This kind of thing is reserved for when they do it in normal issues, much like the alternate animations for Blasts, Manipulation and Assault powersets we're getting with Issue 19. As a person who brought almost all the boosters myself and is willing to buy more, I cannot agree that things like these should be locked out to those who can buy it.

Costume bits are things that are important to character concept. As others have stated, in a game in which making a character who's appearance fits your concept is a key point, these pieces shouldn't require that particular character to do some arbitrary in-game task in order to unlock them.

Making the player do the task in order to earn the reward is entirely reasonable, but forcing all characters to wait until high levels to earn key parts of their costume concept is terrible, terrible mechanics.

At minimum, a way should be added in which one character can send a costume unlock to another character. Even if it means they'd have to re-earn the unlock, at the very least they'd be able to do it, then send it to the new character and that character wouldn't be forced to play for many levels with a costume that doesn't fully fit the concept.

Reason:
While taking the heat-sink off of one of my brand stinking new GTX 480's (so that I could attach the water block to it), I had an accident and broke one of the capacitors off - ruining the card.

I explained what happened politely to the ASUS rep and asked if there was any way to get the card repaired - taking full responsibility for the damage (not trying to claim warranty or RMA) and offering to pay for the repairs.

Turns out they couldn't repair the damage, but decided to honor the warranty anyway and sent me a full replacement for the card. Now that's how you build customer loyalty.
