If those characters continue on the same path, they will eventually completely shift to the other side. So a Villain can become Rogue by doing good deeds, and become a hero if he continues. A Hero will become Vigilante, and then a Villain. My guess is its up to the player if they want to stay neutral or shift completely, or back track. This can be done any number of times, but it wont be done easily.
Praetorian only seems to be a starting phase. By level 20 you have to choose if you go villain or hero, and then you play like any other normal heroes or villains. A Praetorian Hero will go Vigilante by doing bad deeds, and become a Villain if he continues, etc... -

It seems to me that the only way they could implement it would be to allow trading items but not inf. That would allow them to keep the wall up between the inf disparity between sides while still allowing trading. There would be people moving items between markets but the inf would stay segregated.
It seems ridiculous any way they might do it though. GR would be the ideal opportunity to merge the markets. That they've decided not to do it does not bode well for it ever happening.
And on a side note, since this one really bugs me as well, giving dual pistols what sounds like a copy of Rain of Arrows, is frakkin' lazy & completely off the reservation as far as verisimilitude and suspension of disbelief goes.

Probably the best route for you to go at this point, would be to play around with Mid's for a bit, come up with what you feel is a build that you like, and use the export function to post the build in the Controller section asking for feedback & advice.

There is no real way to answer your question based on the information you've provided. What are your goals with this character? What kind of budget do you have? 50 million? 500 million? 2 billion?

LR by far. Radiation's primary purpose is debuffing, all else is secondary.

Which also means a player putting together a build specifically for exemplaring can do a few things that normally wouldn't make a lot of sense, like 6 slotting Build-Up or Hasten with recharge enhancements, or over-enhancing other powers in a similar fashion.

Fleeting Whisper touched on this, but I'll expand on it a bit. There are powers that cannot be perma'd under any circumstances, simply because there is a hard cap on recharge of 400%. So, no matter how unlimited a player's budget, or how much outside recharge buffing they get, there is still a limit as to what can be accomplished. One example would be Instant Healing on a Regen scrapper, which has a 90 second duration and 650 second recharge. Doesn't matter how much recharge buffing that scrapper gets, she's never going to get perma Instant Healing.

No, you could just remember to click the power once it recharges, and before the duration runs out. I have to do this on my Shield/SS tank with Rage, since I have Active Defense set to auto.

Perma=permanent. In other words, always on. Generally a term applied to a click power, once the recharge time has been reduced to the same or less than the duration of the power.

If you actually do the math on this, and assume using level 15, 25, and 35 common IO's, you will find it is actually the opposite by a fairly large margin. If I remember correctly from when I last worked it out, it is something on the order of about 150K influence per slot saved by using those IO's rather than DO's & SO's while leveling to 50. That comes out to about 13 million influence wasted using DO's/SO's.
