Not going to comment too much on the slotting since it's mostly Set IOs and I don't like commenting on them, it's too pie in the sky in terms of knowing the final Enhancement + Set Bonus totals (for example is Accuracy high enough in something).

I will say have a look at the Earth Epic though, it's great on a Fire/Rad. Fissure has a chance to stun which can stack with Flashfire and Seismic Smash is just wonderful (mag 4 hold and the hardest hitting attack a controller can get). Fissure can also take the Forced Feedback "Chance for +Recharge" proc. It's not as godly as it used to be but in an AOE Power it fires fairly often and it's handy. Fissure does less damage than Fireball but recharges quicker so it tends to balance out in terms of damage over time. Both Fissure and Seismic are close-up, melee style attacks which gel well with a Fire/Rad since you'll be in close for Hotfeet & Choking Cloud.

Earths Shield is better for a squishy too since it's Defense rather than Resist (helps in avoiding the secondary effects of nasty attacks), the +HP heal in Earths Embrace is nice for a Scraptroller.

Oh, and replacing the 4th Stamina slotting with a Performance Shifter Chance for End proc. It's worth it and Fire/Rad can certainly use it.

Without going into too much detail the main points for me are as follows;

6 slot AM
Rad infection takes Enzyme HOs so only needs 3 slots
You could get KB protection with acrobatics so you can save on all those slots currently used for blessing of the Zephyr
While I'm on that note - as a fire rad it's my experience that although you can get some fair numbers for +def and +res but you'll never be a scrapper so don't even bother trying - instead enjoy the control and have Flashfire recharge as much as possible.
6 slot AM
Fallout and EM Pulse are good powers but I couldn't justify them in this build - doubt you'll ever want to use them baring extreme circumstances.
Lingering Radiation is your AV debuff killer (along with the other two toggles) also it's slow effects will help with your hot feet. Btw make sure you use cages a lot esp. when hot feet is running as it will scatter bad guys like a nova.
6 slot AM (have I said that before? End mod sets are best - it's possible to get it perma which will help with the end issues you will encounter if you ever want to run solo)
Swap fire shield for tactics, that's more opinion than anything - personally my best form of defence is a mezzing attack.
Miracle and Numina procs in health will help a lot too.
A stealth proc in SS will be usful should you ever need to ghost a mission.

I’ve got an old fire/rad build with fire mastery epic however it cost a lot (although worked really well) – I’ve respecced from fire mastery now though but couldn’t tell you if the new build is any better as I’ve not really put it to a proper test. Shout if you want me to post it.

Not been said, but are these intended as PvP builds?

If not why two travel powers?

Roughly what I'd do. Though I would probably drop some of the toggles (Leadership Pool). Take Lingering Radiation. And probably switch to Stone or Psychic Mastery.

My build was an example of a toon that was pretty good at most things (sometimes even pvp). I'm not sure I get the wisdom of taking smoke (and slotting it so heavy) over the great team power of Lingering Radiation.

I took SJ for the primary travel power and SS because I like to be able to go invis and be fast and also because I already have hasten.

All that said fire/rad is prolley one of the best 'all-rounder' combinations and you can make it fit into your style of play quite easily (unless you like the passive life that is). The biggest problem is that fire/rads have so many powers to shoe-horn in and so few slots. Which for me made it all the more interesting to plan and play.

Its based on what the OP was asking for TBH. I'd personally take lingering radiation and I use smoke to help soloing (cheap stealth power with the +stealth in CJ). And with four slots I get a 5% recharge bonus. As I'm an altaholic I seldom will be able to afford the really nice recharge bonuses on the good sets so I make them up from weaker sets.

So how do you qualify the flashfire slotting? It does hardly any damage and if you want to immob. bad guys I'm pretty sure you'll want to use cages. I'm not saying you have it right or wrong, builds are often down to your own playstyle, but you do seem to have picked the damage sets for powers that would greatly benefit from more 'native' slotting.

I had smoke instead of SS on the build I posted above and in the first 2000 hours of playing the toon I hardly used it, which was a shame, because I liked the theory of it.

As far as general bonus slotting goes I tried to achieve the following goals;

Get AM and hasten perma (and thus in turn getting maximum +rech on flashfire)
Get as much +recov and end - with choking cloud and hot feet always up I needed it.
Don't 'ever' miss, a personal preference esp. on a trolley. +Acc FTW

Anyone else seeing the builds as a big ol' Wall of text?

Anyhow, these are tough to read, so take my comments with that grain of salt.

Taking the Fire Epic pool without taking Consume is almost criminal, especially on such an end-heavy build. Consume is just the thing to take the edge off a good EMP or freshen you up in a long battle.

If you're teaming alot, I'd get some more Chance for Hold procs in there, in your cages and in CC. They fire off ALOT, and can make locking down a piece of cake. Of course, if you prefer soloing, the damage procs might be more useful for you.

I couldn't imagin taking tactics on my Fire/Rad. I've got enough toggles running, and with the two monster debuff toggles running, few attacks get through.

Personally, I LOVE smoke. Great for managing the big picture, and it keeps the imps out of trouble when they chase down a runner. But any power is completely worthless if you never use it. If it doesn't mesh with your playstyle, take something else.

Put a +Knockback Resist in CJ- now you don't need Acrobatics. Put a +Stealth in Sj, and you don't need SS (I'm assuming SS is there for its Stealth component?)

Take Fallout. It's the saving grace of any PuG. It's a NUKE that massively debuffs its targets, made out of the corpse of a dead teammate. <---How can you resist that?! I've run alot of boss farms to pay for my Fire/Rad's wish list. There's nothing quite as gratifying as seeing your tank rush in, promptly eat floor, and you, the squishy controller, masterfully step in to take his/her place, locking down the mob and lighting up their broken body like it was Hendrix's guitar. 0_0

Good times.

The build for my Fire/Rad Controller is a little odd; it was a complete respec from a pre-ED build, paid for almost completely by selling off the no-longer-used HOs (for example, before the respec, she had Radiant Aura six-slotted with Golgi Exposure HOs); after the rebuild, I could only use 27 of the HOs her build had previously used.
