That's fine and dandy, but when you have lots in storage to sort through being instantly able to see those that offer less benefit than the best you can use would be handy too.
And because the numbers that actually show on the IO (unless you have your UI scale at 100%+) are generally too small to read easily. -

How do I start talking to any of the contacts in FL?
Have tried doing paper missions, don't get offered them as contacts. Have tried going and speaking to them all. Jim Temblor says something about it being better to know... sounds like an old contact. Miss Yin says that her dad is out. And Doc D and Agent G say talk to someone else first.
Character is level 20. -
Currently all usable IOs are coloured grey. Suggestion make those IOs that are of your immediate level (eg +3) White/Grey and those that are below your level (eg -3) green. Rather than actually making the values mean anything... they're IOs it doesn't. But it would make it easier when sorting through storage to see instantly what can give the greatest benefit at your level.

Only issue I see with aborted/failed T/SF triggering something would be that its exploitable if the thing triggered is any good.
And if you make the triggered something bad, eg a debuff for whole team if you fail. You'd end up with many complaints. -
For a while I found CoV (original box) around for under five pounds. So free game and some free play time.

There is no such thing as an <insert a well subscribed MMO here> Killer!
Anyone who thinks that CO will immediately take all the subscribers of CoH (or any other game is mad. And anyone who thinks <insert new fantasy MMO here> will kill WoW is living in cloud cuckoo land.
I dare say that some will leave <established MMO> for <new MMO> but that is all that can be realistically be said.
Unless of course NewMMO is the sequel to OldMMO and the devs switch off OldMMO's servers, which is unlikely if people still pay to play OldMMO. -

Roughly what I'd do. Though I would probably drop some of the toggles (Leadership Pool). Take Lingering Radiation. And probably switch to Stone or Psychic Mastery.

But with FS Psionic Tornado is very good. And Indomitable will gives you good resistance to Mez. -

I don't doubt it... but the free month would still be coming with the original game and not with GR. -
Give them no ranged attacks and a strict follow command. They stick t you like glue and can only draw agro if led directly through/into mobs.
But in fairness I personally think that Buff/attack pets should be removed from vet rewards and either added to a purchasable booster pack, or make them a reward for some hard meta game (or competition rewards). Making them available at a cost (either effort or monetary) and thus available to everyone rather than those who decided that CoH was good way back when it was launched.
Or as I have asked for before change the way that vet rewards are rewarded giving everyone a chance at the 3 year plus rewards. -
I suggested this suggestion way back in i3/i4. I suggested using the bar that the colour picks are in now, so that on click the two colours swap... nothing came of it so I think /signed in triplicate here.

RRP ~ £24.99 IMO If it comes with a free month or play time, which I doubt. Without I would guess at £19.99.
And I'm guessing that it won't include a months play time because you will need an active account to play the game, the previous boxed editions all were designed to create a playable account.
But I'm most likely wrong. -
Within a month of CO, because unless CO is absolutely dire people will play for their free month before they ditch it and return... if they do.

Used it once upon a time on a ControllerMind (MM with lots of control). But never since though I have thought about it. So currently 0% for me.

I like but seems odd that a Psionic Armour set doesn't give Psionic defence on a lot of the powers.

No to extra slots that everyone at this point in time can't earn. In game extra content added to make a decent system to earn them sure. But very unsigned to make the purchasable or long time Vet rewards. Unless they change they way vet rewards are handed out.

A counter that increments with each death and raises the debt level incrementally (sort of the opposite to Damnz' idea).
First time you die you get 50% of the current debt, after all mistakes do happen. And providing you don't die for say an <insert arbitrary time> thats all you get.
Next death within that <insert arbitrary time>, earns you full current debt.
Die three times within one <insert arbitrary time> and you gain 2x debt for the third death...
And so on, counter resets one <insert arbitrary time> after last death.
<insert arbitrary time> = An hour or similar.
Debt is less for those who die by mistake once, but if you continue to make the same mistakes you get more incremental debt. I'd also double or triple the debt cap. -
Hurl would be nicer if it worked more like propel and it picked up a random object rather than a boulder. But again its power customisation rather than a new power.
Ice already has a door blocking power, while it might not look great, it works fine and though it doesn't actually block the door directly it does stop most mobs running through it. (Ice Slick)
But most of what you're asking for either the engine wouldn't do, the devs won't do (due to IP issues) or won't work in the context of an MMO. Just think if a map had fifty ice track builders (Iceman) the map would soon look awful with all those ice tracks. Plus a lot of it is already there and just looks different.
I run a trio of Grav/Rad controllers, with three propels (at least) per mob the map is soon littered with junk. Just think if you added that in for every SS tanker as well... or maybe any of the similar powers. My three don't cause me lag (that I notice) but maybe ten or twenty would.
And for myself (and I suspect may others) while the game is based on Golden Age comics it isn't in itself a comic. For me making the game to much like a comic would be a major turnoff. I like being a super hero/ine, I have zero interest in looking or behaving like any of the comic book hero/ines that I have ever heard of -
As debt stands it may as well be removed entirely!
Especially with rested XP (Patrol XP) generally even when I die a lot I never get debt until I hit fifty now.
Debt is there to make you think about dying, but with such low levels and general ease of removal it in no way makes people think "Hang on I need to be careful". -
Create on your desktop a shortcut to the game, it should look something like this:
D:\MMOs\CoH\CohUpdater.EU.exe
But replace the:
D:\MMOs\CoH\
With the directory that you have installed the game into. eg:
c:\Program Files\City of Heroes
That should get past the wrong username password thing, which is due to the installer creating a link on the desktop to reinstall the US client (which hasn't been fixed since the EU client launched to my best knowledge.
Not an expert on the graphics front as that card is a)ATI which I never use and b)So far above mine in terms of power I know nothing about it. However if you google a program called TweakCoH and get that you can adjust the graphics settings without having to log out from the game etc to apply the changes. -
