If there was a +Regen component to any part of /Shield I'd have taken it. The only reason I took it on my Tanker was... well, it looked cool, had a nice amount of damage resistance, and only needed 4 slots to be effective. The shining part of OwtS is it's +Max HP function. Great if you've been hit with Adrenalin Boost/Painbringer or if you need to soak more incoming damage due to defense debuffs.
On a Brute? I'd take Fireball, personally. -
So apparently, Terrify takes ToHit Debuff and Accurate ToHit Debuff sets, when it doesn't have a -ToHit component in it's detailed info. Is this WAI or is there a hidden -ToHit component?

Hell, thats a lot of what me and my SG friends do. Why? Because we have some seriously awesome base builders who build seriously awesome bases by..uh...building. And its a great place to RP. Without Captain McLOLzor in Pocket D spamming us with his leetawesome rain of fire. Or crap like that.

The SG leader and his base buddies are a parody of a certain Virtue VG I know. They spend 90% of their time roleplaying in their base, and when asked to come out and run some RP team missions they respond with either "We're in a RP meeting" or "We'll just use the AE if we want to play the game."
Not kidding. When I say 'not play the game' I literally mean that; they do not want to do missions in zones such as Grandville, Oakes, etc. That's a big letdown, if you ask me. -

All of my characters are RP characters, but some of this made me chuckle (because it's true). I often do a kind of impromptu game-mastering with my team-ups. I would have given Villains their own unique APP's alongside PPP's; Metal Mastery (spikes, Impale clones, ranged damage) , Acid Mastery (lots of toxic damage, targeted AoE's), Hatred Mastery (thrashing, psi damage, status effects), Reality Mastery (soft control, confusion, smash/psi damage) etc.

I can only suggest going to CuppaManga's giant troubleshooting guide and doing everything. It worked for me when I had multiple issues that weren't going away; give the client a good swift electronic boot to the head. -

And the level 3 supposed superhero who just sits in Pocket D all day drinking and hasn't actually fought in the game in nine months. Alcoholism has apparently ruined more heroes than all the supervillain plots combined. -

Also I use the Hipster hair style, Young Face 5, the Motorcycle Leathers jacket/sleeves and the Spiked Collar detail. I mean, I wouldn't be brooding and introspective without those key items.
Catgirl: SEX
SG Leader Clay: Let's go RP in our base for 5 hours and not play the game!
Clay's SG Buddies: HEAR HEAR!

Repulsing Torrent is the Hand Clap of KM. Sure, it seems like it'd be useful but once you start flinging enemies everywhere your team (and possibly even you yourself) will get very annoyed with it.

Couple of quick things I would look at.
Don't take Jab! It's junk. Between Punch, Haymaker, Burn, Footstomp, PPP AOEs and possibly Air Superiority (mmm!) you have many more attacks than you can ever use. That leads me onto...
Take Mu Lightning in this build! It does a lot more damage than Jab, Punch or Boxing. In fact it does twice the base damage of Jab. So when you get rid of Jab you have opened up more slots for this! It can be given set bonuses with +6.25% recharge quite nicely, which doesn't compete so much with the rest of your 5% recharges. That leads me onto...
You have exceeded the 5% recharge limit. 4x Crushing Impact, Doctored Wounds & Obliteration.
I'd highly recommend Tough and probably Weave too.
You can get away with less slots in your resist shields by not using a full Endurance and instead going for Resist/Recharge. You lose 0.4% resistance and 0.04 end/second but you save a slot by doing so.
Acrobatics isn't really needed so much. I think from memory just even one of those expensive Obliterations is more costly than the knockback IO and this will save you choices and endurance here again.
Ummm that's what I see so far
Also, I don't do Tough and Weave (but I will when i19 hits). I find that taking 3 powers for more survivability is painful, especially when /Fire has a huge benefit to dying. I usually just carry purples and haven't had a problem running +1/x8 at level 38. -
Best solution is to run in a window. Use Command-Enter to do so.
