Partial or half sets.

There needs to be small 3 or 4 power sets that cover holes which either none of the currents sets cover or eliminate story-breaking powers. This could be set so that minions and LTs would have a half set replace a full set, bosses require 2 half sets to replace a normal one, EBs require 3 and so on.

Some examples:
Laser Rifle: the three mastermind laser rifle powers without the robots to muck things up.

Pistols: again the three mastermind dual pistol powers without the accompanying thugs. The example that comes to mind is a old west cowboy that would not summon a modern thug.

Mastermind minions: The reverse of the above idea, for those that want the minions without the accompanying rifle,pistols etc.

Leadership: The three toggles from the leadership pool and maybe vengence along for the ride.

Resistance: the effect-less powers that many of the standard enemies have with a status resist tossed in for hard and/or extreme difficulty.

Does anyone else share my opinion that these minisets would spice up the mobs that can be created? Can anyone else think of others that would be a good idea? Would the ideas cited above be over/underpowered?

Partial sets would be nice or some way to select which powers are used. I've seen Troll and Hellion Masterminds that work but stretch things a bit because of the odd Punk pets. What's even worse is that the punks costume changes when they are defeated.

I have an idea for pistol toting cowboys but don't want gangsta punks included.

I would be nice to just remove or add one power to any set ... sometimes ... buildup is just too much ... but you want everything else that came with the "hard" setting (or extreme)

Some of the jumps make me scratch my head. Like Pain Domination. Standard will give you just the tier 2 and 3 powers. Hard gives you 1, 2, 3, 4 and 7! I wouldn't mind that set except for the 7 (World of Pain, and it is). Why these big jumps over other powers?

I'd also like to see the powers from Scrapper's Weapon Mastery set. Shurikens and knives would be fun to toss around, in case you want ninjas without the Masterminds.

Medicine pool would be nice to have on NPCs as well. Definitely want the Leadership set, as I'd like to make an "officer" type for a military unit, and that set would be perfect. <_<

Some generic stealth powers without the huge damage buff would be nice.
