That's because Mids only allows for one buff. Since he is doing it for free, I think it can be alowed some limitations. If it bothers you so much you could fix it yourself.

I think Winters Gift already is. They are still very powerful sets, slotting them should be a tough decision.
And now we have easy availability of temporary travel powers, it gives players a reason to still take true travel powers. -
If you made the prestige sprints weaker than regular sprint it would render them pointless.

They disabled it from sprint powers because the prestege power sprints, in effect, gave some players free slots.

Nope, some bonuses are applied to the target, specificaly the Endmod the Col mentions.
As for this new one, I don't know, and haven't been able to find anything on the US site. Needs testing I guess.
I'm also not sure about the +to-hit procs. Do they work on activation, or does the power have to hit a target? If so, can you get a multiple buff from hitting multipe targets? -

Why should skill be rewarded (any more than it is already)? Rubbish players pay just as much subs as l33t players.

Yes they where. The SO was in addition to anything else you got in a mission, and back when I first started playing, SOs where much harder to come by than they are now, and story arcs where one of the best ways to get them, especially in the 25-35 level range. The XP and Inf reward was relatively much larger too, mob xp got a major buff since then.

It hasn't had any effect yet, and if it doesn't have an effect when merits are new and shiny, it certainly won't have an effect once the glitter has worn off and players have realised they aren't the uber-loot they thought they where. -

Why should merits be based on risk? especially since we already have xp based on risk, it makes more sense to reward soemthing else, and merits are clearly based on time spent.

You have always been rewarded for doing your own arcs. Nothing has changed here. I was hoping it might at least encorage PUGs to do something other than endless scanner missions, but no, it's still scanner missions. Absolutely no evidence that merits have changed behavior in any way. -

These ones are the same as the vanguard ones, they only give a reward when you complete a mission.
So if you haven't racked up enough time to complete a mission, they give no benefit. -

I think most them max out at 2 hours use for 10 days off line.
The may be ajusted, but I doubt they will ever make them give significant benifit for being logged out for less than 24 hours.
The WW teleporter is perhaps an exception, since it's benefit is minimal in any case, and charges would probably be better. However, I suspect the very low value of this power would lead to any changes being very low priority. -
It does take effect, but Mag 2 will only normally hold minions if not stacked with another hold power.
As I said, procs aren't intended to be powerful. -

It's 40% +8% per mob. -
They work fine if you don't play that character for a few days.
As I said earlier, I suspect useless-if-you-play-your-character-every-day is WAI. It's to give less played characters a chance to keep up with the loot. -
All the first tier jobs have timers.
Many of the accolade jobs have charges tough. -
It's 15% chance of a mag 2 hold I believe.
It's not much, but procs aren't meant to give massive gamechanging buffs.
This one works best if you have other hold powers to stack with it. -
I think the idea of day jobs is to give a buff to returning players, or people leveling alts, so the powers are intentionaly of little benefit if you play your character every day.

Other sets have a few powers that can decrease fury generation (I wouldn't include end drain in that though, unless you build a sapper build and reduce end to zero it has no effect on mobs attacking, and improved end recovery actually helps fury generation, reducing the brute's need to rest). Ice Melee doesn't have any powers which don't reduce fury generation (apart from build up and taunt, neither of which does damage on its own). This means you don't even have the option not to use them. I expect there was an element of wanting to keep it unique as well.
They did electric armour for stalkers, despite the fact that it completly sucks for stalkers, but quite frankly, it was a waste of developer time, no one plays it anyway. -

Quite. /dark only has two powers that inpede fury generation, and they are easily turned off, but it still makes the set an unpopular choice.

I'm sure yiur Ice brute would be quite playable. It would be pretty stong defensively.
At low levels, against small groups of mobs, using mostly single target attacks, you would hardly notice the difference in fury building, since much of it is generated by your own attacks in these circumstances.
It is against large groups of mobs, at higher levels, that the difference in DPS would become more significant.
Even then, it might be to small for you, as a player, to notice, but you can be sure that other players would soon learn that an Ice brute only does around 75% of the DPS as any other sort of brute, and avoid teaming with you.
