It's not going to be released until August 2012 because that month as 2 Full Moons in it. This gives them plenty of time to promote it and if the miss August 1st date because it still buggy, they can push back to August 31st and still keep the August Full Moon 2012 release date.

I do not think it could be made to work because influence is so cheap. Looking at major gold seller sites, it looks like 1,000,000,000 influence sell for about $9.
What price would Paragon Studios have to sell it to undercut the gold farmers? Lets say they could offer 1,000,000,000 for $5 or 400 pp. I do think this would lead to the massive inflation others are talking about. Would $5 be low enough to drive all the gold farmers away? Would they need to sell 1,000,000,000 for 80 pp or 160 pp to really drive them away. Honestly, I can not see them making a profit off of $9 atm, they must be cheating, just can not see them making 1 billion influence per hour or 2. I know they have cheap labor, I expect it like $1-2 per hour but with still can not see how they are making a profit.
Currently I not going to give my credit info to a gold farmer but I would really think about paying $5 to PS if I needed influence which would cause the inflation others are worried about. People will buy influence from PS where they would never do it from gold farmers. -

But those are all small, isolated minor changes (yes, even the Rikti saucer re-tilting) that left the majority of the map completely intact. Spawns may or may not have been reshuffled, but the zone itself remained the same. Granted, Melissa Bianco's explanation as to why more wasn't changed at the time was that they simply didn't have the manpower to do it. They could either choose to work on the story and new instance or on revamping the zone, and so they chose story and instances (good call).
Since then, I've continued to argue that the Hazard Zones don't need a graphical revamp, they just need new storylines added to the existing geometry, via new contacts. Not a single thing needs to change about Astoria itself for it to receive contacts inside it handing out missions. -

They are saying there will be a big announcement(s) at PAX and I expect one will be a launch date for issue 21.

I would be more worried about "few restrictions on weapons". Not happy with how things are going on the island, leave and set off your nukes or other high explosives.

I am going to disagree about them needing to allow demos of new powersets. Looks at game expansions, you do not get demos of them when they come out with new classes, abilities, content. Game companies expect you to buy the expansion if you want that content. Another example is DLC for games, no demos of them.
I suggest you read up on powersets and other items for sale before buying like you would need to do for expansions and DLCs. -

This is my personal theory.
We know the Resistance is into Steampunk. Who else is into Steam Technology?
Our Nemesis is flamboyant extrovert over the top Supervillain. Could Praetorian Nemesis not be a behind the scenes master manipulator and no one knows about him?
I believe that Praetorian Nemesis is secretly running / control the Resistance so everthing on Praetorian is still a Nemesis plot.
I know, you going to say that the Devs have stated there is no Praetorian Nemesis but he such a great behind the scenes master manipulator that even the Devs do not know about him. -
Nemesis is winning the war.
Btw, you forgot the "Coming Storm" (Sometimes I think the Devs have forgotten about it too) so there is another side. City of Heroes is getting as bad as a Marvel crossover.
