My point is that it's possible to walk to it if you have to by going to the other side. A vertical power isn't necessary. -
That trick works pretty much for any "rooted" power. Getting the timing just right is quite tricky though. It's much easier on the "ground" powers than the rest of them in general. Timing has to be perfect to bypass the rooting and animations... so much so that it happens more often by accident than it would on purpose. lol

My junk laptop did the same thing. It's graphics card was some cheap intel thing. Changing drivers did seem to fix it for a while, but it came back again. It currently works fine, but very slow and laggy if I don't turn all the options all the way down. lol
Your Laptop appears to have the Radeon HD 5650, so i don't know why it would have that kind of trouble, unless you just need to do a driver swap as well. -

Again, you shouldn't need to clear them all, just make sure you have less than 5... unless you want to really be on the safe side and clear them completely. lol -

Combative healing allies in missions that you escort out of the mission can sometimes count for credit as well.

The lab maps are laggy? I didn't really play the Beta, so I missed the whole thing I guess. lol
I don't recall any crazy features on those maps, so I don't see why a good card would be required. I guess I'm missing something. -
What we meant was also check your contact list for any that display a Storybook, indicating that there is an active Arc. Icons with the Blue bookmark are Major Arcs. You are limited to how many you can have, which can prevent you from starting another one.

If it's not working, then the only other things I can think of is you either have too many missions selected (allowed 7) or too many active Major story arcs (allowed 5). Unfortunately, if those happen to be from Heroside contacts, you'll have to become a full Hero again to complete those arcs and free up room to start another one.

My primary, Master-Blade currently has 930.
My secondary, Robin Rogue currently has 906.
They still have a bunch of work to do though.
My tertiary toon be Hero. Teal Tabby be at 775, and has yet to go Vigilante yet. Yo-ho! lol

That contact in front of the tower is named Abriter Rein. Clicking on him will allow you to select your patron.

Look for the option for ToolTips and make sure they are enabled. I am pretty sure that setting is saved server-side on each toon, so I don't know why reinstalling would have reset it, but it's worth a shot.

Then again, if you just created a new character on the new install, it might not have used your own personal default because you have not designated one yet. In this case, I would log into a character that is set up the way you want your general default to be, and do all the chatsave, wdwsave, optionsave, bindsave stuff to ensure new characters will start the way you want them to. -
