I disagree that its powers conflict with itself - I know you're thinking of ice slick and frostbite, at least if I'm remembering correctly. We see the same thing - to some extent - in EQ and Cages, as well as Bonfire and Fire Cages. (Admittedly that last one is doing Fire's damage-damage-damage theme.)
I won't argue that AA should have its END cost reduced. It's one of the things that keeps me from taking it early in most instances (and still hurts later.) As far as the (as you put it) risk it takes to use AA? Ice slick in most instances counters that. Find mob, drop slick, jump in with AA. They're flopping, then they're slowed and confused. And that's ignoring your secondary and its buffing or debuffing and all the variance there (and don't forget, we have to keep Dominators and their /damage secondary sets in mind.)
As far as damage in ice slick... eh. It wouldn't make a lot of sense, to me. If we need more damage, up the damage in the regular powers.
Sleeps... Sleeps? Anyone take these (other than in Mind?) -
Usually "wherever I am" or, if I happened to log out/get DC'd somewhere that may not be safe, the nearest ledge/building/sg base.
Only one that bugs me is Arbiter whatsisface (lupin?) in Nerva. Mobs really need to be re-pathed around that. -

I'm not sure what to call this one - "wellness" sort of fits (without touching "fitness,") but I don't particularly care for the sound of it.
What is the category for? Those powers that boost both Regen and Recovery. This would let those powersets that have this type of power get a full set in there.
Quick (as in off the top of my head) rundown for powers:
Accelerate Metabolism
Speed Boost
Adrenaline Boost
Heat Loss (IIRC)
Drain Psyche
Physical Perfection
Hibernate
Painbringer
... and I'm sure I'm missing a few. Regardless, this is a set that would be usable by multiple ATs.
I don't think this would need to be a large category. Three sets - no purples necessarily (though I wouldn't argue, it'd have to be a fourth set.)
Early set: Five pieces. Recharge, Recovery, Heal (for the regen,) Rec/Reg, and a global. (What the global would be, I'll admit, I'm still kicking around. More recharge would be useful, but I'd rather not have the set be all about being another LOTG.)
The later sets (30+) would be a bit different. One would be more about bringing the powers back (recharge enhancement) and perhaps a little END reduction. The other would be for powers like Drain Psyche that could use some accuracy. I'd put that in here instead of having an "Accurate" set.
Bonuses - Haven't really thought through. The second later set (with accuracy) I could see having split DEF buffs (one set of melee/s/l at 3, the other set at 6 pieces) just because of Drain Psyche working at melee range. Other than that (and no "debt reduction," thanks) it's pretty much up for grabs. -
Finally had the first death on this arc. Not this mission, but the final one. Rad/rad. What killed me? Getting too close to another Echo and getting knocked back multiple times. EB? Cake.

One ambush starts when you click on the glowie. There's nothing in the end room ahead of time. Dont' recall the trigger for the other - I think it's once you pass a location. Mission 1: You're God.
Mission 2: Standard fare. Maybe -- maybe -- you get tripped up a bit by Trapdoor... but this "challenge" isn't particularly hard to figure out... and once you have his number, he's easy to smish.
Mission 3: Standard fare... until you reach the end of the map.
Now. With everything up to this point, combined with the contact's delivery, an expectation has been established. Up to this point, there has been nothing about this arc that suggests you're dealing with anything other than the usual.

And no, a ST blast does NOT bring the "whole mob he's stood in the middle of as well." It hasn't any of the times I've fought them, beta or live. Single target pulls a single target with both of them. Aggros *nothing else.* -

But in any event, it shouldn't see any changes to make it even slightly easier or as you would call it "less cheap." It's doable by any build with SOs. If the determinant beyond that is skill, then there is no problem.
Plus, honestly, if you have issues with this (OK, I'll give maybe the first time not getting an idea what to do - but even then, they're just not that rough,) how are you going to deal with future Incarnate content, which I'm guessing *will* be tougher because they'll expect you to have a filled Alpha slot (and later?)
I think I'm going to have to waterproof my computer given the reaction we'll probably see.
If your attempt doesn't work the first time (past RNG bad-luck,) then try tackling the problem a different way. There's no "verboten build" with this. The only builds I see that would have problems with this would be (a) the "Pure h34lz0r" with one whole attack, probably not slotted, (b) perhaps the petless mastermind, (c) some concept builds (all pool powers, for instance.)
You don't need an "IO'd out," multi-billion-INF build. You don't need to "have played the game for years, unlike the newbies." You don't need to be "melee only," you don't even need to be high damage. Just pay the slightest amount of attention to what's going on. -

On th eone hand, we have the echoes in the incarnate bit - which are sort of like reflections.
On the other, one of those echoes is one of Ruularu's aspects. Which isn't necessarily a point *against* it, but still. -
Or that could be some phrasing meant to misdirect. Which would be more interesting.

Back up and deal with all 3 waves.
Trigger second ambush.
Deal with all 3 waves.
Deal with portal in front/left. (Few seconds.)
Deal with portal on front/right. (Few seconds.)
Clean up stragglers.
Force Bolt Vanguard captain.
Duck around corner. Lay down Quicksand, Earthquake, VG.
Hold Vanguard captain. Chew up, spit out.
Bubble Rocky.
Force Bolt honoree.
Duck around corner.
Let Rocky take the aggro. Resummon once.
Hold, kill.
Time for the two EBs? Maybe 10 min.
Again, not "IO'd out." Mostly common IOs, a couple partial sets. Low damage powerset combo. You'll have to excuse me if I just *don't* see how people are seeing this as the least bit difficult, barring them jacking their settings up past what they can handle. (Edit: Or, of course, Mastermind pet AI being goofy.)
Didn't end up using *any* inspirations, despite packing some on the way. For *fun,* I aggroed the other portals (which did have quite a few rikti) afterward. Finally had to use insps. -

OK, admittedly on my namesake tank I dropped one APP for another, but that affected about six IOs - the others could still be slotted elsewhere. This isn't *that* major of a change, slotting-wise. -

See, I finished it with a non-IO'd Earth/FF. Not exactly high damage. And solo. Along with the rest of the arc. Also with an Emp/Rad. An Elec/Elec. And multiple other squishies. I'm making it a point to solo this arc. I'm looking forward to yawning through it on my masterminds and doms.
None of these, btw, are particularly IO'd, and certainly not purpled, soft-capped, hard-capped, baseball-capped or anything else.
Perhaps you need to rethink your approach. -

Well, the dev stance is "keeping 10 is us being generous."
This issue, though, we're getting two freespecs (announced previously.) So if you don't have a vetspec to use, and have used your current freespec, you'll have to wait for those. If you *do,* pull one set now (as in tonight, given the publish tomorrow,) pull another set of 10 with that, wait a week (think they said it was a week's gap between them) and pull the third. Either that or burn INF on a recipe, or burn vetspecs. -

Have a family member that used to sell Husqvarna machines that did that. Hasn't for years, though, so I couldn't tell you anything about them.

Of all of them, though, the Illusionists are the only ones that are an issue. Miss a bubbled Fake Nem or Ascendant, all they'll do is sit and stare at you.

Um... "Slot them where they were before?" We're getting inherent fitness - you don't even *need* to respec, if you don't want to. We're not getting, say, Invulnerability changed to Dark Armor.
If you want to make sure you have the slots where they need to be, use Mids (or just write them down) so you have enough in the proper place.
