    yes, i believe all the presence powers require tohit checks vs NPCs

    personally i dont like the presence pool powers as to get max effectiveness you have to dedicate almost 6 slots to the power

    if you want something less obtrusive you could do robotic drones or polar lights both are incredibly small, and you could say the robotic drones were stolen technology or you mugged some scientists for them or something

    edit: im not disagreeing with the idea of more options though, i always support more options
  4. i loved watching g4, although when directv dropped them i was disappointed, but this is just awful

    i think the only gamer show that prolly still be worth watching would be attack of the show (aside from ninja warrior)

    5) The formula will treat Area Factor differently. Instead of simply using the flat Area Factor of the power, it will use 1 plus 75% of the difference between 1 and its actual AF. I think I heard a couple of you say "Huh?" Let me give you an example and then explain why.

    Let's take a look at Dark Regeneration shall we? It has an Area Factor of 4, base recharge of 30 seconds and cast time of 1.17s. Using current PPMs with Essence Theft (3PPMs) it has a 39% chance to proc per target.

    With the new formula we'll treat area factor as being slightly smaller than it is now. So the new formula would treat this Area Factor as 3.25. (1+(.75*(Actual Area Factor-1)). The simple version is: Area Factor will have a smaller impact on proc chance reduction.

    Now the why...

    As many of you have mentioned it seems odd to penalize players' proc chances for strengthening their builds with global recharge. So, only recharge modification from enhancements and enhancement-like effects (like Alpha Slot effects) will modify proc chance. We also realized, after looking at a great number of affected powers, that we were over penalizing AoE powers with PPMs. So, we've lightened the impact Area Factor has on the formula.

    Thanks for all the great feedback and really making me look for creative, but appropriate ways to solve this problem.

    i think this sounds much more reasonable than the original setup, and the aoe sounds right too, and actually better than a flat % chance to happen

    soul tentacles is awful for a melee toon because its a fairly narrow cone, elec fences is a taoe

    for dark obliteration vs ball lightning i think they are about even, dark obliteration front loads all dmg while ball lighting is DoT

    One of my first Heroes (and my oldest remaining) was an Illusion/Storm Controller. The endurance is fairly heavy, but it's definitely managable (and I did this with only SOs! no IOs back then).   8. your idea is not bad khorak, however i do have a problem with the tier 1 soldiers being fully single target dmg

    if you look at it a little more realistically if you have 3 gunners shooting into a mob of 10 guys, bullets will miss/go through targets and hit unintended targets or multiple targets. the only way to guarentee they could all be single target shots is if they were all snipers, which regular soldiers in an intense combat situation are not gonna have the accuracy to do that

    the tier 2 pets are fine doing lots of them, but it sounds like they should basically both be commandos as the commando currently is maybe little less dmg per attack

    the tier 3 pet is good, sounds like it would take place of the spec ops and do a better job at it if the control get adjusted to have lower rech times since only 1 guy is shooting them instead of 2
  9. flash is a good "oh ****" power, i dont really use it on my ill cold but it has saved me a few times (its also a mass hold not a mass sleep)

    leveling up my ill cold was bloody awful because of the low dmg output, once i got heat loss end problems started to dissipate and now that i have a fully decked build with 218% rech, perma heat loss means i have 0 end problems and perma PA means i rarely take aggro

    the phantasm ive found kind of meh, he actually doesnt seem to do all that much dmg and is your only pet that can actually die, but he is great for keeping the aggro while your PA is resummoning especially since he spawns his own decoy

    just using blind->spectral wounds is prolly the best attack chain you will have till you get epic powers (and even then its pretty much one of the best attack chains illusions has)
  10. well if i understand how the stuff works the vip starter kit gives you 1 month of VIP access, or in other words he is subscribed for all intensive purposes, when that month runs out he will then become a premium player, which i believe can be invited back to get 1 additional month of VIP time

    i have not messed around with it at all though just based on what i have read
  11. i was doing my best to promote the giveaway in game, i think i helped a bunch of friends who didnt have the costume sets get the costume sets as well as some free players who werent around for the GR release
  12. after some thought and reading what others have wrote, i do kind of agree that #2 might not be totally necessary

    #3 is something that shouldnt necessary either, and i agree with others that this still screws over high rech builds

    #4 is only in there because of #3, if #3 doesnt happen then #4 wont either im guessing

    i think the ATOs were what they were looking at since they basically are the only tradeable things, but thats technically still a roll of the dice with super packs

    and lvl 1 toons cant do anything with reward merits, i think you have to be at least 10 to get IOs

  16. i dont think the 400 points would apply right away, but at the end of the free month which would be the next bill date if they continued the account

    its been awhile since i looked at what comes with the VIP starter kit since i dont need it as im already VIP

  19. if you still want a crab and want to *temporarily* remove the backpack

    go to tailor and using one of the costume slots thats not the first slot, and load a saved costume that does not have the pack, do not make any changes to the costume and then finish the tailor, when you change to this slot it should not have any crab legs, however it will revert upon zoning, so if you have 2 costume slots you could just alternate between them when you zone

    there was a thread about this, but it was from like a year or 2 ago, dont know if i could find it

    for form of the soul i was getting almost 40% end discount, i did notice the first tier buff being counted twice which is why its around 39.5% end discount instead of 33% end discount

    as for form of the body, the dmg bonus is kind of low but the -resist that eye of the storm deals is not bad although i have to say i use form of the soul more than anything, ive never really used form of the mind at all

    i was at almost no fury, i was just looking at my monitored attribute early in combat with 3 stacks of perfection, i will check the actual buff numbers when i get back on my staff guy

    Eye of the Storm

    i think i get better aoe out of guarding spin and innocuous strike than eye of the storm, the animation feels kind of longish and i would rather have sky splitter consume perfection over the eye of the storm

    i still have it and use it though cause it makes staff fighting set a aoe beast
