  3. What a lot of people are missing is why stamina really was considered necessary. It wasn't as much because people wanted to last in fights more, else slotting endurance reductions would have sufficed. Stamina is still pretty necessary for a lot of my characters (especially the toggle-heavy tanks, brutes, and scrappers) because of the HUGE impact it has on reducing downtime.

    There are many different ways for any given character to reduce the endurance cost of their powers and keep the blue bar from emptying as fast. Outside of stamina, very few powersets offer any way of reducing the time it takes to go from empty to full. If they boosted base endurance recovery by 15-20% and reduced stamina by an appropriate amount to insure that characters with 3-slotted stamina wouldn't notice a difference, then you'd see fewer people taking stamina. Without narrowing that gap by moving both sides closer together, stamina remains a great power that is almost universally useful.

    So.... now stamina is reduced by 1/4 what it was, but powers are only reduced in cost by 13% (roughly 1/6). I can't see how that could possibly add up to being equal.

    Oh, come on, if you don't give scrappers a new secondary, how are you going to nerf anything else? Aren't you getting just a little tired of nerfing the same 4 scrapper secondaries over and over and over and over and over and over again? If not, well, do you honestly expect people to keep playing scrappers if you don't give them anything new? Ever? Scrappers have the LEAST number of powersets out of everything. Fewest primaries, multiplied by the fewest secondaries, multiplies by the fewest epics, means the least amount of options. If I were in charge I'd put a moritoriam on all new powersets until scrappers get at least 1 more of each and then another secondary to boot. Something's gotta grab the nerfbat aggro from regen or there won't be anything left.

  11. I'm pretty sure that focused accuracy doesn't have the +perception like tactics. If the devs needed to justify this they'd probably point out that FA has a far, far greater base value than tactics while conveniently ignoring the fact that it also has a far, far greater endurance cost and doesn't affect your teammates.

  13. I think the best solution would be to cut the code out of burn that makes NPC bad guys run away, and put it in all villains to make NPC civilians run away. Solve two of my annoyances in one fell swoop.

I have hit mobs 2 rooms away from me with AS as they were running by. All that matters is that the mob is beside you when you trigger it. After that the further away you are the better.

    Except for that part that everyone keeps ignoring, how AS is interruptible. If an NPC moves you, the attack gets interrupted and it fails, sometimes taking the endurance cost anyway.

    I am tired of doing bank missions with full teams only to have my AS interupted because the damn headless chicken npcs that run thru the bank push me out the way. Is there a way to change it to where only mobs can push us around. I remember at one point a red name said that they were working on this but nothing has come to the light yet.     In CoH Beta, players were able to push NPCs rather than the other way around. Quite reliably, players would then herd the NPCs all into a small area, causing AI issues and horrible server lag.

    I hate being pushed around, too, but I don't believe it will change any time soon. (NOTE: I could be wrong!)

    So what's wrong with removing all of the NPCs from heist maps? Too unrealistic? Burn is unrealistically "scary". Still not convinced? How about a compromise, reduce the numbers of NPCs in heist missions by 75% -down from 400,000 to 100,000 and institute AI changes to keep them from going into the bank vault. Ultimately I'd like to be able to kill civvies, or at least use knockback powers on them.

    That is true, and I'm not trying to talk anyone out of buying the guides. I wouldn't but part of that is because I have all of the store locations in Steel Canyon and Talos Island memorized and I'm working on the ones in Port Oakes (still don't know where the SO stores in the rogue isles, and I'll need that info soon). One weird incosistency I noticed is that in CoH (last I checked) the stores simply say "Store". In CoV the stores are named "Quartermaster" for Training only, and "$Origin Store" for the rest of the Origins. So much information that gets put into guides could so easily be placed in-game, and yet, it isn't. Why?

    I agree with your sentiment in that the strategy guides provide fast access to information without any commentary on your intelligence level for not already knowing said info, but soooooo many questions that get asked in broadcast or request could be avoided if people just looked at their map.

    PC Software producers are just as able to setup a hard street date as a book, movie, or music producer... And most retailers will follow hard street dates... Ever notice how most movies are released on a Tuesday?

    Yeah, but with games it's not an industry-wide thing like with movies and music. There are certainly exceptions, sure, Half-Life 2 as an example. And since no one outside of Pre-order customers can een enter their code until Monday, it doesn't really matter if you can buy the box early (a situation typically reserved for MMORPGs) NCSoft isn't likely to want to enforce a street-date. Generally retailers simply put the games on the shelf as soon as they get them, and the distributors are just happy they're getting sales and leave the competition up to the stores.

    IIRC (and there's a good chance I don't) the reason music and movies have such strictly enforced street-dates was to prevent unscrupulous retailers from being able to obtain the product early and then overcharge for it, being that they were the only place it was available.

    I'm trying to imagine a world in which you could possibly be more wrong, the two MAJOR components of the entertainment industry (music and movies) release their retail products (CDs and DVDs) on Tuesday as a rule. What I learned working in retail is that people will spend money any day they have it, what changes is where they're likely to spend it, on weekends people like to go out, on weekdays, they like to stay in. Movie rentals, DVD sales, and lo and behold, Video Game sales are oftentimes stronger on weekdays (as long as you factor out christmas and summer break, those two time periods just skew the data all to hell). So, yeah, you're totally wrong, in this dimension and the next.

    You keep harking on the date as ill-chosen and "the worst". Actually the absolute worst date to launch a game would either be September 11th or on the anniversary of the assassination of Arch-Duke Ferdinand. And honestly, for City of Heroes, I could probably put some positive spin on the 9/11 angle. Not for CoV, tho. THat's just poor taste. Halloween is a great date for CoV.

    Casual gamers probably aren't going to buy the game this weekend. Casual gamers shouls have lives involving costume parties, trick-or-treating with their kids, and possibly alcohol. NCSoft doesn't need blockbuster sales on Monday. They may not even want them until friday or later. Right now the people playing are the dedicated die-hards like me. I put down all $50 over 6 weeks ago after doing the research to find which store in my area has the best track record for getting games in on the release date. (EB Games on Grant and Swan, they rock, Best Buy is garbage in case you were wondering). We're more patient with patches, bugs, etc. Stuff that will most likely be fixed within a week or so.

    So, I'm sorry that you were confused and are feeling left out by missing 48 hours of game time and will have to deal with more lag on Monday in Mercy Isle than I did, but it doesn't look like posting things here is likely to change anything.

    One potential problem that I see is apparently Best Buy has no intention of putting the boxes out until Wednesday, Nov. 2nd. For people who didn't pre-order, this is not a problem at all, if they purchase the full retail version at Best Buy they will be able to play immediately (barring the unforeseen of course) however, for people who preordered the game, if they don't get their box (and serial key) until 11/02 then they will end up being locked out for 2 days, correct? Hopefully if this does happen then people will learn to stop shopping at Worst Buy, but it's never fun to learn lessons the hard way like that.

    Is there anything NCSoft can do to force them to put the game out On Time instead of 2 days late?
  23. As has been said before most of the physical stuff (box, manual, etc.) has probably already been finished or is close to it. I feel pretty confident that the manual is already out of date/inaccurate. There will probably be several patches in the first few weeks, but I suspect less than CoH had at launch. They seem to have learned quite a bit and taken steps to avoid previous mistakes.

    Not even close jackass. Pure defense is still very much inferior to pure resistance. There is no powerset in the game that has pure resistance. Fire tanks have damage, Invulnerability tanks have defense and healing, sonic defenders and controllers have resistance debuffs and/or control powers. So any "resistance based" set clearly outshines Super Refelexes. Add in the godawful enhancement nerf that's coming, and they get screwed even more. If you don't like super reflexes, just say so and delete that powerset. If you don't hate them, and don't enjoy seeing them struggle, then take another look at the truth, and change them. Quit nerfing their guts out.
  25. I have been trying to summmarize my almost identical thoughts on what I call the Layered Defense Doctrine. If you only have one layer of defense, your enemies only have one obstacle to overcome. Extra layers are always beneficial. The one thing that keeps popping up is that as far as scrappers and tankers are concerned most sets get two layers within their defensive powerset. Ice and Super Reflexes don't. All things being equal, pure resistance is less effective than a mix of resistance and defense. Pure defense is worse than anything else.

    Those are all in regard to what I call passive defense though. Active defense is categorized in Control (mezzed enemies cannot attack, therefore deal no damage) The Slaughterhouse Approach (kill them before they have a chance to fire off a shot) and Debuffing (rather than increase your resistance/defense just decrease their accuracy/damage output). It is a lot harder to quantify active defenses except to say that debuffing enemy damage resistance for a more effective slaughterhouse approach seems to be better than most other aspects.
