DS has an immobilize component, and if the targets hit with DS resist immobilizes then they won't be forced to stand there. It's been like this for as long as I can remember and I've been playing since Oct 04.

    [/ QUOTE ]

Ok, we were fighting Councils and Family last night. I remember they would stand there but could they actually attack? I remember they can't attack? I am asking this because last night there was an ambush and we used DS in two missions and the mobs could still attack apparently. They just don't deal damage. I can hear all the incoming attacks and you feel like they are not "shifted" and it was annoying/confusing to try to figure out which one is "shifted". The power itself is already annoying enough.

    [/ QUOTE ]

They shouldn't be able to attack, no. Actually, I remember seeing something about a change recently that allowed Phased targets to attack other Phased targets in PvP, so it might have bled over into the PvE game. The fact that they're able to attack (but not do damage to you) might be evidence of this.

    [/ QUOTE ]

I didn't think that was just a PVP change, I thought that was a global change to phase

IIRC, the title is going to be: Issue 16 - Power in Technicolor.

    [/ QUOTE ]

Didn't you get the update? It's now called "Issue 16: Color of Success" and it includes the new "Morris Day" temp power.

if it doesn't turn me into Jerome and make me do the dance from Jungle Love, I'm quitting, and no, you can't have my stuff.

    [/ QUOTE ]

From what I hear, it summons at pet named Jerome, armed with a mirror.

    [/ QUOTE ]

That would be acceptable, but only if the mirror is functional, I don't want to see some sheet of silverish metal. They would also have to add the dance as dance8.

and university tileset which hasn't been used again to make more maps

    [/ QUOTE ]
The University "tileset" is ONE ROOM. A tileset is a series of rooms that are put together in different ways to make unique maps. You could no more make a different university map with the existing university "tileset" than paint the Mona Lisa with one bucket of red paint.

Blue Steel could paint the Mona Lisa with one bucket of red paint.

not tryin to thread jack, but if you think the CC's are bad, there is an sg on Infinity that won't promote you by prestige but by how good your cotume is. of course this means that you could sit in the bottom of the barrel forever. funny part is i asked if my costume was better then the current super leader if i would nbe the new super leader, to which i got the relpy, "yeah good luck with that."

    [/ QUOTE ]

lmao im on infinity and its true ! this girl i know in the game said "do u think u can give me an opinion on my costume? i really wanna get promoted in my VG" i asked her what she meant and she replied " ive been in the VG for a few months and actively recruit, help newbies with infany, make them builds, teach them the ropes of the game, etc and i still havent gotten promoted. the reason is cause u need a really kool costume to get promoted and it sux cause all the ones that do get promoted look like the leaders, and i dont want to change my toons looks to get promoted".

    [/ QUOTE ]

at that point i'd say screw them and join a SG that appreciates what you do for them, as opposed to how "cool" you look, since, you know, that's stupid.
  9. Ah, yeah, i forget about them, they can be a pain, but that's just a bit of tedium, the rest of the arc is by far the easiest IMO.

but yeah if you want fast while soloing the arc that's not the way to go.
  10. [ QUOTE ]
Which of the four patron arcs would be the quickest and eaiest for a Dark/Dark brute to do solo? I know that two of them involve objects with AV level HP and 75% resistances, but I don't recall which two.

    [/ QUOTE ]

in my experience, GW and Black Scorp are the easiest, GW is a joke if you have any kind of neg energy resist

So you have multiple different paths to get there?

    [/ QUOTE ]

Hello Arbiter. The point is that no one can be the best. It's relatively easy for everyone to be the same and at cap.

    Am I wrong?

    [/ QUOTE ]

This makes about as much sense as a coheed and cambria lyric...

    edit:
    As to the original question:

They recently buffed the base speed of Flight and Hover, which made enhancements more effective, which makes it easier to get to the cap. I sitll have Swift on all of my fliers since i need it to get to stamina anyway, but a single fly IO in swift and two in Fly is enough to get tot he cap now, it may even be 1 in each but I don't have the desire to respec to find that out.

    edit 2:

    redundant phrase is redundant.
  12. short answer:

    They don't.

    long answer:

There was a time, where you could get someone on a team that was outside of The Hive and have them exemp you down to a low level right before the final kill in a Hami raid and it would drop a level 52 HO instead of the regular level 50

combined enhancements always have a ++ as opposed to an actual increase in levels

It's not Requiem or Nemesis or you because note-leaver outright speculated that maybe it's Requiem, or Praetorian Nemesis, or an alternate universe you, and that would too obvious. He or she does kind of imply that it's an alternate universe version of somebody, though.

Still, if it's just another Nemesis I'm going to be annoyed. It needs to be something unexpected, like Praetorian Azuria or something.

Pool Power Customization might be a stretch of an assumption at this point. Primary and Secondary powers might as well be confirmed though.

[/ QUOTE ]I think people would scream bloody murder if pool powers couldn't be customized, and I think the devs know this. The only powers I can image won't be alterable are MM Henchmen and temporary powers, and even those are up in the air.

    [/ QUOTE ]

Especially when you take into account the new NPC customization in the architect introduced in issue 15. I have a feeling they came across that joyous detail while trying to figure out a way to let us customize our henchmen. Kindof like them figuring out how to do weapon customization while building the Shield set.

Had a friend try and use her on a villian and it said that she can not trust the motives of villians.. lol so it looks as if only heroes can level in pocket D.

Actually would be happy if a villain could use war witch also don't need another trainer just the ability for both to use the trainer.

[/ QUOTE ] wow. that's kinda unexpected.. but funny actually. If she can't trust villains, why is she in PD? lol

    [/ QUOTE ]

isn't the version or War Wtich that's there a villain in the first place?

[/ QUOTE ]No, the one in PD is simply alive, as opposed to the one in Croatoa which is a ghost.

    [/ QUOTE ]

    ah, okay
  19. I wouldn't go as far as to say that "almost every one" is rigged, I think it's closer to a quarter or a third that are actually rigged, the rest are just blind people clicking at random with a "$target is the winner" bind... lol

    Purple recipes?

    [ QUOTE ]
I've begun to save only set recipe drops. Any regular invention I just vendor. I got my first purple at 48 a couple nights ago.

    [/ QUOTE ]

that's the best way to go about selling stuff, but heck, a lot of the set recipes go for a lot less than you'll get for them at the market, so always check, some of them you might get 900 for at wentworths, but 10k for at the normal stores
  23. yep no hyperbole going on there, I've personally seen people start a character and less than 8 hours later(went to, and came home from work) be 50 in Atlas Park. it actually is that broken...
