How's your slotting? What powers do you have?
I easily soloed myself to 24 with the following attack combo per group of enemies I face: Wide Area Web Grenade, Venom Grenade, Frag Grenade, Heavy Burst. Minions are now dead. Finish the Liutenant(s) with Burst, and Single Shot if necessary.
Do you have both TT: Maneuvers (with 3 def enhancements) and CT: Defensive? That alone should give you great survivability against ranged foes, and perma WAWG keeps anything from entering melee.
Oh and for the record, yes, at 24 it's like playing a whole different AT. Well, if you go Bane, that is. If you go Crab it's exactly the same playstyle as pre-24 soldier, only with a lot less suck and a TON more awesome ownage.

3 Slots in every power (Except frag grenade and super jump)
Defensive and resist damage + Endurance cost in secondary powers.
1 ACC 1 DAM and 1 ENDR RED in all attack powers (Except frag and Web grenade) 3 ACC in Web.
Yeah I've bassicly done all you've said in that build, yet I still suck, I'll just have to hold out for threat level 24 when I can just go Bane
I find I spend more time playing a character at 50 than getting there, the leveling part is just a journey, hopefully in a VEATs case a teamed one if thats what one wants because that is theoretically the better way.

dont give up. there IS light at the end of the damp and dark tunnel. its hard i know. but stick to it. once ur lvl 24 plus. all will be worth it
Oh, and for the record, VEATs are pretty much designed to team often. No, that doesn't mean they suck solo, it just means they kick that much more [censored] in groups.
Soldiers are perfectly viable solo up to 24, although they really excel in teams (no, you don't have to reach 24 before you are any good, a team of wolfspiders will mow through anything).
Firstly, have you raised the difficulty setting? In the hands of a skilled player soldiers can solo on a higher setting than villainous, but it is challenging.
Secondly, treat your foes with respect. If you charge up to the nearest target and go toe-to-toe like a brute, you will get your butt kicked. Assuming you haven't neglected CT: Defensive, you will have good defense against ranged attacks, don't alow your enemies into melee range. Also, identify and neutralise the largest threat mobs first.
Finally slotting does not sound good. It is complety worthless slotting +resistance in Wolf Armour, and you need as much +def as you can in TT: Manouvers. If you are low on end you could have Stamina by 20. You shouldn't need end reduction in your attacks, you need more damage. If you have CT: Offensive you could skip accuracy too. Web Grenade certainly doesn't need more than 1 +acc, unless you are planning on going up against +2/+3 mobs. Your best attack is Venom Grenade, you should 6 slot that.

Hello, I've managed to (Painfully) get my SoR to level 20, I'm aware the light at the end of this damp [censored] poor excuse for a tunnel is finally almost at my face, but I've started to lose hope.
I jumped straight into a Mission by myself earlier only to find myself beaten down by a Arachnobot blaster and some other Minion, How exactly am I supposed to level (Apart from groups) when I can't even kill those 2 simple things?
Is there really a light at the end of this tunnel?
