The method, however, pulls what the GAME thinks is true. On the other hand, it's not impossible there is some sort of bug going on.
I will add however that I thought such behavior was intended (at least in the case of the Perf. Shifter proc) bu that might of been back from before they added the if target.isFriend? flag -
On the plus side, you don't have to click each meteor yourself. I recall getting the badge on the way to the last meteor and someone had beat me to it.
The not remembering between each run would make sense - less hassle to make them hidden mission objectives, which would reset with the mission. -

Check the conditionals.
The PvP regen actually will always work on you because it's flagged Self. The other half of the conditional is the PvP zone check, but city of data filters that out and changes it to the icon. The heal and endurance affect the target (which may be self if the power it's slotted in affects self), will only be able to proc on a mob if it's friendly to you.
Every proc in the game got a pass like that. It was a little later than I remembered, though. I just verified that the change happened in build 1950.201102010039.0 -- aka Issue 19.5. Not quite as far back as I thought, but still well over a year ago. I doubt you'll find any documentation of it, official or otherwise. -

Even if we ignore Kin, it's almost a given to happen on Leagues and it will only get easier when Hybrid and Amplifiers hit and ever easier still as time goes on.
As I said, I'm not 100% against a flavorful mechanic unique from Fury that helps non SS-Shield-KMs see the difference the cap change would make solo. But I insist that the damage cap needs to be fixed, and it should happen either first or in tandem with that.

I want taunt as a power pick for Tanks to happen automatically at lvl 1. If we are ment to be aggro magnets then this should come in as an inhereted power (outside of gauntlet) like fly comes to PB's and TP comes to WS's.
This way we can get one power selection more than brutes can get. I do not think that Brutes and Scrappers should get this option since their primary focus isn't to hold aggro likes tanks are ment to.
*Just a suggestion to throw out there* this way you're not nerfing brutes, but giving something to Tanks to add more DPS.
When Stalkers get Staff Mastery, I'll get behind this. -

One of the biggest things that make Brutes as 'good as' Tanks with better damage is their aggro management capacity. They did not have this in the beginning. The Aggro manager for CoV was supposed to be Masterminds according to the Dev's. It turned out not to work that way, and the Brutes got boosts to their aggro management ability because of it.
Now I'm not saying remove it entirely. The need for aggro to generate fury is the core of Bruting now. However now that Tanks can easily start as one side or the other (and Brutes can too) perhaps how much aggro they can generate should be reconsidered. -

It's not just UI time needed, but back end coding, IIRC. they'd need something for the UI to hook into - which for Power Pools and APPs (and PPPs if they allow it) does not currently exist.
If all it took was ten minutes, we'd have it by now too, I'm fairly certain. I know BAB figured the Power Pools would be about 2.5 sets worth of animation/fx changes. Although I admit I don't know how much of changing them to allow customization is modification vs essentially creating new f/x. -

I'm tempted to get them to read "yes" considering I have no authority to authorize expenditures, and they (from what I recall) never explicitly say they are going to charge you, and never ask if you have the authority to authorize charges.
