I'll make sure to watch those and look at your build. Right now it's too late for me.
I run AA on my ice tank and it gets a lot of attention. The reason I'm planning to hover, besides always playing on teams, is that I want to stay away from those wanting to give me their attention.
My only other two controllers are ill/storm, stalled in the 40s, and a new 50 Fire/rad. Both have been ground based, mainly because they have to be. Looking at Ice/ I don't have to touch the ground, I can hover like my blasters, but I do have to touch down for Glacier.
I've got plenty of time to think about it. I can't start the toon until I think up a name. And I tend to play under 30 by ear, then respec. -

Multistrike is great in hot feet. You can frankenslot it, sure, but MS gets it done too.

Heck, I die lots more than you. But not because I'm pseudotanking. My post attack warcry is "oops." And the only problem with Venge+Fallout+Mutation is that someone else has rezzed them in the few seconds it takes to get to get that going. I really miss when you could keep vengeance on auto.
I also recommended stone as an epic. Though I use seismic smash to finish off an enemy rather than the usual spamming cages+char. -

Everyone can afford IOs, but you may not feel you're king of the world picking up the ones others throw away.
Two level 28+ acc/dam, for example, will give the same amount of enhancement as a level 50 acc and a level 50 dam. And many midlevel IOs are considered trash by the IO crowd.
But, if you need money, read the Market forum. We had a challenge a year ago where we tried to see how much money we could make in 30 minutes from starting a toon (hit that random button). While no one got over 1m, I got 600k and others got 700k. That's enough to start crafting some low level niches, defense or recharge are good places to find them, but don't ever ask a person what their niche is. Though...I did LotG D/R for a long time when I didn't have much money. Once you get money, it's easy to keep. I've had over 5b for a while now and just a little marketing will get you by when you can make 100m overnight if you feel like marketing that day.
OK, opinion time. Fire's great for damage, but I'd only play it on a brute. I like Ice, a lot. I have an Ice/Dark, which is a very safe and redundant AT. Soloing might take a few years though. WP rocks. Inv is good, in it's way. Shield is a favorite for a reason. Electricity just isn't my bag. Dark is for experts. Blah blah blah. Stuff like that. -
OK, double post, I know, but I'm having fun with this as it's a build that I did try to build in the past but gave up on as it's so anti-social.
Standard hoverblaster using team and bonfire for mitigation. Recharge isn't perma, but only down for 8 seconds and you'll probably not slow down for it to fire immediately anyhow. You'll have no end problems or health.
And with RotP, you don't mind death. You actually will welcome it at times. Not that you need the endurance, but it recharges faster than most endurance recovery powers and it is your second nuke, too bad you can't to aim-buildup before it.
Probably not what you're looking for. 10 slots left and three powers. Always take your LotG +7.5% at level 25 if possible due to the 3 level buffer not reaching below 47 if you get them cheap at level 50.

There's too much wrong to start listing it. Try seaching on "torrent thrust" in the blaster forum. There are also lots of guides, mostly outdated, but you've got slots wasted all over the place.
I'll play with it and post the build below. Mine won't be great or anything, as I'll just whip it out in a few minutes. Probably have totally incorrect order.
Edit: Oh, this build has some flaws. Nothing left for health, though you could gut that confusion purple set as it's just getting 10% recharge for you. I tried to keep most of your powers. But some were in the wrong order, such as fly before hasten. And I changed your epic pool, put torrent back in, picked up boost range, etc. I still tried to build to defense.
I assume this thing solos.

it actually took me a while, but now I get /dev. It's good, but it's like /ice, you need to want what it gives. And it gives the ability to hit anything and some other neat tricks.

Edit: Dangit, forgot about the LotG not making it lower than 22. So, my build is pretty lame.
An interesting hobby and an insteresting challenge. I admit I didn't read what others had written all the way down as I got excited about this strange situation.
When I was doing my ill/storm, I never soloed until the 30s. Sup invis is key...and I decided to six slot everything since this build is for 20 and under, who cares what's higher.

Wow, you capped S/L defense. On a frad...too bad you can't walk down the road due to massive endurance problems.
You can't slot oblits in hot feet and expect to be able to use it, and it's your main damage dealer. I know you dig the defense, typed, but Multi-Strike is perfect for HF. Or you can frankenslot if you don't have the handy slots.
And, if that AM is getting cast on me, I'd rather wait the extra 14 seconds that swapping that rech into an endmod, and get 42.7% more recovery rather than 30%. Or, franken it and get it 10 seconds later with 45%.
Remember, at level 28+, frankenslotting enhancement that modifies two aspects is more than slotting two level 50 commons.
I wouldn't take smoke. Your held, burning foes won't be able to attack you anyhow.
You MUST take the lockdown proc in choking cloud. You will always be in melee and will always be running hotfeet and CC. Since this proc does an electric cage, you'll see how often it fires. It's great.
If you are teaming, take Mutation, it's one of the best rezzes in the game and you can turn the tide in a battle with it. Take all three of your debuffs. No one will notice, but it was YOU that made them able to take down that AV/GM. EMP can't be skipped. EMP + Cinders = takin care of business.
Now, my build, below, isn't perfect and it's geared toward one thing, running on a team of 3+ Frads. On freedom we get together every monday at 8pm Central on the dirt mound in Talos. If you've never seen 8xAM + the damage that 8 Frads and 24 imps (also on AM) can dish. Oh, it's insane. Last night we did the Honoree Alpha mish on +4/8 with six of us and it was challengeless. At the end, after beating Reich with one other, I turn around and can't find Honoree. He was faceplanted.
Nothing is a challenge for 4+ Frads...unless you get us off the ground or in a multi-level situation. Everything falls apart.
Frad is great, but know what you are.
With your build you can tank, but can't run your two core powers, HF and CC, since you dont' have enough endurance.
Mine, or as close to it as I have the mids on me, the concealment is for recharge. This isn't an asbuilt, which I need to use Titan to get off her. It's got the main concept.

It's actually easier to see what I was shooting for due to the econo-frankenslotting. -
I dislike posting builds for a toon I haven't even started, but trying to slot ice/ta is an odd thing.
I'm a hoverer in this, but had to take Glacier for the stack w EMP. This build has no damage [sans Jack] and buckets of control. I'd definitely want one of these on my team if I was a scrap or blaster.
So, all these powers I've just slotted two recharge reductions in...that seems atypical.

The builds are everywhere, and you can look at Brute builds, but of course they're more speed based than tanks.
Search the tank forum for "plasma jab" and that should get them. -
Fire blast for defenders.
MA as a secondary for blasting, or really, a mix of MA and DP as a primary for deominators. -
I tend to play damage dealers; blasters, scrappers, and even my main controllers, Fire/Rad and Ill/storm, are damage dealers, so I choose Reactive and work to the 75% chance of fire DOT.
Otherwise, yeah, it's all good. Reactive is unique.
I, personally, if teamed with you, would prefer you had the -tohit. -

Sometimes we get great nights, the Grandville thing was great and tonight rocked too. Though the way we ate through the Honoree mish in the Alpha unlock, you'd think the devs would give us more than just +4. We needed at least +6/20.

I hit 50. My fourth one. And KF has been only run on Mondays with the Frads.
[edit: I wasn't clear. I was able to get Mender R to take me, I just had to walk up to the spire.]
We did have an issue when we were in Ouro getting Mender R to let me do it. I was trained, I got there with my portal [assume Entrusted with the Secret], and I had GR.
But no. KF got the ouro portal when she was around level 12 or so. She was on a team that set a flashback mission and she met them in Perez. When she finished the mish, she had the portal that she couldn't use. At 25, she could use it. That was with the Frads, so Tid or Hyper might remember.
edited to add: Had to find the thread from when I was being told this doesn't happen, getting the portal early when others started the mish in a different zone. http://boards.cityofheroes.com/showthread.php?p=2758115 Now, I still say that I remember it as them taking an ouro portal to go set the mish. I wasn't in a SG base...if I remember right.

Incarnate system is cool, except for grinding two missions to get it. I actually only grind BAF and then use Threads to unlock xp on the others.
Cooelst thing that changed was all the trains are the same, same with ferries. Oh, and at 20 you can work to switch sides. Hmm...other stuff.
As usual, best way to stay away from the riff-raff is get out of Atlas. PI is actually pretty tolerable. I'm still surprised that RWZ isn't the AE farmers location of choice, but they don't know RWZ exits. Before incarnates they didn't know Pocket-D.
Marital Arts pack gives you Ninja Run which can run 62ish mph at level 50. Or the Animal Pack has the same thing, but you run on arms and legs. No thanks. The entire fitness pool [hurdle, health, stamina] is inherent now. As long as they cross over, a hero can take a villain epic pool, and vice versa. Demon masterminds have replaced quill spamming spines scrappers as most irritating AT at WWs.
Currently, the midlevel population is low for Freedom, as many people are grinding the incarnate stuff away.
Oh, and not important, but near and dear to my heart, the Alpha shoulder pads are the worst. When you jump your arms clip through them. -

The Hoarde is running two team on LGTF and possibly some overflow. I figure if we get some melee for Hami, that'd be a good one.
And before, dont' we have someone who needs to unlock Alpha? I personally loved doing the second [3rd?] Alpha unlock mission. The one with Honoree. The other two were just cake walks.
I should ping 50 tonight. Then it'll be a mad scramble to get my Interface unlocked and slotted before they nerf Reactive. ITF'd be good to get some Shards for Cardiac, which I need.
Or tips, whatever. I can't decide if I want to go villain for the epics, just out of novelty. Not thrilled with our hero choices. -
EDITED TO ADD: No! The fire/radiation controllers couldn't do this as a superteam because we totally suck if we have to be in the air. Ain't no wings on imps.
The Frads'll be running starting at 8 pm Central, maybe they could make the 3rd team if they grab a tank (for taunt on Hami only, we don't need no tank) and another melee. We're a little low on melee in our sets.
I think I know it well enough to lead, and Hyper and Tidbit also do the regular Frads and they're much more experienced than me.
[Speaking of experience, I led my first BAF and got a complement that it was a friendly and relaxed run.]

I'll be there. Alt or whatever team. Depending on what's needed I can bring my kat/wp scrapper or fire/ice blaster, Trixi Chalk and Saltier respectively.
I respecced the scrapper and she can only fly with a Raptor Pack, and actually is probably the only /wp in the game with endurance issues. She needs five Vmerits to buy a Gr'ai to fix that. A /wp having to go Cardiac...how embarrassing. -
