Soldiers are perfectly viable solo up to 24, although they really excel in teams (no, you don't have to reach 24 before you are any good, a team of wolfspiders will mow through anything).
Firstly, have you raised the difficulty setting? In the hands of a skilled player soldiers can solo on a higher setting than villainous, but it is challenging.
Secondly, treat your foes with respect. If you charge up to the nearest target and go toe-to-toe like a brute, you will get your butt kicked. Assuming you haven't neglected CT: Defensive, you will have good defense against ranged attacks, don't alow your enemies into melee range. Also, identify and neutralise the largest threat mobs first.
Finally slotting does not sound good. It is complety worthless slotting +resistance in Wolf Armour, and you need as much +def as you can in TT: Manouvers. If you are low on end you could have Stamina by 20. You shouldn't need end reduction in your attacks, you need more damage. If you have CT: Offensive you could skip accuracy too. Web Grenade certainly doesn't need more than 1 +acc, unless you are planning on going up against +2/+3 mobs. Your best attack is Venom Grenade, you should 6 slot that. -
Taunt works in a funny way, it doesn't really have a mag, the "stronger" taunt depends on how much duration is remaining, so enhancing mag and duration are basically the same. However it also depends on how much damage you have done to the target.
Castle posted explaining it a while ago, because he discovered it didn't work the way he thought it did. -
It's a nice idea, but I don't think mutagens really goes with the CoX definition of a mutant. If you where changed by mutagens that would make you Science origin by the CoX definition. A mutant is born different.
There are a couple of issues: The devs deliberatly keep ranged damage powers out of the pools, to avoid tank-mageism, and throwing weapons are already available.
The name "Devices" has been used. Try Gadgets. -

Nope, the new zone would have dozens of players in it, not a single turret hunting badger. -
The team needs to defeat Romulous to complete the TF.
However a player does not need to be in the zone at the time.
Thus it is possible to complete the ITF without being eligable for the badge for defeating Romulous. -

The implication is you can respec patron pools, not patrons.
Allowing players to respec thier pools is technically easy, you just flag each patron badge as unlocking all four pools. the only reason it wasn't done was for story reasons. I suppose they will explain the change with Doctor Brainstorm's stupid powerset proliferation experiments.
Actually changing a patron, and doing the arc and getting the badge for a different patron is the thing that is technically unfeasable, since other parts of the endgame hang on the patron arcs.
In conclusion, this change will let you change your patron powers, it won't alow you to do arcs or earn badges for other patrons. -
If you despise knockback, you won't gimp yourself by giving it a miss.

they would all need testing, and that is the time consuming bit. If they where to make ancilleries available to villains, it would be done a small number at a time like the rest of powerset proliferation, not all at once. That way they could be properly tested.
However, Positron uses the word ALL, which in this case, clearly refers to ALL the options villains where previously locked out of, i.e. all the PPPs, not PPPs plus a couple of APPs. -

In which case, there is no reason to believe anything in the statemant.

Would be an equaly valid interpretiation in that case.

If it wasn't something specific to villains, there would be no need to mention villains in the haiku.
Whist mathmatically, it could refer to anything, taking into account the intent of the author, it is clear that the rhyme refers to something villain specific.

There is no other explenation. Patrons are the only thing that are locked for villains but not for heroes. -

I don't think you are. I think it's most likely that this will be a change allowing us to respec patrons at Arbiter Lupin.
What if "Lets you pick from all" is a hint that villains will be able to access hero ancillary pools instead, if they wish (e.g. brute getting tanker pools, stalker getting scrapper pools, corruptor getting defender or blaster pools, dominator getting controller pools, and MMs getting ... oh I don't know, maybe defender pools too).
Now I'm probably the one reading too far into it, but it would be the simplest and quickest way for the Devs to sort out PvP balance concerns with the ancillary/patron pools.

You are reading way way to much into it.
1) If hero ancilleries where available for villains, you wouldn't need a respec (unless you had already started on a patron) you could just pick them.
2) They are balanced around the AT they are designed for. You can't just copy them across and expect them to be balanced
3) Castle hates Power Boost and Power Build Up, he certainly isn't going to let them spreed, he wants to kill then dead.
4) No mention of the corrolory: Heroes getting patron powers. You can't have one without the other
5) Nothing can balance PvP -
Waaaay to obvious, Positron needs to do better if he is to keep up with Mender Silos.

Why would someone wait for this when it isn't really any more useful than regular TP? If the wanted to TP they would take the pool power.
You might perhaps do a superspeed+phase shift power, but I don't see that being much more popular unless it included +recharge as well. PBs only take Quantum Flight when there are no other powers to choose from. -

keldians have fewer hp than a blaster, keldian res shields are worthless without mez protection, and keldians do less than half as much damage. And they don't have any highly stackable mezzes.

It seems a bit of a wasted powet to have a teleport in a primary, even with aphase shift effect: if you use the teleport bind you don't get attacked while teleporting anyway.
Agree that having a nova for a tier 9 doesn't really fit with controllers, and giving the AOE hold high damage when the equivelent power in all other control sets does zero damage doesn't seem right either. -

I've lived in Liverpool to: the air is much clearer than Manchester, which is surrounded by hills on three sides. Anyway, the popluation of Liverpool has shrunk so much since the 70's that it barly warrents the city title anymore.
There is another factor wth the welsh mountains as seen from Liverpool though: you can only see the tops of the mountains, the lower portion is below the horizion. Draw the world to to greater distance, and it becomes more obvious that for Paragon City, the world is flat, not spherical.

Quite so. The CoX engine does the geometry first, and then adds the fog, so the amount of fog does not affect performance either way. It is purely cosmetic. -
If the controller is the target, it would be the controller who got stunned.
A pbaoe is a pbaoe. If you want it to affect any mobs it has to have a range. AFAIK no pbaoe has a range of less than 5'.
However, if you want it to make repeated attacks, then it would have to either be a toggle or summon a pseudopet. This is a computer game, not PnP D&D, you have to consider how the computer achieves the various affects. -

We know Positron doesn't like using significant development time on things that only affect a tiny fraction of the populaton. I expect there are less than 1000 people who qualify for the 54 month VR.
