Received a reply from Arbiter Warrant on this issue. It will have to be resolved by Customer Service, and will require Server/Global/Character/Costume Slot info because Arbiter Warrant says that they weren't able to reproduce the bug either on Live or Beta.
So fill out a Customer Service Ticket for this problem if you have it too ... and take a Census Of The Empire first so you can specify which specific characters and costume slots have this problem to Customer Service for a resolution. -

Best use of Cognitive is by a Mastermind (lots of Pets) or an Illusion Control or Storm or similar powerset. Cognitive is best advantaged by "buzzsaw" builds that pile on lots of attacks very quickly with very short animations or involve tremendous amounts of "dice chucking" from multiple sources on a single target (ie. Pet builds). Get enough simultaneous attacks going and you can actually start stacking up that Cognitive Interface proc ... even if you're pairing it with World of Confusion.

The funny thing for me, watching this video, is that this is "kinda sorta, but not exactly like" the way I've been playing my Peacebringer after my latest respec ... which is pretty whack. My Warshade, Ms Terry, tends to be a lot more "stable" on forms, even though she's a Tri-former ... which is ... odd ... in that on my Warshade I don't feel a compulsion to keep switching around on forms all the time (including multiple times per fight).

As far as Pulsar goes, I'd love to see it get completely remade into a Human Only Passive power which applies/enables a +1.25 Mag Stun for 7 seconds to all your Human Form attack powers (think Incarnate Interface Slot style modifier). You make it a Passive power so there isn't anything (else!) to retoggle by switching back into Human Form from Nova or Dwarf. Give Inner Light a modifier equal to +Damage% that increases Stun Duration. Need to Stun something? Just keep hitting it once you have Pulsar. -
I respec-ed from Quad Form PB (olde days) to a new ATO enhanced Tri-form PB (new days) that's been working out surprisingly well this past week. Now I just have to figure out how to take what I've learned from *that* experience and reverse-engineer it into my Tri-form WS build ...

Blasted through a bunch of iTrials this past week and managed to unlock everything and get myself into Tier 4 Alpha and Interface, along with Tier 3 Lore and Destiny. Still need to do something about Judgement, but there's no level shifting from slotting that up, so it's taking a back seat right now. Should be able to get Tier 4 All by the time March 24 rolls around.

18 * 100 = 1800 items in Enhancement/Inspiration storage
18 * 30 = 540 items in Salvage storage
I'd be perfectly fine with them giving us a max of 12 storage items (Enhancement, Inspiration, Salvage and Vault) that each held 100 items (with the exception of the Vault, of course). -

Talked about this one too, and laid out how the fact you have nothing to stack Pulsar's stun with on a Peacebringer makes it especially anemic (particularly in relation to Warshades and their potential for Stun stacking). Right now, I'd take an automatic +1 Mag Stun while Inner Light's buff is active, and keep the random 50% chance for a +1 Mag Stun (that we've always known) to go along with it. Basically, if there was just a single data line addition of adding +1 Mag Stun (for the same duration as the Base Stun duration) when buffed by Inner Light, that would basically "Solve" the problem with Pulsar being so completely lackluster (Minions only, Lieutenants MAYBE) with absolutely nothing to stack it with, and having a Duration/Recharge ratio which combined with a slow animation time of being so far behind Inky Aspect in terms of Uptime that it is not even funny.
Considering that the Form Shifts, if redone from scratch, would essentially only need *TWO* animations (for Nova and Dwarf) designed to allow recolorization of the textures and FX (so you can get Bright and Dark) ... even if those colors are "baked into" animations like they used to be in days of yore ... it really wouldn't be THAT MUCH WORK in relation to (re)designing an entire powerset (which needs 9 animations, or if using Momentum Mechanics, 18!). The QoL upgrade from just making new animations for Nova and Dwarf form shifting would be absolutely staggering! -
Something that I've been noticing on my most recent visits to the costume editor lately is that apparently I no longer have access to the Wedding Tux in my Jackets listing for Female. Somehow, the Wedding Tux selection under Jackets has been "replaced" on all of my characters by the Pocket D fluffy jacket and I no longer have access to the Wedding Tux in Jackets. The only thing I can figure for this is that there has been some sort of "data collision" as far as the database is concerned that is quite possibly an outgrowth/side effect of how all the backend servers that take care of these things for different departments don't "cross-talk" with each other very effectively (witness problems with getting the Paragon Market to recognize any Perks that have been previously bought for your account).
This sort of thing is particularly noticeable on characters which HAD a Wedding Tux/Deluxe costume piece prior to the release of the Pocket D costume pack. Now I feel severely disincentivized to do ANYTHING to those (specific) costumes, since it is very likely (and no way to know without doing the "Do Not Back Up, Severe Tire Damage" test) that I will be *denied* access to the Wedding Pack costume parts which I paid for (with real money) long before the launch of the Paragon Market and Freedom.
Request instructions on how to proceed with resolving this issue. -
I'm going with Pre-emptive Interface on my Peacebringer, for the Energy DoT (and End Debuffing, but that's incidental) to mix with my Storm Elementals Lore Pets. For Destiny, I'm going to be going Clarion (of course). Still trying to decide what I want to do for Judgement.

Far back in the mists of ancient time (ie. mid-2000s) I was presented with the choice of what are now Veteran Reward Buff Pets ... and I really had no idea what my choices were, what they looked like, how they worked, what they meant ... etc. So I just picked something and have now lived long enough with this game to wish I'd picked something else ... especially now that we have Lore Pets and I'd like to thematically (re)synchronize my Buff Pet to my Lore Pet options.
But I can't.
That's because almost everything else about our characters can be respec-ed into different choices, but any Veteran Rewards you pick from the lists ... you're stuck with FOREVER.
Any possibility of making it possible for us to "switch around" which Buff Pet we're using from Veteran Rewards? In the old days, where the Buff Pet was a Click, it was understandable not giving us access to ALL the Buff Pets (simultaneously) ... but now that they're run by Toggles and are all mutually exclusive with one another, is there really *still* a good reason to not give us access to ALL the Buff Pets and then let us pick and choose which one(s) we want to make use of one at a time? -
Finally assembled the 50-or-so Enhancements I needed to invent to respec into the new build I posted above, and took it for a spin in the new DA last night. First things first though ... the all important resistance values, as per in-game Real Numbers reporting:
Unbuffed, auto powers and set bonuses only- Smashing: 7.58%
- Lethal: 5.08%
- Fire: 6.02%
- Cold: 6.02%
- Energy: 15.24%
- Negative: 15.24%
- Psionic: 5.70%
- Toxic: 5.70%
The interesting part, of course, is what happens when engaging Light Form:- Smashing: 82.46%
- Lethal: 79.96%
- Fire: 80.90%
- Cold: 80.90%
- Energy: 85.00% (capped)
- Negative: 85.00% (capped)
- Psionic: 5.70%
- Toxic: 80.59% (with Essence Boost)
- Smashing 2.5% below hardcap
- Lethal: 5% below hardcap
- Fire: 4.1% below hardcap
- Cold: 4.1% below hardcap
- Energy: hardcapped
- Negative: hardcapped
- Psionic: not helped by Light Form
- Toxic: 4.4% below hardcap (with Essence Boost)
And I do have to say that the combination of Inner Light + Photon Seekers + Dawn Strike is absolutely devastating to ... pretty much everything. And since I can use these powers every couple of minutes, I find myself checking the status of my NUKE powers and deciding whether or not I want to just rush in and blow EVERYTHING up fairly frequently now. My melee attack chain of Radiant Strike + Incandescent Strike + Brawl + Brawl sounds really ... anemic ... when I'm Brawling, but the interesting thing is that Brawl doesn't require Endurance to use, which makes Brawl (marginally) useful after deploying Dawn Strike. And having the extra Range in Bright Nova Blast is already making a difference in the sorts of pulling tactics I can engage in ... which when combined with the Kinetic Combat set in Bright Nova Detonation makes for some rather interesting pull tactics that yields a few more volleys of attacks before Foes can get up to me.
Suffice to say, so far I'm *really* liking the second, more defensive, build I posted up above. -
I'm not sure what to think about this.
The Fog of the old Dark Astoria was zone wide (and in its way, kinda cool, even if it was a graphical "cheat").
The Fog of the new Dark Astoria seems to have left the city/streets ... and moved into all the Instance Missions. -
Even changing the single target pistol attack powers to function as movement reduced rather than rooted animations would make the powerset far more dynamic than it is.

I can imagine that the problem is that your "old" worktables didn't have the recipies, but once you replaced your worktables with "new" ones, there the recipies were.

Actually, that pic of Ghost Widow I posted was a background pick that NCSoft used to have for one of their web pages on the website a while back (I forget which one). When I saw it, I knew I had to "have it" and I use it as the desktop for my iMac on the OS X side of the box. The Windows side I use another one of the rotating background pics that was on that NCSoft web page featuring Sarah Morrison (of Tabula Rasa fame) as my desktop picture.

At the moment, Autumn only has a Tier 3 Alpha (Spiritual) and hasn't even finished unlocking the Destiny and Lore slots, and has no Interface or Judgement crafted, let alone slotted. Right now, she's kinda "parked" because I'm orchestrating her big respec to add ATOs to the build, which I anticipate to be finished this week ... and then it's just grind grind grind grind through iTrials on Virtue for the next couple of weeks. Fortunately, there's ALWAYS something getting started in RWZ on Virtue.

I've got 10 server transfer tokens burning a hole in my character selection screen. I might as well make arrangements to be there with Autumn Turning my (currently) 50+1 Peacebringer. Hopefully I'll have her all respec-ed by then and using the new build I've posted in Diggaroo's Tri-form PB thread. Ought to make for an interesting "road test" of the build.
