Some of us don't have access to Mids all the time, so posting a readable version of the build is helpful. I don't read hexidecimal very well.

Wow, you capped S/L defense. On a frad...too bad you can't walk down the road due to massive endurance problems.
You can't slot oblits in hot feet and expect to be able to use it, and it's your main damage dealer. I know you dig the defense, typed, but Multi-Strike is perfect for HF. Or you can frankenslot if you don't have the handy slots.
And, if that AM is getting cast on me, I'd rather wait the extra 14 seconds that swapping that rech into an endmod, and get 42.7% more recovery rather than 30%. Or, franken it and get it 10 seconds later with 45%.
Remember, at level 28+, frankenslotting enhancement that modifies two aspects is more than slotting two level 50 commons.
I wouldn't take smoke. Your held, burning foes won't be able to attack you anyhow.
You MUST take the lockdown proc in choking cloud. You will always be in melee and will always be running hotfeet and CC. Since this proc does an electric cage, you'll see how often it fires. It's great.
If you are teaming, take Mutation, it's one of the best rezzes in the game and you can turn the tide in a battle with it. Take all three of your debuffs. No one will notice, but it was YOU that made them able to take down that AV/GM. EMP can't be skipped. EMP + Cinders = takin care of business.
Now, my build, below, isn't perfect and it's geared toward one thing, running on a team of 3+ Frads. On freedom we get together every monday at 8pm Central on the dirt mound in Talos. If you've never seen 8xAM + the damage that 8 Frads and 24 imps (also on AM) can dish. Oh, it's insane. Last night we did the Honoree Alpha mish on +4/8 with six of us and it was challengeless. At the end, after beating Reich with one other, I turn around and can't find Honoree. He was faceplanted.
Nothing is a challenge for 4+ Frads...unless you get us off the ground or in a multi-level situation. Everything falls apart.
Frad is great, but know what you are.
With your build you can tank, but can't run your two core powers, HF and CC, since you dont' have enough endurance.
Mine, or as close to it as I have the mids on me, the concealment is for recharge. This isn't an asbuilt, which I need to use Titan to get off her. It's got the main concept.

It's actually easier to see what I was shooting for due to the econo-frankenslotting.
Okay, while it's tempting to slot for set bonuses in Choking Cloud and Hot Feet, if you run out of End and they turn off, it's mostly a waste. I highly recommend frankenslotting the crap out of both of these powers. It'll serve you better in the long run.
And I agree about tossing the lockdown proc in Choking Cloud. You're giving it multiple chances to proc, without button-mashery.
If you're soloing, I recommend you build for EndRedux.
If you're going to take Stone as your Epic, Rock Armor is usually adequate for most situations.
If you're teaming with non-Fire/Rads, keep an eye on your EndRedux (mainly in the suggestions for Hot Feet and Choking Cloud), and work on building your recharge.
If you're doing Fire/Rad superteaming, build for recharge with EndRed as an afterthought. You'll be killing stuff so fast you won't have time to run out of endurance.
My builds are normally solo-oriented builds (even though I rarely solo with my Fire/Rads) with leanings towards defense. Mostly because I'm acting as team fallout/venge-bait....err...pseudotank.
Oh yes. If you can squeeze them into your build. Vengeance+Fallout+Mutation is THE perfect *IN YOUR FACE!* trifecta on enemy mobs if an ally goes down. Everyone gets defense-buffed like crazy, the enemy gets a nuke set off in their face, and the guy they just killed is back and very VERY ticked off at them.

Multistrike is great in hot feet. You can frankenslot it, sure, but MS gets it done too.
Re: Frad team
Heck, I die lots more than you. But not because I'm pseudotanking. My post attack warcry is "oops." And the only problem with Venge+Fallout+Mutation is that someone else has rezzed them in the few seconds it takes to get to get that going. I really miss when you could keep vengeance on auto.
I also recommended stone as an epic. Though I use seismic smash to finish off an enemy rather than the usual spamming cages+char.
Multistrike is a good slotting for Hot Feet, assuming you are going for some defense. Another option is to cap Damage and EndRdx and add some Slow, too. The Slow keeps foes in the AoE longer, giving more time for Choking Cloud to pulse its holds.
I think in my two Fire/Rads, I have Dam/End and Acc/Dam/End from Siroccos, Dam/Slow and Slow/End/Rech from Tempered Readiness, an Acc/Dam Hami-O and a common EndRdx. That caps Damage and EndRdx, and gives good Accuracy, some Slow and two small but useful bonuses.
My Illusion/Rad guide discusses Choking Cloud and how it works. Slotting this power for capped Hold makes a big difference. Then getting capped or nearly capped EndRdx is the next priority. Then the Lockdown +2 Mag proc. One of mine (the cheap build) has Hold and EndRdx maxed using Frankenslotting, and then the Lockdown proc. The other has 4 Unbreakable Constraint (including the damage proc), the Lockdown Proc and a common EndRdx.
As for a choice of the APP set, both of mine have the Psi pool for Indomidible Will. I found getting mezzed to be my biggest problem, since it turned off both Hot Feet and Choking Cloud. (Of course, now we have another choice in Clarion from the Incarnate options, but mine haven't gotten there yet.) Psi Tornado, Mind Over Body and even Psi Blast work well.

Hey all this is my (sad) attempt at a Fire/Rad/Stone controller. This is my first ever controller build so I hope I didn't do terribly. I want to use him almost everywhere. That includes Task Forces, Trials, and I hope I can farm with him.. a little bit at least but I don't know how that's going to work out. Feel free to change power choices, the Epic Pool Choice and recommend Incarnate power choices. I appreciate your help!
