You aren't capped. You have Vengeance turned on. But, you're good as far as totals go. If you can smack DA once and hit cap, that's your goal.
I, and most people, slot CI w the Heel proc in GC. This assumes you'll spam it alot, but I tend to hit the T8 and T9 more with DA. I'm defense-paranoid that way. I've also never really thought that the proc was that important. Considering some of the other goals you seem to have in slotting, just doing the first three of Mako would work, then Franken and proc.
I slot 3 Aegis in HPT for the E/N. I wouldn't build for a 6% heal enhancement as RttC is severly overpowered [and really should be nerfed. shh.]
MoB, again, I slot 3 Aegis and get my Steadfast +3 out of the way early.
I tend to slot the Rectified Reticule in one of my build ups.
Noticed you didn't put the Kismet +6 acc in anywhere. Since you put four slots of LotG into Weave to get the 9%, I kinda don't get this. I consider that key on all my toons.
Triple slotting Hasten gets you eight seconds. Your choice really.
You're really into defense, but you didn't put any -ToHit into RttC. RttC is gold, man. One slot gets you 1% defense-equivalent to all. I also slot a taunt, the more baddies in your orbit the better. It's not like they'll hit your or anything.
I'm assuming the triple in QR is a mistake.
As for slotting Boxing, you are a Katana, and the same goes for BS, I'd put the slots elsewhere. You're going to be topped on Melee/Lethal ASAP.
Woot, Aegis in Tough. I'd do the CI in Soaring also.
Heightened Senses isn't a mule. Throwing two more commons in there gets you about 4.5 more def to ENFC. That is really worth it. And I say 4.3 rather than just four because all your LotG +7.5s will be level 25. The reason you do this is if you are ever playing below 47, you can kiss that 37.5% rech goodbye.
For Lotus and Dragonfly, I know Oblits are nice, but I like to slot a mix of Cleaving Blow [1,3,and 4] and Erad [1,2,and 4]. This gets you 90%ish on Rech, Dam, and Acc, plus 4.5% E/N. So that's 9% just there.
I wouldn't put GSFC in Tactics. Again, it's because of the AT. Two ToHits would work. Don't feel you need to put endurance reduction in everything. You've got QR and Stamina and two PS procs. I really dislike GSFC in general. Don't know why I'm bitter against it, I just am.
Mu epic is cool, though the performance shifter proc doesn't make sense there. It'll only have it's chance when fired. And you're Recovery is already at 217%. Posi minus the triple is my thought. Maybe throw a range in there if I've got slots lying around.
Putting one heal common in Health will get you 16% more regen. That's a pretty good deal for one slot.
SS rather than SJ would allow you to slot Celerity Stealth and ghost through missions. Pick up a Raptor pack for vertical movement, or that's what I do. That said, Ninja Run rocks too. I fly because I like to chat or rearrange insps, etc, while commuting.
But, there's no bad kat/Wp builds as kat/wp is godlike regardless. These are just my thoughts.

If you're taking Parry, the ideal is to get Melee so you can swack once and get to your 45. Besides that, E/N and whatever resist you can handle. And by handle, I mean endurance while at peak attacking.
Three slot Hasten. -
You should roll an ice/ regardless. It's the only non buff ice armor in the game. You get slow aura, damage aura, heal and +end, it's survivability and aggro magnet. SS is the obvious secondary for farming.
But, ice isn't really very farmy. It's more teamy. The tank everyone loves to have around.

I'm assuming that the Spiritual Total Radial that was turned off was yours and not a carryover from a toon of mine. Being short of perma-hasten by 4 seconds doesn't matter at all, as I never stop attacking exactly when it shows up.
World of Confusion...I'd take Contagious unique if I kept it. I team so I'd take Vengeance. That also allows you to get your fifth LotG 7.5 in.
I don't think the procs in Spiderlings will do anything. I think it's your cast, and that doesn't have an enemy target, and the proc doesn't carry over to them. I might be wrong.
Blaze needs range, for my play style. Taking acrobatics...you aren't meleeing anymore it seems. Just keep a few break-free on board. I really can't justify acrobatics. It can't even mule anything.
This is all my thoughts. You've got some good purples, etc, but I always gotta get my full five 6.25s.
But, it's a great build. I'm just nitpicking, and my changes might not even be better. -
We ran two tips before I scampered Red side for the Reichman SF.
I pinged 49 on the first. The second was a real challenge, clearing Grandville. I've never run that, but then again I tend to run vigilante tips. I'll have to say that Mutation should be a required Frad Superteam power rather than a suggestion.
The real challenge with the Grandville was the combo of ambushes and the groups being close together so you could accidentally aggro another. This put you in the center with only around 2/3 w/i your PBAoEs.
I wish we could pull that one up via Ouro or something to show you, Hyper. It really showed us how much the Frads rock. And the easy rez was part of how we rocked, not a weakness. -
That was good. I was on Myrden's team and I was really pleased no one got discouraged during the 40 minute battle with Reichsman at the end. For a while I was thinking that there was a perma-ambush nearby, but once all the riff-raff was gone, it was all Mr. R and his irritating interfering with my DPS by killing me. [Though my RotP recharges faster than other endurance recovery powers.

Good, I wasn't able to use one of my primary attacks on the MO. Rise of the Phoenix.
And, I've discovered through Herostats, I should really use Inferno more often. That and my Interface deals about as much damage as Blaze, which I spam. -
I ran Master of Dr Khan on Saturday and everyone else's Lore pets were grayed out. Mine weren't. But I haven't gone over T3 in any of my incarnates.
Alpha = T3, Spiritual Core Total
Judgement = T3, Pyronic Something
Lore = T3, Warworks Something (victoria and big dude)
Interface = T3, Reactive, the one with the 75% chance of fire
If the powers were allowed because of some lack of level shift, which I actually thought was due to the unlocking of the slot, not maxing it, that doesn't make much sense as MO limits temp powers.
I dunno. But it's a nice loophole to find. The pets really helped on the last battle.
Anyone know the rules for this kind of thing? -
Here's the standard Freedom BAF.
Kill enough yard apes and then head to the center of the tennis courts where the towers can't shoot you. Nightstar is pulled and killed on the courts. Three to a door, and make sure one's got lockdown abilities. Back to the courts, Seige is pulled and killed next to Nightstar. Kill both, keeping w/i 10% until around 20 percent left and then really balancing. Boom, done.
It would be boring if it wasn't for people Going Rogue and doing whatever. Usually, though, if a blaster, etc, decided to follow the pullers you don't have to worry about them until they get back from the hospital.
I have been on several fails and one major munity BAF. They were amazing and should be studied by sociologists about how screwed up things can get. Then again, I don't play X-box live or anything, so I wouldn't know. -

Well, then. I know where I can play my energy^2 blaster on a team and not be offensive. In fact, BAF is pretty much a no-kb environment.
What's a normal minion / lieutenant / boss's resistance? -
My search fu is pretty strong, and it seems that no one has talked about this, and you'd think we would.
I wanna knock back as many minions, Lts, EBs, etc, as possible. Most notably I'm thinking about the BAF prisoners running through my Bonfire.
I can get that Bonfire from 6.22 magnitude to 10.99 with one lv 50 enh. Another enh gets me to 15.51. And beyond that I'm not spending the slot on the diminishing returns it'd provide...unless it'd get EBs or something.
Can anyone point me in the direction of the kb protection of the average min, lt, boss, eb? -
There are some great guides, with maps and everything, hovering around the first page of the player guide second. They're too new to be in the Guide to Guides.
Though, with BAF, there are several different ways to do it, as long as the team knows which strategy you're using. Though I've still never met a group who wanted to get the "Keep 'Em Separated" badge. -

Use the melee of your secondary as mitigation. That kb is good for something.

If you are new to blasting, lose the /dev or you'll never know what they can be like. I've parked four AR/. I love the concept, but the execution is flawed. Full Auto is not worth is with things like M30 and Beanbag being skips.
What in /dev do you want? The pet is lame. Caltrops is about the best thing there cause you can proc it up. You don't have enough time teaming to use either of the mines. Hmm, targeting drone is good.
The best for beginners, and actually probably the best, is fire/ice, and yes, I do skip at least half of ice, but that's so I can mule concealment for LotG+7.5s. Archery is also something nice to have around, but I can't go for it. Or DP. Ice/ice is unique.
Roll everything. See what you like. For a beginner, no /dev, no energy/. AR's not bad, really, but it's on my do-not-want list currently. [though I just rolled a AR/Ice this week.]
Edit: I've taken two AR/Devs into the 40s. My first one I deleted when I discovered she wasn't going to get any better. Then rerolled her as a DP/Energy and abandoned her at 4. I still keep her to reserve the name. The other is at 41 and is an active marketer and runs my personal SG, with only her as the member and only enh storage inside. But you can't beat the Nemesis rifle, so cool.
