First, the rigs I'd like:
Multi-armed a la Spinnerette and Kali
Snake Tailed a la Snakes, Gorgons, Spiritualists
Bestial (male and female) a la Beast (can kind of do this now with beast run..but that's rather heavy end cost for flavor)
Huge Female (not really my wish persay, but I know some people want it)

Bestial (really just a tweak of stance would almost do it, might need longer limbs as well)
Huge Female (minor tweaking of Huge Male)

Ideal: Whole new rigs for each that have all power sets available.
What is stopping it: animation and costumes
Consider that over the past 7 years we have gained the animations and costume pieces currently available to the three existing rigs
Huge Female and Bestial are the most feasible and even there you would have clipping issues repeated several thousand or more times.
Let's look at snake-tailed real quick:

From the waist up most of the same animations can be used. From the waist down all animations have to be changed. Since animations aren't really seperated into waist up and waist down, that means that all animations would have to be changed.
now, some coding may be copied over, but it will have to be tweaked to make sure all body parts move in tandem
the legs are not as often used as the hands due to the rooting that triggering some powers causes, so you can probably get by with a handful of stock animations like:
sway, rear back, slight sway, hold, etc
kicks in Power Pools, Martial Arts and Street Justice, jumping powers and the like will need to be completely redone from ground up
imagine the time it takes to produce 1 new power set, now multiply that by 88 power sets.
now, take the amount of time it takes to put out one new costume set and multply that by 70.
That's the probably the absolute minimum amount of accumulated hours that will be needed for the Snake rig to be made available to us with full customization options.
Now, we have snake-tailed enemies, so some of this work has already been done, but only the basic level....they still need to produce new animations and adjust costuming options for the snake tail to make it available to us.

The multi-armed rig, is a bit more difficult because it lacks the resource of an already existing rig as the snake-tailed rig would. Also, with multi arms, a larger number of animations would have to be totally redone since arms are MUCH more active in this game and you don't want those extra arms just doing nothing.
In either case, I'd have to say one hundred thousand man-hours is an implausible amount of time in the case of the snake-tailed rig and deep into unreasonable for the multi-armed rig. (as in it should take much longer for both)
Also, now that I think about it, multiply those times by 2 to account for both male and female builds.
We are more likely to get unique rigs like this as specific EATs, which is a much easier to accomplish task.
However....I still want these rigs available to the common power sets rather than as EATs since I doubt the EATs will match many of my concepts for a character....in both cases, the character is likely to be a ranged/support style character rather than an up front fighter as adverse Runya here:
or Soda
or, the adverse, we'll get a snake-tailed set that is all lunges and constrictions and ignoring the possible mystical support staff and likewise for a burly multi-armed brawler instead of the mystical Deva character (which I know Soda looks like, but she's a melee)
In any case...I know these rigs are at the very least unfeasible, but I still think that they would make an excellent addition to the game.
I'm actually more interested in the multi-armed version, since I only really have one naga-esque character in mind and she'd be an expy off of my Runya above and be basically a spear(staff) wielding paladin type.
But I can think of several multi-armed characters from burly, muscular brawlers to gentle, serene mystics....
however, before we see multi-armed characters for players, we likely see them as enemies first...possibly for Arachnos or maybe a Hindu mythos themed issue/enemy set.... -

i also feel that your time to kill an EB/AV is highly skewed, my ill/cold for example can solo most AVs in <5 min while ive been on full teams that also kill an AV in <1 min (the best time ive recorded is killing director 11 in tin mage tf within 20 seconds)
the only AVs that take more than 5 min to kill are usually the AVs in the trials and those rarely take more than 10 min
Though, I admit that having a 5 minute battle that is balanced such that it takes that long without overwhelming the player is difficult.
Though perhaps staged battles a la Castillo are the way to go for unique EB fights...Eb gets to X hp, teleports or flies away and a particular situation develops and then the players have to deal with that...etc -

....I find it kind of ironic to be saying this since I've had a lot of conversations where the subject of darkness tentacles came up and the people involved (self-included) wished that the animations for dark blast didn't come with massive amounts of tentacles...
however...then I had a character concept:
and I started waiting for Dark Blasts to be ported over to controllers and dominators so that I could do a tentacles galore person
now, what we have now is awesome and MUCH more useful for a broader range of concepts than tentacles (heck, color it right and you have sun or water control, actually), but I find myself still wishing the tentacles were an option for those oddball concepts where they would fit, such as my little insane but friendly demoness of crushing up there (granted, she's slated for a novel, so I doubt that Lusca Kraken there will show up as is in CoH...but eh)
in addition, I'd like similar options to what Dark Control has to be available to Dark Miasma, Dark Blast and Dark Melee
so, basically, I'd like to see three variations on Dark powers:
living shadows (the new effects)
tentacles from beyond (the old tentacles)
skulls and ghosts (also from the old effects)
or, hmm:
Living Shadows (new effects)
Eldritch Power (tentacles)
Restless Dead (skulls)
as adverse what we have now:

Some powers would be altered, I'll do Dark Melee as an example
Dark Melee
Smite, Shadow Punch, Shadow Maul and Siphon Life are all fine
Touch of Fear - shift to the Living Shadows swirly fear lines, or lesser tentacles rather than the skull except for "restless dead" animations
Midnight Grasp - switch to Living Shadows swirls or something like the ghosts aura except for "eldritch power" animations
Dark Consumption and Soul Drain - Have swirly lines rather than smoky for Living Shadows, have small circle of surrounding vines/tentacles (my plant-lady scrapper would love this for her soul drain) for eldritch power and as is for restless dead -
Currently, Elite Bosses aren't much better than regular Bosses against heroes.
They have more powers and weird combinations, example of Frostfire with his two pet powers, but in general they are not much more dangerous than a regular boss when prepped for.
there are some exceptions, of course, Protean even as an Elite Boss is dangerous
and I tend to think all Elite Bosses should be around that level
a) at least half the HP of an average AV or twice that of the average Boss of that level (which ever is higher)
b) inherents, scrapperish EBs should have critical, tankish EBs should have taunt (making it hard to clear minions which might actually be doing more damage to you), controllerish EBs should have overpower (make those melees actually worry about whether they have breakfrees occasionally)
c) gimmicky, adding an inherent in some cases might be enough (Overpowering holds especially will drive some people to tears), but anything on the level of an Elite Boss should be tactically and visually unique...Heracles' aura of resistance is nice, but rather bland for an EB, Protean's thing is interesting....perhaps give a tankish EB unstoppable or something similar without a crash and recharged every 4 min (ie, 1 minute after it drops, its up again)...you could even flash big orange letters saying "Heracles appears winded!"...even better is making ways for the player to produce gimmicks that inhibit the villain...or gimmicks where they have to do something to avoid being hit by a gimmick
d) Big floating orange/red letters "Protean is about to do X" type stuff (these give kind of a comic cover feel in my mind and make the fight more memorable)...this could be an option, however, for the players that prefer not to have it
e) at a certain point, EBs should adopt Rabbit AI (hit and run...Tsoo Sorcerer/Sky Raiders/(elemental) Thorn Casters)...or after taking a certain amount of damage within a certain amount of time....Diabolique's habit of flying away makes for memorable combats
f) the HP and End bars should move, even accounting for heals...the player should feel like they're making progress but that it takes work
g) if the EB himself is not overly tough, make a fight that focuses on waves and waves of minions..require the players to have to fight to even get to the AV, much less hurt them...besides, wading through minions is fun and fitting to the genre
h) any EB fight should take around 5 minutes for a team (long enough to make unstoppable crashes a worry) and around 10 minutes for a solo player...they should not take longer than 15 minutes for a team or 45 minutes for a solo player (by comparison, an AV should take at least twice as much time)
Unfortunately, there are a wide range of power levels for players in the game so I know it will be hard or impossible to fit all of those (people able to solo AVs will likely finish EBs in less than 5 minutes, for example)
Anyway, some lists of good fights (these are mostly AVs, but follow some good patterns, some adjust the orientation from being that hard for a team to being that hard for a soloist):

Nictus Romulus
Diabolique
Protean
Lord Recluse (STF)
Thorn Tree
Riptide and Harbinger
Captain Castillo (Roy Cooling arch) - great example of an annoying basically cowardly/self-serving villain that is relatively easy to beat but has lots of great gimmicks to that(those) fight(s) -
I think they're looking at it the way they looked at Tips:
ie: "people will want to solo these, best not put AVs in them"
I disagree of course, I think some people will have teams and others will want to solo those AVs, but I think that's the philosophy -
content at any level is welcome....there are some other zones I'd like to see content on:
Perez Park, possibly dealing with the Hellion v Skull war
Eden
Terra Volta, it has the trial, but given the zone it could have so much more
Boomtown....clocks, trolls, the council v column war...soooo much stuff that could be done
I'd also like to see more revamps of zones like Atlas Park slowly and mostly, here's what I'd like:
relegate the old storyarchs to ouroboros (don't get rid of them completely of course, there are some good ones in there) and institute new archs for each zone with altering appearances, buildings designed specifically to be mission sites so that the outer building looks like the inner building, etc
It would be nice for each zone to have 4-6 storyarchs available to it
it would also be nice to see the zones phase/change based on what the character has done in game
for example, if you fail to protect the tower in one of the new steel storyarchs, then that tower should be a burned wreck (or wrapped in construction workers and scaffolding) in the zone as long as your character is the active one
for that matter, I'd like more missions where it is possible to fail a portion without failing the entire mission
and more missions were there are alternate possible results such as the Fight with/against Icedrone thing in AP's Skulls arch
given that with phasing and active character stuff going on, each of our characters is existing in overlapping alternate realities...in which we are becoming the main hero of the world....perhaps have some billboards or statues that appear as us while we are active, dependent on how high level we are.
In that regard...stone dopplegangers, so the giant statues in our honor can be animated to destroy in an fit of villainous pique or heroic irony
anyway, yeah...I want a lot...including the ability to have multi-armed kali-esque Deva characters (but that's unlikely...I'd bet we get the snake-lower body first and even that is so problematic that it's probably never going to happen....too many things that would have to gain new animations...) -

Re: Everyone else - Thank youI can only hope that this quality eventually shifts closer toward being typical, because it really, really isn't right now!
but anyway...I tend to think in terms of levels:
Talented - can just do it, doesn't necessarily understand why something works, just intuits it
Skilled - can do it and understands the reasons behind why things work the way they do
Professional - can do it even when you'd rather not, can do it consistently
Master - does it as naturally as someone talented and understands the reason behind everything done
I tend to look at talented as being something of a head start sort of like leveling with patrol xp on a permanent double xp weekend, because with enough effort you can get to the higher levels without it (the only thing you can't teach is ideas and imagination, really)
in any case, you are clearly talented...the collection of tutorials you reference below tells me you are skilled. So you're well on your way to being a consistent artist.
granted, this is just me speaking...I'm a layman from an artist's perspective (despite the amount of stuff I commission every year), but I like to think I know how a good image works.... -

you could even take a page from Rifts where the center of power for one faction in Japan was a massive yggdrasil style world-tree
in this case, you could have two factions in Praetoria Japan...one a naturalistic/traditionalist ancient style Japan and the other a mecha and gundam cyber-Japan
where they exist in a sort of uneasy truce of "dealing with bigger issues" due to Praetoria and Hamidon...and maybe other things -

I think that, if she ever deigned to join the Talons (which she wouldn't, she doesn't need their help to punish the guilty :P), the Talon version would be a claws/WP stalker instead of a fortunata.

not looking it so much as joining the Talons as much as it seems to be a semi-contagious magical transformation
in fact I like using the Talonified version versus the Talons and imagining the "Isn't she supposed to be on our side now?" -
I'd really like to be able to respec just, say, the last 5 levels rather than having to go through the whole process just to replace one power I decided doesn't really work for me.

Sometimes you really did feel like the world was really large, and there was so much to explore, and that was wonderful. But it sure got old fast, particularly if you were trying to catch up with others to form a team.
Anyway, one of the songs on the Twister track has the line: "Living in a world of virtual reality" repeated several times.
So, after driving from around 4am to around 7am or 8am, my brain immediately supplies:

Granted, this works best for characters who are basically human to start, but create a version that has been corrupted by the Talon of Vengeance force.
I assume, of course, given the power level of people dealing with the Talons, that even Talon-ified, they're still operating more on their own will than the Talons, but eh:
