If you really want Flash, then you have no excuse to not add 3+ Rech to Siphon speed. I'd top that off with a slow, but that's just personal preference.
Seriously, 3 slotted hasten + 3 slotted siphon speed = much goodness.
The end redux on superior invis is overkill, especially when you have transference. 1 or 2 slot.
Unless you're planning on stacking IR for a couple of seconds, slap a jump enh in.
3 acc in fulcrum shift seems a bit excessive, but up to you.
Lose the epic blasts. OMGWTFBBQ!!eleven they nerfed them all!
((The fact I'm picking over slotting obviously implies the build itself seems solid enough))
EDIT: think about picking up Increase density and three slotting for resist. You'll need that when phant is at -1 ...

3 recharge in siphon speed. Really, you NEED to fix that.
Looks like a pretty solid build, although you may want to consider these suggestions;
Blind - Take out one of the holds and replace it with a Dmg enc. I found that it was useful to have just that extra bit of damage.
Transfusion - Slot one extra Rechg, at the expense of the third Endrdx in SupInvis. Transfusion is a lifesaver (yours included) and is extensively used later on when facing AV's.
Siphon Speed - The above comments on giving it 3 recharges would indeed be very good but it really does need 2 Accuracy's to consistently hit. Question is where are the 3 extra slots to come from? I slotted it 2xAcc, 1xRechg and got by but 2 extra would be great if you can squeeze them in.
Phantom Army - I would slot at least 1 Accuracy there and lose 1 Dmg. They are good at drawing aggro but even better if they hit their target more.
Inertial Reduction - I found Increase Density far more useful.
As for the epics, I would wait and see what the net effect is. Yes they will be reduced in damage but it's really only for PvP use that it's going to hit hard.

Nice build, but I do wonder how you write up the concept, what look you would adopt, and finally what origin you would run with. I cant see how they would blend into a neat package. They seam like an odd mixture Illusion/Kinetics/Fire - But then thats probably just me ??

Nice looking build _Max_... has helped crystalise some of my own ideas (I have plans for an Ill/Kin troller too).. not sure I'd be inclined to go with fire as an epic on my toon, but that's more for concept reasons that anything else...
my other thought is about deceive.. again it doesn't really fit with my concept, but do people think it's just too good to not take?

Things I would suggest are:
1) Knock an endurance recover from superior invisibility. 2 should be fine for yourself.
2) My build is a respec at 50, mainly PvE, but also PvP friendly. So I don't get myself properly smacked down when in RV. :P
3) I dropped Siphon Power out because after fulcrum shift, it's a bit moot. Still handy to have if you can squeeze it in, but I just prefer it my way.
4) Playing ill/kin is a lot about the speed, make sure you spam siphon speed over and over and over again, you'll be absolutely rocking and mental!
Have fun with your ill/kin. I'm the original and some may argue still the best.

From experience, it's too good to leave out, certainly pre level 38 (ish). I used it before that point a lot and then along came Fulcrum Shift and my entire play style changed.
To be honest with a decent sized team and Fulcrum Shift I didnt have much time to use Deceive before everything was killed.

Deceive is wonderful, especially solo or against mean looking enemies. On my Illusion / Storm I didn't take it until about level 35 though (because I'm thick rather than concept) so you can certainly survive without it happily enough.
On large teams (or when teaming with a scrapper who goes "Pah, enough of your sneaky controller ways" and jumps in) you won't use it as much.
Its super when an AVs mez protection drops and suddenly they snap into a Confused state and nuke their mates though, I always spend the pre-AV bit where people mill about and steel themselves for the fight spamming Deceive on the AV just in case the Purple Triangles go down.
I've searched through a few builds to reference for this one, but none of the ones I saw had a mixture of Flash and Deceive, so created a build of my own. Comments are always welcome.
