((Seriously, I swapped my single target PvP build for a fire/ice tanker with 2 attacks, as it was taking too long to target a non-pet)) ... most fun I've had with him in PvP ever.

Fire is more damaging PvE, since you get fiery embrace and a lot of AoE damage.
Thorn is slightly better PvP
Primary can make a lot of difference - Plant/Fire is incredible fun and some of the easier powers fit really well... I've never played /thorn but flith did and he was surprisingly effective in PvP ... at least, everybody he fought against found it surprising -

This sounds a lot like my build ... I've got one shield in human form and that's that. But between the mires and the base forms, most of my slots up to 30 get gobbled up and that's before you look at any of the great human controllery powers I plan on using to make my grand entrance.
I don't deny you could take a bare minimum of 4 or so powers, slot them up and be effective - but there are so many great powers, all of which could *use* the slots that I'd quit happily give up every power pick from 44 up in return for an extra 3 slots at each level. -
Just picked up my Warshade (after a long time) and while most of the guide is OK, I had to laugh when I re-read this part, after playing a warshade a bit more

Given that quants/voids can 2 shot you, you need the extra xp to offset the debt

I'm pretty certain when that lunatic managed to get up to 50, then get a kheldian up to 50 (in beta!) that the scrapper took less time ... -
If you really want Flash, then you have no excuse to not add 3+ Rech to Siphon speed. I'd top that off with a slow, but that's just personal preference.
Seriously, 3 slotted hasten + 3 slotted siphon speed = much goodness.
The end redux on superior invis is overkill, especially when you have transference. 1 or 2 slot.
Unless you're planning on stacking IR for a couple of seconds, slap a jump enh in.
3 acc in fulcrum shift seems a bit excessive, but up to you.
Lose the epic blasts. OMGWTFBBQ!!eleven they nerfed them all!

EDIT: think about picking up Increase density and three slotting for resist. You'll need that when phant is at -1 ... -

All of this is dealt with in the US post linked. Due to the stacked AM, you really want this perma which requires six+ (or so). I suspect some of the requirement for "all" rad is due to wanting it perma while getting up to SO level.
I can almost see the use of a sonic or bubbler, since it does remove the requirement for stimulant.
But honestly, it sounds like great fun on a conceptual level and if I could spare the time, I would love to join (I have a fire/rad on every server I play regularly, and two on union). Before anyone thinks I'm therefore biased, I also have fire/kins, mind/storms, grav/ff, ill/rad ... etc.
ANY all controller team would be great (mucho containment) and I in fact used to regularly play a duo of Mind/Storm and Fire/Kin and got them through a number of TFs. Plus the time I spent on the all dominator team shows just how effective total control can be. Couple that with lots of buffs....
However, if you want to start (another?) all fire/rad group, go for it and have fun. Let me know if it is as insanely great as I suspect it will be. -

If this is a PvP build, I'm a bit surprised I don't see Stun - quick activation and coupled with Total Focus, people will hate you. really.
As for, will this build be end heavy - well, it is a brute, by definition any brute that isn't end heavy is overpowered
Barrage is so late I honestly can't see the point. -

yeah, I've only softened my attitude from "shut the [censored] up" to "I understand that the Devs have provided a large motivation for non PvPer (such as myself) to enter the zone and that we are fair game for the PvP types as a result. If we aren't happy when the risk part of the risk/reward equation turns up, we should just leave the zone as we aren't upholding our part of the deal (big benefits, put up with PvP). In fact, they put the zone exit right next to the hospital to speed this process up"

Actually, I'm not a PvP but was firmly in the "it is a PvP zone, they warn you of this on the way in, [censored] camp" but thinking about this from others' perspective (always difficult for someone as wonderfully self-centred as me) it makes a lot more sense. They basically throw all this [censored] in to the zone(s) for;
- Some semblance of story to PvP (or you'd just expand the arena)
- Give PvPer something to fight over, rather than just head to head all the time (you could put goals into arena type matches I suppose).
- Try to entice some non-dedicated PvP types, in the hope they'll stick around, or at least ensure a steady stream of visitors (I'm looking at you, mr. shivan shard)
So while the PvPer are absolutely right that it is a PvP zone and if you're in there you should damn well PvP, non PvPers who have been enticed in due to the non-PvP incentives (Shards, Nukes, massive xp/prestige, I'm not including Siren's SOs in this) can't really be blamed for coming in for what they want out of the zone, since the devs obviously intended to motivate people (specifically, non-PvPers) to come into the zone. I think the most I would hope for is some common courtesy, with the expectation that if a PvPer is going to demand PvP I either leave the zone or go for it (or go fetch my spines/regen scrapper or EM/DA brute if they have a tricked out hami-o stuffed 'uber' build) -
