Quote:Honestly, Accurate Def Debuff and Accurate ToHit Debuff sets are your friends. In the low levels just slot 2 Acc enhancements in Envenom and Weaken, and let them sit until you get IO's. Spread the love, too; if you debuff Mr. Boss, then debuff Mr. Minion next to him, Mr. Boss and Mr. Minion have both Primary Target and Splash Target debuffs on them. Defenses: shattered!I just made this..level 8 so far. And..I am already starting to see why I disliked poison. 8 ft radius, but 16 targets? Please..like you can even get 16 baddies in that space. And it can miss the other ones? For some reason I assumed..if you hit the main target, it auto splashed. But noooo.
Quote:Then I am wondering if an aoe set like WB..really needs an aoe debuffing set..since Poison isnt aoe (and the ST was still apparently pretty poor).. I was looking for something different but..
Somone convince me..either way
Lay down Whirlpool. Spit out Neurotoxic Breath. Toggle up Venomous Gas and run in to the center of the super-slowed crowd, debuffing their Defense, Resistance, ToHit and Damage. Spit Envenom and Weaken here and there. If you're one of the crazies like me, you'll have taken Poison Trap; drop that and fumigate the place. Spit Envenom and Weaken. Jump back, Steam Spray, jump back in, Dehydrate for some heals. Target the center-most guy and hit Water Burst. Hit Tidal Forces and Geyser those mothers. Anything that survives that deserves some kind of award.
Water/Poison is so incredibly fun I took one from 1-41 on Test in 4 days. Solo.
Quote:And also..WTF alkaloid? It is still the tier 1 power..so I HAVE to take it? Awesome..not. And I cant even use it on myself..out of all the target heal powers..I think this themeatically makes no sense whatsoever, Why cant I swallow it myself?
EDIT: *looks at Dechs's signature*

Quote:The Isles have several great places for RP:I don't know if this was every talked about or anything, but I remember back in the day that there were other places besides Pocket D to go and have some random public rping. Galaxy City was the biggest place that had that going on, but it's not really an option anymore.
I guess what I'm trying to get at is maybe we should start a new place outside of Pocket D where you can rp? Like some characters just wouldn't go to a nightclub, underage toons and the like. Does that sound like a good idea?
My vote is cave/lagoon islands in Talos and Peregrine. They're super cool looking.
The Monkey Cage - Sharkhead
The Golden Giza - St. Martial
Mercy City - Mercy Island
The Arena - Port Oakes
The Fab - Grandville (Lowbies might not like this area, lots of high-level Bane Spiders but beautiful and vast underground systems)
Aeon City - Cap Au Diable -
Those are TUNNEL specialists, from both Red (Arachnos with backpacks) and Blue (Carnies of Light) sides.

Quote:Please take this with a grain or two, since I'm bad at numbers and these are NOT actual values. But Power Boost also improves debuffs like the -ToHit from my Dark/EM blaster. Does this reduce the effect of foe debuffs too?
Let's say Weaken does -20% to Effects.
IDF Sharpguy has +10% ToHit on an Auto Power.
You hit IDF Sharpguy with Weaken.
IDF Sharpguy's Auto Power now gives him +8% ToHit.
That make sense?
Dark Armor before IO's. Hell, after IO's too. I still get /tells saying "Holy crap you're /DA? How are you alive after all that?!" -
Quote:No, it's not. In the world of electronic security nothing is impossible. It is IMPOSSIBLE that my password and user name were stolen. IMPOSSIBLE.
Quote:This is a bug. Probably the result of the most recent update.
I understand that this can be an enormously frustrating thing but please do not take out those frustrations on the people of the forums. They're trying to help you. You shouldn't jump down their throats for doing so. -
Quote:The magnitude and power of buffs is reduced. So if a Freak heals while Weakened, the heal will be less. Sky Raider FFG's will give less defense if hit with Weaken. Anything with +ToHit will have less +ToHit. Like GP said, it's a reverse Power Boost.I've been trying to wrap my head around exactly what that does but it's kind of weird thinking about it. Like, the debuff to defense mods, does that mean it's defense powers buff less? And the debuff to ToHit mods, is that +ToHit buffs and -ToHit debuffs? What exactly does that entail for the foes?

Quote:Ah.I don't see how it would make it any less odd. He was saying that sending ads mainly to current customers had something to do with why CoH was bad at attracting new customers.
Excuse me while I go have another cup of coffee, my reading comprehension levels are dangerously low. -

Quote:I never did understand Paragon Marketing's MO of "only send ads to current customers."Contrary to the massive over exaggerations some people are making about Steam being as bad as Hitler, I actually like it. Great place to get great games for incredibly cheap. Nice and organized. And, honestly, I could see CoH getting quite a few new players and some pretty good exposure if it were on the front page of Steam whenever a new Issue comes out. This game could always use some more advertisement.

Quote:Fair enough.Nal, that is entirely, 100% false. Valve has absolutely no control over the content of anything carried on steam apart from their right to remove a product entirely at their discretion. Neither do they "siphon off in-game purchases." They would get a ~30% cut from the sales of the City of Heroes Starter Pack. They would get nothing from in-game sales. I suspect you believe that due to EA's bizarre press release flailings when they were being asked why they removed most of their games from steam to coincide with the EA store's rebranding; you might want to read a bit more on that because, shockingly, it turned out EA were full of it.
All I know is Steam is an absolute nightmare and I don't want it to have any involvement in CoX. I don't care what they'd be making money off of, my money goes to Paragon/NC, not Valve. -
I played a Water/Poison Corr on Beta. I haven't had that much fun with a Corruptor since Beam Time, my Beam/Time. ((>_>))
The animations and concept flow well together (ha) and Water's -Def and -Speed stack beautifully with Poison's -Everything. -
It wouldn't be, but the fact that Steam siphons off of in-game purchases would. I don't know about you but I want Paragon getting my money for this game, not Valve. Plus CoX would once again be ruled by Steam's laws and content could potentially be controlled by Valve and not NC. IMO it really would do more harm than good.

Quote:And you just know Nemesis would be the one who built it.It also makes me think how awesome it would be to have a Rapture-esque zone in City of. I could totally see it happening in City of's history.
..... wait.

Steam is garbage, please no. Enough great games are already locked behind Valve's hat-ridden RTM nightmare. Don't add another.

Quote:He did, however, abandon First Ward and completely ignored it. To say he didn't know about the Mother of Mercy hospital is completely plausible; the dude had a lot on his plate in the way of INTERDIMENSIONAL WAR. His personal story arc even states how he remembered Praetor Sinclair in a very "Well that **** got out of hand without warning" kind of way. I'm willing to consider that he may not have had the full picture on what Praetor Funbags had going on in her happy house of horrendous hallucinations. That's not the way accountability works
As the supreme ruler of Praetorian Earth, Tyrant is accountable and responsible for the actions taken by those under him - especially those he has personally appointed to positions of power, and allowed to keep their positions even when he knew they were carrying out crimes against hiumanity.
The whole feeble "maybe he didn't know" defense collapses at once when the scale of the crimes committed by his underlings and the length of time they were allowed to go on for becomes clear. -

Quote:Calm down.I. DON'T. CARE. What their "internal mental state" is. Once someone has committed these kinds of atrocities they are way, way beyond the point of atonement. This gets us back to the "morality is not fungible" thing. If you murder 5,000 people but then save 5,000,000 guess what, you're still a monster. It doesn't matter how "sorry" you are for what you've done, and frankly, the idea that someone could systematically commit crimes against humanity and then one day suddenly "see the light" is ridiculous. No one with a functioning conscience could do these things in the first place. These people are sociopaths at best.

Did I say they were left maliciously? No. I just mentioned a kind MM who helped people out. Don't bruise yourself falling off that high horse.

Could be a way to fortify the reactor software; the villains catch on to it and try to double the effort to stop them.

Can you point to me the thread that came before the Pet Peeves thread? The thread has been "necro'd" several times but it IS an ongoing thread. Any particular reason you decided to lock it?

Quote:This is part of why Fable 3's story blew so hard.Redeeming Marcus Cole or any of his crew would require such a strong story that I can't see it being pulled off successfully, and I certainly can't see it ending any way except with the death of the person being redeemed.
EDIT: ..... and now that I look at it, Tyrant's story is almost an exact copy of Logan's own.
