I think it's considered a safety hazard or something. (Seriously, if there was a repeat of 9/11 and buildings were squeezed together with maybe only a ten foot wide alley between them, you're looking at a whole city block going down.)
Though, if you'd really like a reference, try google maps and looking up LA and other such major cities on Street View. -

You can do this OR log out of the game entirely (to the login screen) as a step 2 - for myself, personally, I've always just had to jump to server select then back to character select to fix it.

Of course, any one-off missions (non-arc) can be lost if you level past their range.

On the plus side, while if you attempt to queue up for them you must have the TFs unlocked personally, when starting them as a "normal contact" only the team leader needs to have the contacts unlocked.

Those are the x1.25 xp boost boosters.
They have boosters (on live, I think only the 1 hour Shared is not bugged, thus available) that do double XP, and the cool ones I think which are 1.5x XP PLUS they give you a similar ally buff power (So I give myself 50% bonus XP, and my SG mate if I want). -

Note that your first purchase of points automatically gets you a token, no matter how many it is. So if you have five bucks to spare, it's an easy target to reach.
