Fury gives some good advice on an Elec/SD build.
I also very strongly suggest reading Fury's Electric/Shield and Fire/Shield for any budget thread in the Scrapper forum. It should be kinda easy to extropolate to a Brute. I'm using the Moderate build on my Scrapper, and I can tank a Pylon in the RWZ. I can't do enough DPS to take it out, but I take what it throws at me.

Over the past week, I've been shuffling around my characters on my two accounts, moving them to new locations for Day Jobs. I had quite a few parked in the Vanguard Base in the RWZ, and none of them got the Vanguard Recruit badge.
All the characters were logged out for well over the required 21 days, with one even being listed as 71 days logged out.
The progress bar was full on all the characters, but zoning did not award the badge. One of my characters I logged in after 30 days, and they did not get the badge. I left them there, and they still didn't get the badge when next I logged them in.
Is anyone else having this issue? -
