I'd be ok with recharges being affected if they lowered the cast time of the tier two and tier three blasts (with a bit of a damage buff as well of course.) Something akin to what fire blast or ice blast used to be on blasters with each blast floating around a 1 sec cast time.

Also, don't get me wrong, I am all for buffs to PBs. Like toggles applying to forms or at least supressing while in a form. More damage with the recharge rates as they are, or lowering the cast time of eye and blast, that kind of thing.

EDIT: I just did some math on it too. Using every damage proc available to that power and slotting it to the ED soft-cap (1.95) you wind up with a DPS of 46.4 and a DPA of 116.16. Compare that to my proposed version which has a DPS of 44.65 and a DPA of 178.6.
As we know the DPA is much more important at high level, but you lose almost no DPS and this is without recharge slotting. Once you consider recharge slotting, the proposed version pulls ahead with one SOs worth of recharge (.33) where the numbers go to 54.79 for the current version and 54.95 for the proposed.
You're better off no matter how you slice it.
What I would be concerned with about with your change would be the recharge to more than just gleaming bolt. Currently I can put gleaming bolt on auto with four damage procs (3 of which, the purple, the glad jav and the shield breaker, provide unresisted damage in PVP.) It's current recharge in my build before DR and hasten is .62 seconds. Before, I used to alternate between bolt and eye activating both in 2.67 seconds and land five damage procs + a hold proc or -res proc.
As it stands now, I can land 8 damage procs in 2.62 seconds or less with hasten running using only gleaming bolt. With your recharge changes I wouldn't even be able to spam eye and bolt effectively back to back. I'd have to pick up gleaming blast as well.
Now, working out the DPA and DPS values are beyond me but I can tell you the unresistable damage from procs make all the difference in PVP with resists being what they are (global resists.) If you can show me the math is better in PVP using a bolt + eye + bolt + blast 2.67 second attack chain landing as many as six damage procs with your recharges then I'll go for it.
But hey, if you don't want to, no worries I'll adjust as always if changes like this took place. But who are we kidding anyway? PBs getting a buff? Haha! -

No way! This spammable attack is great where it is. Slotted with procs it's awesome and I love it's fast cast low recharge. -

I pretty much only PVP on my PB, that being said I consider inherent fitness a bigger buff for human form...
I have never had any endurance issues in nova form, sometimes in dwarf. While the inherent fitness will be an added bonus for nova and dwarf, it is going to have little impact on my gameplay.
Inherent fitness for human form on the other hand is going to benefit quite a bit. I'll be able to squeeze in tough and glowing touch. Which will increase both my survivability and my teamates. -
Mind/Fire is the most popular PVP Dom atm. Mind/Energy is fairly common.

For Fightclub: ThunderKick and Brawl with high enough recharge so long as you have two procs in each attack. If your recharge isn't high enough then Thunder Kick, Brawl and Storm Kick with two procs each is all you will need.
For zone and non fightclub dueling: Storm Kick, Crane Kick and Eagle's Claw, with a ranged attack or two, or webnades. -

I serious doubt there are any PvP "fixes" considering how much the PvP "community" has pretty much pissed off everyone that was ever in their corner. Good luck with that.
Also with the PvP changes in I13, that crowd pretty much asked for every change that was done.

There were SO many complaint threads in the PvP forums, that usually turned into flame-fests that it was ridiculous.
PvP as a group burned their bridges. Time to get over it.
My guess it the full blown incarnate system, they don't want that leaked.

There is an overwhelming amount of evidence to the contrary to what you are saying about PVPers. Have you read any of the PVP suggestions, or dream list threads?
PC Guy had it right when he said the i13 changes were certainly NOT asked for by the PVP crowd which is also evidenced by the mass exodus of PVP players who ragequit over the i13 changes. Not only that, but Lighthouse (who was subsequently fired[?]) posted exactly who the changes were for, people who don't PVP but may want to try it.
AND...
As a PVPer I can certainly tell you I don't want to see DR hitting PVE. It sucks bad enough in PVP. -

Yeah but would it really be an issue with inherent fitness? I can run a ton of toggles and blast away indefintely in human form. Not to mention the built in end recovery of the forms. I've never had an issue in Nova with end. Dwarf...on occasion.
My point is, I think toggles operating in nova and dwarf are very unlikely to happen so am hoping for at least a small QOL feature in compromise. Players bellyaching about the added end cost can simply prevent it by turning off the toggles (which really shouldn't be an issue with inherent fitness + the form's end recovery.) -
Inherent fitness being active while in nova or dwarf is one thing but I doubt we'll see toggles being active in the forms. I'd be happy with just having the toggles suppressed in nova or dwarf just so I don't have to spend time turning them all back on once back in human form.
