Interesting little bug
That trick works pretty much for any "rooted" power. Getting the timing just right is quite tricky though. It's much easier on the "ground" powers than the rest of them in general. Timing has to be perfect to bypass the rooting and animations... so much so that it happens more often by accident than it would on purpose. lol
in other words... noty really a bug.
It's a bug, but it's not readily exploitable. Not every bug is an exploit.
I've noticed the same thing with certain attacks when I'm jumping around in a fight with my Dom. Most of the time my attacks root me, but occasionally I'll just use one and keep right on moving.

If I can, I try to actiave a power that roots me right before I click on a mission door. That way, the rooting doesn't really have any effect on me.
Of course, it doesn't work so well for attacks... >.>

I noticed the other day that it's possible to bypass the rooting animation on some powers. I have a fire-kin with superspeed and hot feet. I regularly turn my toggles on when running and get annoyed that turning hot feet on freezes you in place for a couple seconds. I realized the other day that there's a way around it. Hot feet can only be activated when you're standing on the ground, but I figured out if you time it just right and jump just after activating it, the power will still activate, but you won't get rooted and you can keep moving. I would assume it works with other powers that are marked as 'ground only'.
