Years ago, the Devs came on the forums and asked the community about the player's willingness to accept advertising in game. This lead to a LOT of discussion with most people OK with it, but a loud minority being firmly against it. The Devs put a flag in Options allowing anyone who opposed it to turn off the in-game advertising, and then we saw a few advertisements for a short time. The ads disappeared after a fairly short time, and we never heard about it again.
Personally, I liked it. It fit in with the City theme, and I've been tired of seeing the same billboards for 8 years. -
I'm not quite ready to do my "So long, and thanks for all the fish" post yet. (For those of you who don't get that, it is a reference to Hitchhiker's Guide to the Galaxy . . . it is what all the dolphins said as they left the Earth just before it was blown up to make way for a hyperspace bypass.)
I (kind of obviously) love controllers and I have enjoyed sharing my experience just as many folks shared with me over the years. There have been lots and lots of people who shared their experiences and ingenuity. We also have to thank all the people who stepped up to provide resources like Red Tomax (City of Data) and Midnight (Mid's Hero Builder), and most of all TonyV and everyone else at CoH Titan, who continued these great resources. Arcanaville is another person who deserves special mention as a great resource of information.
There were also lots of folks who wrote guides. These guides were increadibly useful to me, to the point where I wanted to contribute, too. Also, helpful folks on the forums spent countless hours reviewing people's builds to help fellow players improve their characters. The Forums have been one of the best parts of an already great community. -
I thought MCD made a great Kingpin in the Daredevil movie. There are very few actors who had the physically imposing presence that Mr. Duncan had, while still being able to be a quality actor. A few people complained about the change of race, but I can't think of anyone who was more suited to play Kingpin. Regardless of one's opinion about the rest of the film, MCD was very good.
and his voice was so unique and distinctive. He was great as Killowog's voice. He was a gorilla general in Tim Burton's remake of Plantet of the Apes. He was even in an episode of "Chuck." I have seen him in a lot of other roles over the years and always enjoyed his performances -- even in not-so-good projects. Very sorry to see him die so young. By all accounts, he was a really great guy to work with. -
OK, here is my theory, based in part on the corporate-speak from the announcement. (1) We know that Guild Wars 2 is having major server issues. GW2 is supposed to be a big money maker for NC Soft, but they have stopped selling on line due to the server issues. (2) We know that CoH was making a profit, but not a huge profit. CoH was not shut down because it was losing money. (3) We know that corporations are all about making a profit. (4) By the crappy way NC Soft handled the situation, we can assume that they made a quick decision and may have had a deadline. We know that the Devs had no idea this was coming.
So, what if the corporations wanted to re-purpose the CoH servers to use for GW2 in time for Christmas sales? CoH is an old game that probably won't last too much longer (in their view) and only generates a small profit while it uses assets (servers) that could be re-purposed to make a bigger profit. Considering the losses suffered by NC Soft, they might have decided to re-purpose the CoH servers rather than make new ones to deal with the GW2 Demand. NC Soft may not have anticipated (a) the server demand for GW2 and (b) the cash losses from Aion. If they had plenty of cash, they could have built new servers. But with a shortage of cash, they needed to find a way to provide servers for GW2 without spending cash. Leasing would be more expensive than re-purposing assets they already had and were using for a less-profitable purpose.
I don't know what would be involved in revising the servers to run GW2, but the rest of this theory seems to fit the corporate mind-set and the timing and the poor way in which it was handled. They had to rush to give the 3 month closing time for City of Heroes to be complete before the Christmas season. By shutting down some marginally profitable assets and changing them over, they will make more profit without incurring a significant cost.
It is kind of like a store that sells off slow-moving merchandise at a loss to clear inventory space and cash to buy new merchandise that will sell faster and turn a greater profit. -
I just counted them up, and on two accounts and across about 5 servers, I currently have 42 level 50s, with 17 Controllers -- I like Controllers. And I have a few in the mid to late 40s who may push through (just got one to 48 last night). I have one of every AT except my two VEATs are in the mid 40's. I may try to push them through, just to complete the set.

It has been nearly 12 hours since the news broke, and I need to express my heartfelt appreciation to the Paragon Studios team for all of these wonderful hours playing this game. This game has helped me get through some tough times recently. It introduced me to two of my best friends. It was my first MMO, and while I have tried a few others for short times, nothing else comes close.
I especially appreciate how much the devs have tried to please the players. I remember one regular Tank player whose name escapes me at the moment, but he was a fireman in real life and a strong advocate of the Battle Axe set. He was also one of the most helpful people on the Tank forum. As soon as customizable weapons were added to the game, one of the options was a Fire Axe. One of you guys came on the Forums and said that the Fire Axe was specifically designed for this one player. It was awesome and actually touching to see how much you respected and appreciated one of your players.
One of my favorite forum moments: Someone posted a complaint that during Rikti Raids in Steel, all of the players were fighting for their lives while Positron just stood there, not helping. After several joking responses by players, Posi posted, "They're all grey to me, no XP." Perfect answer!
City of Heroes isn't just a game. It is a community, a diversion, a form of therapy, and has been a part of my life since December 2004. I started with one account, and then bought a second for my wife. When she quit playing, I maintained the second account for the kids. My youngest son and I still team up on a regular basis, and it always gives us something to talk about.
It gave me a chance to help people, too. The players of this game have used the forums and the channels to develop an amazing community. I have enjoyed sharing my experience playing this game with others, as it has enhanced my enjoyment. It will be hard to say goodbye.

Others already answered, but I thought I would add my two cents. Mezmerize is a key power for the single target attack chain. Dom-Mez-Lev. If Domination misses, then Mez sets Containment for Levitate. Plus the one-shot sleep for bosses. Plus the damage for the attack chain, which is the most important part.
As for Mass Hypnosis, I found that it was a great power for (a) setting Containment for Terrify slotted for Damage (I use it frequently for this -- that way, I can save Total Dom for control rather than setting Containment), (b) a nice way to incapacitate a room without drawing aggro (fantastic for stealthing and getting glowies), (c) a nice power for stopping an ambush while your team is dealing with another group, (d) A nice place to slot the cheapest purple set, Fortunata Hypnosis.
World of Confusion sucks. Confuse should be better slotted -- a no-aggro single target confuse is great if you use it a lot. (I discuss many of its uses in my Illusion/Rad guide.) -

Grav is a single-target damage set with weak AoE control. In low levels, I found the lack of any AoE control other than the AoE Immob to be frustrating. But since Crushing Field does not have knockback/knockdown protection, it combines with Freezing Rain to make an Immobile knockdown field. I found that helped get me through the low levels.
Wormhole lets you set up a "corner of doom." Set up Lightning Storm, Tornado, Singy in a corner, then Wormhole in a group and hit them with Freezing Rain, Crushing Field and hold them in the corner with Hurricane. it is not fast, but it is really fun. The combination of damage from three damage pets is pretty awesome. And because Gravity is a ranged single-target set, it is not a problem when Tornado throws things around. Of course, the Overwhelming Force KB-to-KD proc reduces that knock-around.
Plus, you can stack stuns with Wormhole and Thunderclap.
Combine Steamy Mist with Super Speed (or a Stealth IO, but I like Super Speed for the maneuverability) for full invisibility. This lets you lead Singy into a group to draw all of the aggro, then you can back off, protect yourself with Hurricane while you pummel foes one-by-one with GD-Lift-Propel. Singy makes a great tank, almost as good as Phantom Army, especially if you slot both pet Resist procs. I find that this is a key strategy for me . . . let Singy tank while I debuff and pound away on foes.
I found Hurricane to be amazingly useful on my Grav/Storm . . . much more than on any of my other Storm characters (and I have a lot of them). When I aggro a group, I can duck around a corner with Hurricane on. I'll pick out one foe to clobber (at range) with GD-Lift-Propel while Hurricane keeps the others from bothering me with its huge ToHit Debuff and repel. As long as they can't stay far back at range and take pot-shots at me, Hurricane keeps me mostly safe while I take 'em down.
A fun mini-game is playing minion ping-pong with Singy's Repel and your Hurricane.
Other combos you might look at is Grav/TA or Grav/Time, but I really enjoyed my Grav/Storm who played mostly solo. -
Here's a build that will go quite a bit more than that 500 mil budget. It has Perma-PA with only one Siphon Speed. It has S/L Defense of about 36% -- could be a little more with Maneuvers, but I wanted to fit in Recall Friend. You could add the purple Hold set. You could replace Afterburner with Maneuvers or GI.
I like Fly for this character to stay just over the battle, out of melee but still close enough to use the Kinetics buffs. By flying overhead, you might be able to encourage Phanty to use his knockback as Knockdown. (One option might be to use an Overwhelming Force KB-to-KD in Phanty -- but I don't know if that will work.)

Was it just a matter of convenience of having the IO or recipe for it already, and the difference would be minor so you just used what you had, or is there some benefit to the Accuracy portion I don't know about? -
Here's my build for my Illusion/Time/Ice. His Recharge shows in game to be 227%, and has capped S/L defense. I like several of the benefits of the Ice APP, like Hibernate and the fast Ice Blast.

There is an extended version of the movie Hancock that directly addresses the reproductive issue. I thought it was a pretty funny scene, but I see why it was cut out of the final version. It is not hard to imagine what happened, considering the first half of that movie.

There's certainly nothing wrong with preferring Ill/Cold, but I don't see why playing an Ill/Rad would be boring. -

I'm soloing high mission diff in DA with almost no problems.
The one thing I'm noticing happens to be bugs though.
Defilers cast Ice Storm. But, instead of casting it on your PA like they should try to, it auto-centers on you. No biggie. Just move out of it before it does any serious damage.
Ill/Anything is kinda rough at the get-go. Once you have PA though, the game COMPLETELY changes for you.
Normally what I'll do is sneak in on a group, drop PA, wait a sec for aggro to be anchored, then drop debuffs.
From that point on I move in a bit to allow my Phantasm to aggro and then start sailing in Spectral Wounds, Deceive, Psi Tornado, and my Vet ranged attacks. Stuff just falls over dead in droves.
Oh, and for those times when you get the Recharge Bonus off Secondary Mutation?
YEAH BABY!

The biggest problem I see is the lack of Blind. Blind is essential to set up Containment for Spectral Wounds. I don't care how well you slot Spectral Wounds, you will get a lot more damage if you double that damage with Blind first. Plus the single target hold is an essential power. Plus, you can add some damage to it as well. My usual recommended slotting is 4 Baz Gaze, an Acc/Dam Hami-O and a common Damage. You can get more damage on average with some procs, but that damage is inconsistant. I would rather have the consistant damage.
You also miss out on a lot of damage because you can't take advantage of Spectral Damage. I explain in my Ill/Rad guide how important it is to have a fast attack chain so that you can kill off lower level foes quickly before the heal-back. You really need an attack chain of Blind-SW-Blast-SW. You have skipped the APP blast needed for this. This blast is far, far more important than a situational power like Fallout.
You have a damage proc in Deceive. One of the best aspects of Deceive is that it does not draw aggro. No aggro allows you to stack it on a boss (or even an AV) or re-cast in case it misses. Putting a damage proc in the power will have a chance to draw aggro if the foe is not confused on the first shot. Deceive is one of the best ways to avoid having problems with bosses when solo or to take out a problem foe who has debuffs or mez, and the damage proc can ruin that.
I see some significant endurance issues if you actually run all or most of your toggles. I explain in my Ill/Rad guide why I don't like Choking Cloud for an Ill/Rad . . . but if you are going to take it, you need more Endurance Reduction. (I would drop Choking Cloud and use those slots for Blind, taken at level 1 or 2.)
The other points are more personal preferance, but I think I have some pretty good reasons for my preferences.
I'm not a fan of running Maneuvers unless you have a bunch of Defense, but that's OK if that's what you want to do. I just don't think it is really needed if you have Perma-PA. It may provide some small benefit for the team, but the power doesn't provide hardly any benefit for you.
I have no idea why you have a Stealth IO in Sprint when you have both SI and GI.
Ling Rad needs an Accuracy and that's all once you have a perma-PA build. You don't need 2 Recharge. It needs that Acc because it needs to HIT on AVs for the -Regen.
Combat Jumping only uses .07 endurance. It is a waste of a slot to add EndRdx to it. Also, rather than spending a slot in CJ for a Karma -Knockback, why not put a Zephyr -Knockback in Recall Friend, where the Recharge has very little benefit? That would save you two slots.
I'm not a fan of the Psi pool for Illusion because it is the same damage type. Foes who are Psi resistant will be hard for you to defeat. I understand wanting mez protection, but if PA are drawing the aggro, you shouldn't get hit with Mez very often. (However, if you are running Choking Cloud, I can see why you would need Indomidible Will more since you draw more aggro.) I like the Fire pool because Fire Blast and Fireball do more damage quickly -- up front damage helps you kill faster and take advantage of spectral damage. If you want a place for a LotG Recharge, then you can go with the Ice pool -- Ice Blast, Frost Breath (or Ice Storm, but I like Frost Breath better), Ice Armor and Hibernate. Both Fire and Ice are rarely resisted so they will help you defeat foes better. My Ill/Rad guide discusses this in more detail. -
