Build up with 3 IOs after dr = 83% recharge
Buildup recharge time = 90 / (1+0.83) = 49.18s
Build up with 2 IOs = 84.8% recharge
Build up with 2 IOs after ed = 83.32% recharge
Build up with 2 IOs after dr = 72% recharge
Buildup recharge time = 90 / (1+0.72) = 52.3s
The question becomes is that slot worth 3 seconds of recharge on a single power. In most cases it is not.
**As a side note, this system was supposed to make average players more competitive against players with more expensive builds. However, the system favors min/maxers even more so then the pre-i13 system did. -

Recharge is affected by DR, but it is not displayed in the combat attributes window.
DR is applied on slotting per power and totals. Ex.
You have 111.25% global recharge, and 80% recharge in said power from slotting enhancements. DR is applied to the enhancement slotting for recharge, the global bonus is added, then the total is DR'd.
80% recharge (from enhancement slotting, not bonuses)
apply DR -> 69% recharge
add global bonus -> 69%+111.25% = 180.25%
apply DR to total -> 180.25% = ~131%
So your pve 191.25% recharge between slotting and set bonuses becomes 131% in pvp.

You skipped a good amount of the support powers available. A good amount of people who pvp shy away from 1v1s, especially against /therms since there aren't may toons that have a counter to the end drains. I'd recommend picking up at least the ally heal and the shields. Shields will help you because your build only has 25kb protection and they can be slotted with steadfasts. You should shoot for around 41kb protection. Also might want to grab some more hp.
Also you only have 9% accuracy bonus. If you happen to come up on a loldefense toon and miss with melt armor, you may not be able to drain them fast enough to survive. So bring yellows or shoot for at least 30% accuracy. -
Pros will probably say you need to squeeze in 4 more kb protection. Switching your slotting of shark skin to 3 glad armor and the steadfast kb IO, and stealing a slot from hibernate for a kb IO in acro will get you there.
Also, you're over the limit on one of your hp bonuses. Switch Aim to an adjusted targeting set, or change your slotting on world of pain.
If you care to, you can also move that last slot in nullify pain over to maneuvers to slot a lotg 7.5 -

Why are people saying sharks are broken? Sure if you hit BU and have procs in sharks you can get to 600-700 dmg with crit but it is not constant dmg, besides considering you sit there for 3 sec wide open and only can reach that number with crit, i would assume dmg suppose to be somehow high, no? Sharks alone won't kill anyone, had 4 stalkers sharking my emp in RV today and i lived and this is with HD and TS.
Broken powers/items:
LR from rads since it doesn't get DRed.
Sleep proc: chance for placate has 100% chance if you variety mez from different categories.
Placate on stalkers still doesn't work well ..sadly :/
IW and mez prot/res for epic ATs (arachnos, khelds) still get supressed while being held/stunned etc.
Poison trap...do i need to comment on this one?
Benumb suppose to reduce targets mez res (according to power info) however doesn't do it anymore :/
Hold procs can hold anyone for full time because procs itself are unresistable so mez caused by this procs is also unresistable > doms/troller holds wth
Gale's KB doesn't get supressed and can be stacked.
That being said, I don't believe sharks are broken. That list looks about right to me. +1/-1 tho.
Gale isn't "really" broken. To my understanding it applies 2 ticks of knockback and they only stack if they happen within the same server tick. Server ticks happen so fast that its a random thing when it does occur. Its not something that can really be planned or coordinated, and subsequently can not be exploited.
The one that you left out is Blaster MM Drain Psyche. The -end component is -500% unenhanced. The Dom version is only -80%. I doubt that's intentional. -

Television is bad! No, I don't mean bad as in good or bad how the PvPers use it. Think about it; how of us have done tasks for the television that we actually wanted to do? Sure burning books is fun, and we can all appreciate the value of repeatedly killing Freakshow, Devouring Earth, and Nemesis. These were no normal tasks you were hired for. The Television is not your friend. It lures you in with promises of amazingly entertaining programming or memories of fond moments past. In actuality you are a pawn; nothing more then an actor in a show that The Television is directing.
The Television has destroyed books and The Radio. It is the way of things. The old will always be replaced by the young/new. Obi-Wan and Vader couldn't avoid it. The Radio couldn't avoid it... And The Television knows it is next. Whether the assassins come from The Computer or the AE by means of Dr. Aeon, they WILL come.

As for the defenses making a difference A toon with 70% accuracy from slotting, and 40% from sets, and tactics will have an 83% chance to hit a toon with 31% defenses after DR.
The same toon with .
33% defense will have a 77% chance to be hit.
36% defense will have a 69% chance to be hit
39% defense will have a 60% and so on.
That is without elusivity. IMO every bit of defense counts. -

Trying to stay on topic... If someone comes in trying to figure out if something works or asking about certain powersets; it's understandable the generic answer is "re-roll as <insert fotm>". If someone isn't knowledged in the system then pointing them towards the easy mode toon is most likely their best chance of success.
As a side note, from browsing the forums here, observing in kickballs and arena matches, and doing research I was able to take what is considered a sub-par toon and do very well. I don't find it surprising that the pvp forum frequenters can do the same; with an understanding of the system its possible to come up with oddball builds that have certain advantages they can capitalize on. Most people are simply not good players and can not do the same. Its noticeable in PvE, but even more so in PvP. The PvP forum frequenters that I've come across in game have mostly been skilled and in general not terribly rude (a few exceptions tho). Those who are seeking guidance, and not spoon-feeding, can find it.

This past weekend I started playing my Fortunata in pvp again. I went from 0-230 rep and picked up 3 pvp IOs. Much smaller sample size, but seems to be in line with your findings.

Villain accolades require less GMs, less AVs, less task forces, and less kills. CoH requires 7 task forces, 13 AVs, 3 GMs (or more, I forget, but it's at least 3), and more kills. Not only that, the kills are on insanely irritating things like Sorcerers and decoys.
I've earned every single villain accolade at least twice. All the HP/end ones can be earned in just a few hours (I have the full set of HP/end on 5 toons). I've never once earned Eye of the Magus or Task Force Commander, and Portal Jockey only once. You'd be hard-pressed to earn Task Force Commander in any reasonable amount of time. And enjoy doing 6 TFs that are just 10+ kill-alls of the same gang in a row. On every character.
The only annoying one redside is Force of Nature since it requires so many kills of Longbow and PPD, and the arson badge is buggy. But considering the blueside equivalent is Geas which requires over 1600 kills on enemies that only exist in one zone, a TF, and 2 GMs, I'd say that's about even. And the only one I'd say is easier or faster on a hero is Atlas Medallion. And only because you have to get a team of 8 to do half of the LRSF to get Marshall.
If GR lets me mix-and-match for accolades, I'll be getting EVERY accolade except Atlas redside. -

Along the same lines Ultra rare recipes are this game's 'elite gear'. They're completely random. They are not rewarded for completing master's runs or harder challenges at +4. The most efficient way to attain these rewards is to farm (either for the drops themselves, or for inf to buy them). Why the most valuable items in the game are attained through the most boring means is mindboggling to me.
The game rewards neither skill nor player coordination; only time invested.

Interesting point on the HOs, hadn't considered that.
If you go with the red fortunes you can switch out a CI set for a makos. Get the damage bonus, 4 more hp and some more padding to your range defense. Would work in strike since you don't need much recharge in that power with your attack chain -
Few things about that build.
1. You're using the gladiator's armor unique to get some defense. Widows have lots of options for getting defense, there is absolutely no need to use such an expensive IO. Quick fix for that would be switching out that glad slot and moving it with one of the slots from TT:A over to fly and slotting a BOTZ set. That puts you back over the softcap.
2. Using HOs in Mental training and swift is wasted since those powers don't use endurance, just slot regular IOs/SOs.
3. Mask presence slotting is kind of unusual. If you were going for the recharge bonus use Red Fortune instead. The +6% to-hit isn't going to do much for you pve-wise; with all the accuracy slotting you have and TT:L you won't have a problem hitting anything.
4. For SF/TFs you might conisder switching dart burst for spin. As a widow you'll usually be in the middle of the action and you'll have to pop out to lineup the cone. With spin you can still do good aoe damage and be able to stay in melee.
5. Having a stealther on tfs is always useful. Toss a stealth IO into sprint!
Otherwise your attack chain looks fine. Remember when doing DPS calculation you have to add about .6 seconds to the attack chain time for the claws redraw after using gloom (hopefully BABs will figure that out eventually). Have fun beatin those AVs!
