I'll also throw in a vote for a difficulty vendor in each MA building, but, for testing purposes, could we have a Challenge Level option on unpublished missions?
That way, we can change our difficulty on the fly, and not have it cost us anything. It wouldn't change our actual difficulty, just the difficulty for that unpublished mission we've set. -

Does this mean that Electric Blast is only blue, instead of the red Corruptor version? Guess that means using the Dom Assault version to get red... >_> -
I'd also like to see the powers from Scrapper's Weapon Mastery set. Shurikens and knives would be fun to toss around, in case you want ninjas without the Masterminds.
Medicine pool would be nice to have on NPCs as well. Definitely want the Leadership set, as I'd like to make an "officer" type for a military unit, and that set would be perfect. <_< -
I'm planning on using an Oranbega map on my current arc, but I certainly won't make it a Defeat All. I'm not even sure if the spawn points for enemies are located in their proper spots (it's possible there are different spawning points for the MA versions of maps compared to the normal mission maps, which had so many bad spawn points fixed in the past).
I'm also looking at specific maps to use. I'd like to use a random selection, for replayability, but I might have to select a certain map and use only that (I wish we could pick a set of maps, and create a Custom Map Group). -
You already can. They're just basic text files. I set them to be opened with Notepad, so I can review them offline.
I wouldn't try to create a mission like that, way too easy to screw up the format, but checking for spelling errors would be fine (just make sure you don't go over the character limit for any given line). -
Help channel changed it's slash command. /help now pulls up a menu of the ingame Help.
Then Help Channel is now /hc ... which I still haven't gotten used to. >_< -
Yeah, I'd say make them all 1-54, and then, if we want a particular level range, the mission author can pick the min/max of their arc.

Having taken a Shield Tanker to 34, I'll comment on what I've noticed...
The 15% base defense seems low intially, compared to Super Reflexes, but combined with the resistances, it does quite well early on. However, I think this is a set that really does better with set IOs, for extra defense, endurance recovery, and regeneration (or just extra hitpoints).
Along those lines, I think that One With the Shield is a bit weak as a tier 9, as the resistances are only 15%, except for the 30% for smash/lethal, and the extra health, though nice, doesn't do a lot for the power, simply because if you're low on health, hit One With the Shield as a panic button (which tier 9s tend to be used as), you don't get additional hitpoints.
I'd say that One With the Shield could use a heal, to go along with the hitpoint buff, sort of a tier 9 version of Dull Pain. As it stands, it's the only Tanker set that offers no healing (Willpower has significant regen, instead), and is vulnerable to continuous damage that it can't defend against. -

I wasn't the least bit interested in this game, as the concept of having hundreds, if not thousands, of player-heroes running about in a city seemed odd to me. I wanted info on the next Freedom Force game, really. <_<;;
However, another forum I was in had many folks that joined the Closed Beta, and when Open was coming up, they strongly suggested everybody try to get in. Meh, superhero MMO, who needed that? >_>
And then the pictures started coming in, along with lengthy descriptions of how things worked. It just sounded... well, pretty darn cool. Too late to join the Beta, I made sure I picked up the game on its Launch Day.
By the time the game was installed, and patched, I already knew what AT, powersets, name, background, I was choosing. Costumes were another issue (didn't realize how many things there were), but my first hero, an MA/Regen scrapper, went about and clobbered Hellions left and right!
Until I watched an Energy Blaster at work... ooh, powers-envy. =O_O=
Then I saw Energy Melee on Tankers....
Then a Force Field Defender....
Then an Illusion Controller....
Altitis was setting in. =0_o=
After Issue 2, I settled into the cat theme, which I use on almost all of my characters anymore.

Regarding the Devouring Earth...
Are the various rocks, trees, fungus, etc., sentient creatures with independent thought (while following the teachings of Hamidon), or are they just puppets, controlled (and spoken through) by Hami? The Devoured seem to have their own minds, but it's hard to tell with the other members.
Speaking of Devoured, once turned into one, are you pretty much stuck in that form? Or is there a way to return to normal? Some of them volunteered for the transformation, true, but most of the ones we meet certainly did not (and I can think of an arc, or two, that involved forced Devoured-ness).
And regarding Hamidon himself... how coherent is he? Can he hold an intelligent conversation with a player (through Clues or speech balloons, of course), or is he so super-obsessed with his overall mission of, well, devouring the Earth, that he'll be a random assortment of memories, repeating old catchphrases from his days of being an eco-extremist scientist? <_< -

Yes, those types of e-mails do exist... and worse. Child pr0n, for example. With an explicit description of what the supposed link goes to.
Fortunately, it wasn't me, but it was somebody I knew. Spent some time on advising the whole "/ignorespammer", then "/petition", and I also suggested contacting Customer support with all info (such as time, server, etc.), since this is, quite frankly, a felony, and thus should be taken very seriously.
RMTs are annoying, but we're starting to veer into some dangerous waters with what some folks are sending off, be it by e-mail or tells. Let's hope it can be nipped in the bud post haste, before too many people, especially new people, see this kind of stuff.

Well, if they are getting Psychic Blast as a primary, they might be getting "Psychic Manipulation" for their secondary. Since most of the "Manipulation" sets are a mix of controller, tanker, and a couple of unique powers, then all they need to do is mix in Mind Control powers, some of those melee-range Psychic Assualt powers, and add a couple of new ones, or borrow from the Defenders psi ancillary, to create a new psi-based secondary for blasters. -
Wow, "over twenty powersets"? I'm hoping that all ATs get something new, cause if anybody is missed, those hardcore AT players will be all over the boards. <_<;;
If this issue was supposed to be a small and quiet update, I can't imagine what I13 is going to be. -

I'd say any mission that offers a unique map, like Angus' Portal mission, or the first mission with Carnies from Madeline Casey (due to the Carnie tents). Also, many contacts offer multiple-part missions that aren't in arcs, which frequently have interesting backstory, and would be good for Flashbacks.
Basically, every mission, other than street hunts that aren't linked to door missions, from every contact would be good to have in Flashback, at some point. We already get all the missions from Hollows/Striga/Faultline/Croatoa/War Zone, but only because those guys start the "mini-arc" as soon as you talk to them. <_<
And I'll also toss in Safeguards and Mayhems.Maybe use the Broker/Detective for that Safeguard/Mayhem as your "contact", make the player do 3-5 paper/scanner missions, to get your Safeguard/Mayhem. >_> Heck, if you allow players to skip the Safeguard/Mayhem, and do papers/scanner indefinitely at a particular exemped level range (i.e. no xp, but inf/prestige, plus salvage/recipe drops), that would be great too.

I've been wanting to play an Archery and/or Trick Arrow character since I5, but the sets never felt "smooth" or powerful. Thanks to the new Defiance, and the recalculating of arrow-based powers, I've given it a try again, and it feels great!
Now I just have to remember what all those icons for Trick Arrow do.... =0_o= -

*sigh* Would be nice to get really detailed information about the powers again, what with two new sets, and a lot of alterations to how powers work (change to root times for clicks and toggles, new Defiance, different times on Trick Arrow, etc.). Oh wells, still use the site for both making new characters, as well as checking out storyarc info (for making informed decisions on how gimpy I can make my Flashback arcs for badges). -

Been doing the villains thing since pre-order weekend (well, Beta before that, but that doesn't carry over), and still, to this date, have no Level 50s. =>_<=

After getting a Thugs/Dark up to 39, the one thing I noted that my pets really needs was endurance.
It's not bad early on, when you have two Thugs and once Enforcer, and just the first upgrade. But once you have the Bruiser, and especially after you have the second upgrade (in which all henchmen get more attacks), if the firefight is prolonged, or if you continue to move through spawn after spawn nonstop, you'll notice your Thugs have little to no endurance left, putting them into a much slower attack mode, as they wait for endurance to regain enough so they can do some attack.
My original slotting was 3 accuracy and 3 damage on Thugs. 2 accuracy, 3 damage, and 1 defense on Enforcers (the Maneuvers ability gives them 7.47% defense to all, so a single SO makes that about 10%... each). I noted that if I had bosses, or Elite Bosses, to deal with, then they'd both be fairly low on endurance before the fight ended. When I got my Bruiser, he received 2 accuracy, 3 damage, and 1 endurance reducer, allowing him to keep fighting for lengthy periods.
With Inventions, you can still have the same numbers from 2 accuracy, 3 damage, but add some endurance reducers, and even have room for side effects like Knockback and ToHit debuffs. Even if you don't like using set IOs, just add a few to your pets for endurance reducers, and watch how long they can shoot it up without stopping.
For lowbie Masterminds, a small amount, like 10%, would be fine... or just don't bother that early. By the 20s, especially with SOs (and level 25+ IOs) available, not to mention more slots placed in powers, I'd highly recommend at least 20% endurance reducers for each henchmen power, and 30% or more after you hit level 30. At 40%, or higher, your pets can take on a mess of end-draining enemies and still keep blasting.

Nothing happens if you fail one, except that you don't get the Reward at the end (same for Mayhems).
However, you can repeat a Safeguard (or Mayhem) over and over til you do succeed.
