Breaks the rule of fives on 6.25% global rech. changed Blaze's IOs to Thunderstrike, or if I feel it's too expensive, it's not like I'm really getting anything useful from it, I might Frankenslot.

This toon is already at level 30, so those powers are fixed. I can paste an as-built if someone helping me would need that. But here goes.
This is a toon I decided to try to softcap with some restraint on budget.

Alledgedly, 33 is the level to lock at. Something to do with PvP or something. I don't pay attention that much. But locking is something you can learn more about in the Marketing forum.
I didn't make any mad cash, or even anything resembling it, by locking. But it was fun. -

No builds, just advice.
Second build or compromise if you want exemplared excellence. I got exemplared down to 15 on Posi and lost some of my prime stuff. Shiver is part of my attack pattern.
That said, I'm really glad I picked Stamina at 20 and not the other power that popped up in the primary. Doing Synapse soon, so I need to have my good stuff below 25. I haven't looked to see what the damage is, but on Posi I had no kb protection.
I'm going to second build that, and probably other toons of mine. They will have a natural level version and the exemplar friendly version. Or, the second build can be anything. A ghost? Service hero?
You're on the right track thinking about getting exxed with your respec. I know that when I'm just quickly goofing in Mids, I'll just throw stuff in whatever order. I did respec one toon like that, but I deleted her later...might have liked her more if I had respecced correctly. -

I do nothing until I can get DOs, then at 22 I switch to SOs and might put some uniques or procs in, once in the 30s it's "close enough" time and I start making sets. -

Had lots of fun even though I burn out the SOs in stamina in the first mission. Really made life interesting.

Scranker
1. A scrapper who can't hold aggro pretending he's a tank.
2. A tanker who ignores his responsibility and scrapperlocks everything.
That said, katana/wp is cheap and very very powerful.
As for building a scrapper to be like a tank, I'd suggest stone/stone. -
Mine seems powerful to me. I could pull up mids and look at the numbers, or you could.

Seeing what we've got lined up. I'd like to bring a level 28 Fire/Ice Blaster, Saltier. I froze her at 25 for a while and IOed her out for that level, so she's pretty tight. Just get a tank that can handle two buckets of aggro as Saltier can dish the pain.

I have an ill/storm which fits this bill. I also have a fire/kin ghost, Rabbit Ghost on Freedom, and am working on a ghost scrapper, a MA/electric, named drooggeist.
I've second builded many utili-toons into something that can do more damage/lockdown. It's cool for a while, but I aint your mommy. -

Generi-rech IO is pretty good.
Put in another Generi-rech and you're cookin' especially in higher levels. Also, 1.88% rounds to 2.
And you're right, you can't, at all, build for positional cheap...oh, except Werner's demon magic up there. Bad craziness. -

Our team, led by BADGE. [with the period] did radio mishs in PI. Granted, this is with a bunch of teens and low twenties. Leadership was pushed on me, Coconut Infinity, first, and Midnighters suggested. Feh, I'll cure the lost in the RWZ, buddy.
I only did 2 hrs, but I know they were going strong after as I saw the chatter on the TankHQ channel when I was on another toon.
Very good. Good turnout. Even had one disillusioned controller standing on the wall even after it was explained to him. -
I make about 3b per run doing Battle Man with this build.
