you utilize the PARAGON MARKET and support PARAGON STUDIOS and CITY OF HEROES products!
Incarnate Junk: Spiritual, Rebirth +Max HP for HP Cap and being super awesome, Interface because it's overpowered, Cimerorans because they're overpowered.

Pros:
Makes Paragon Money
Lots of Damage Procs which is the only way to further increase damage beyond Damage Cap.
HP Cap which can't be duplicated with items from the PARAGON MARKET.

I'm still incredibly happy with my own purchase, and thank Paragon for this fun idea. The Elemental Order set was my major draw, but I've been meaning to toy with Dual Inspirations for a while, but never individually wanted to purchase them as I felt THOSE were a rip off in themselves.
Again, I'd like to thank you. The sheer number of people I've seen with Elemental Order and the Wolf Pet on Virtue suggests far more people believe in the legitimate appeal and fun of these items, and people who are crying about Paragon being thieves or gambling supports or demons or what not are just trying to strong-arm you into releasing the Elemental Order set outside of the packs.
And trust me, going by the sheer number of people with the set right now? You will likely have a legitimately LARGE number of REALLY pissed off individuals if you do that anytime soon. Maybe a year down the line or so, but within the next few months would be a kick in the teeth for us who wanted the packs primarily for the Elemental Order set, secondary for everything else.
Don't release the set outside of it anytime soon, thank you. -

NCSOFT Dev people, if you need to up the price on some of your newer costume sets say so. I don't mind spending a little extra every couple of months provided any costume sets unlock globally.
This is a money sink and not a very good one. If the costume pieces were global unlocks I *MIGHT* consider trying to get these. I wouldn't even mind if this costume set was obtainable through the Incarnate system.
BTW if anyone considers paying an agreed amount of currency for an agreed upon product "entitlement" you are high. This is bordering on hucksterism. People want things and are willing to pay, adding a lotto aspect is like adding DLC and Online Pass Codes, it creates a enough of a barrier that make people seriously consider finding a new hobby.
I'm not going to buy these because eventually they'll wise up and rotate out of circulation after they figure out that it's not selling anymore or the game will end. I'm sorry, but this is a bridge too far for me.
More chicken littles who don't even look up before calling wolf. Weird analogy, I know. -

You ARE receiving something in exchange, and you are WELL AWARE of what it will be in advance. You are not going at it blind, you are going in FULLY AWARE of the chance you may not get that item YOU want, but are WILLINGLY ACCEPTING THIS the MOMENT You hit the purchase button, as well as WILLINGLY ACCEPTING the other outcomes.

And piss off. You're doing that 'holier than thou' attitude about people spending money in ways they want to, but aren't ways you think WE should. Regardless, quit trying to paint a bad image. This is not gambling, in the least. And the 'item of worth' we're getting is, hopefully, extending CoX's lifetime.

I dig the rocket board but the total de-toggling is terrible. It doesn't make sense that as I get new powers (ie toggles), my chosen travel power (for convenience or concept) becomes a nuisance and is usually discarded. At least with Ninja Run and Beast Run, it doesn't de-toggle EVERYTHING.
Please change these new very cool travel powers.
Otherwise, I am forced to boycott all of the future installments out of principle.

You're getting so many defense buffs in any standard Incarnate Team as it is. Just focus on your damage, it's what you're there for as SS/Fire.
It's extremely difficult (impossible?) to get /good/ defenses and maintain your +recharge/damage as SS/FA. Just focus. -

As a pet-using mastermind, I can +4/x8 infinitely faster than you. Heck, I can AFK through things you need to pay attention to!
Then again, on every other AT on +4/x8, I can do it /faster than you/ by an infinite level. Your damage scaling and ratios are so bad it's hysterical. Your bases are less than a soloing Defender, which that alone is priceless.
Don't say the idea works with Incarnate Powers. Incarnate Powers break non-incarnate content.
Don't say the idea works in incarnate content. You're just there for your support set and nothing more as a Petless Mastermind. No, sorry. Your whip attacks debuff is horribly resisted.
The idea doesn't work. It doesn't perform as well as a Pet-using Mastermind, and by that definition it fails. Saying "anything works" in CoX is not a valid excuse.
And if you HONESTLY do better as a petless mastermind, you honestly are BAD at masterminds.
The idea doesn't work, with or with out incarnate powers. You are infinitely less useful than a pet-using mastermind. This is not a debate, this is a fact. If you DO play a petless mastermind better than a pet-using mastermind, why are you purposely gimping yourself and holding your team back (Don't respond with that 'If your team is relying on you, derp derp derp' thing!), and not just playing a Controller, Corruptor, or Defender?
They ARE petless masterminds. They also suck compared to Masterminds so WORKING AS INTENDED.

As long as Thermal exists as is, Sonic Resonance's PBAoE Shield means nothing to Thermal's AoE and ST Healing. Resistance + Healing > Resistance + Resistance, end of story.
I would love if Sonic Resonance got overhauled to something more Bardic and Song-related. Something a bit more interactive, interchanging and mixing together buffs and debuffs into something that isn't That Resistance Set That Isn't Thermal Radiation.
There's no LOGICAL reason to play Sonic over Thermal right now, period. Only concepts and roleplayers will play Sonic Resonance, in a world where Thermal Radiation exists.
... Heck, even Pain Domination offers more, and it's not even a primary resistance set. -
The one thing to note of is that no matter what, Thermal's resistances are never 'resisted' or otherwise made 'useless' in a given scenario.
Dark Miasma's ToHit debuffs take massive penalties against AV's, and things that are Purple Con to you. This means, Dark Miasma loses it's 'key' trait in trials, and has to rely on it's few other tricks.
This doesn't mean Dark Miasma is bad, it just loses some of it's AMAZEMENT. But, having an AoE Rez in MoM is beautiful. -

You can tell program to do something and it will do it, unless it's not able to do it. City of Heroes is an /old/ game. There are things it can't do that you may think are possible in 2011, that were very much not in 2004.

---On paper, to me, this power is crap. It would indeed turn the tide of a battle momentarily, but I don't like it that way. Now, you throw 105% global recharge/70& hasten at it and have the 50% stack with that and run around at 215% recharge all the time...WAY worth it. Oh, and not to mention with Temporal, you can basically give 4 allies Hasten-level recharge all the time.
Time is a set that sounds like it should be great, looks like it should suck, and turns out to be unstoppable. I can Alpha +2x8(note:not tank) simply by casting the distortion field and healing right after. With heal-over-time, I soak up the attacks and heal and I am already shooting back by the time they hit me. I also took powerboost and weave though to have 26ish% defense to all, all the time. But, that was it. I threw recharge at it and took/slotted normal defense powers. No special defense sets, no purples. And I only built the recharge so that Overcharge from would be up more. I am sure if you paired it with Sonic, it definitely could not do worse.
Time's lack of good -Regen is what makes it not remotely the best Debuffer in the game. -Regen can be equalized to +DMG, thusly you can imagine hitting something with Poison Trap's -1000% Regen and, well, yeah. Time Manipulation has, what? -150% regen? Worthless value after resistances.
The rest of Time Manipulation's kit is largely resisted by AV's. It's powerful +DEF if you cheese with Power Boost is nice, of course. But otherwise, yeah. I'd say Time Manipulation is a powerful buffing set (Temporal Selection, Chrono Shift, which there's NOTHING Underdog about. It's a powerful buff... but pales in comparison to Accelerate Metabolism), but it's debuffs are lacking, primarily due to reduced values and no -Regen worth mentioning.
To that end? Cold Domination is largely going to be the best mixture of Buffing and Debuffing, along with Dark Miasma (Shadow Fall hits the two best resistances in the game, one being extremely hard to raise aka Psionic), and of course lolRadiation. These three all have substantial -Regen.
If you ignore the fact it doesn't buff too much aside from an AoE Defense Shield, Traps has some of the most powerful debuffs in the game (Hi Poison Trap), with some of the best values in the game. And even so, Force Field Generator is one of the best SELF BUFFS in the game, too. Which many sets don't offer.
Cold Domination, Dark Miasma, Radiation Emission, and Traps will beat out Time Manipulation due to one sharing trait; MASSIVE -Regen.
Oh, and Kinetics is still amazing good. Even if it lacks high -Regen, it's +DMG steroid makes up for it in spades. It's definitely one of the best BUFFING sets, but it lacks debuffs so derp derp. -
Keep in mind the minimum amount of points you can buy is 400. Which means you're spending $5. All this would accomplish is you receiving 100 extra points for $5. Unless the VIP 0.99 cents deal is a 'code' that you can give to someone else. In THAT case, shenanigans.

People don't talk about Katana because Brutes get Super Strength, which is the best melee set in the game. Pretty much all there is that needs to be said.
