Er... I thought the entire point of moving EAT unlocks to 20 was so that new players starting in Praetoria could access them as the Praetorian content ends.
Maybe you have to hit 20, AND exit Praetoria to actually unlock them? -
Yup. I made a Claws/WP Brute in Praetoria during the Closed Beta. Made it 1-20 in about 2 days, maybe 3. Was FUN!!

As far as I can recall, access to the forts is based on 'staying true'. Now, if you do not have GR, then there is no way for your character to switch sides, and are basically always 'true'.

Just a thought. I also thought that the Forts required GR, but obviously, that's not the case. -
Also, because of his hyper-stealth, try this bind:
/bind <KEY> targetcustomnext enemy alive Maelstrom
Run around, and keep pressing the key you have the bind on. Eventually, you should target him. -

I went with Shield. Back when they did the closed beta for Shield Defense, I made a SD/WM Tanker, and he got a level bump to 41 (and then I think 50. Don't remember...). It was a pretty fun combo, but I don't really like Tankers (no idea why I made one for testing... o_O), so I made him a Brute on Live.
Of course, I do have a WM/SR, as well, though he's on a different server that I play when Guardian goes down. -
Sorry. Kinetic Melee is brand new to the game. It's as new to us as it is to you. So, we don't really have a lot of definitive data on how to best take advantage of it yet.
As for Electric Armor, there are four semi-recent guides in the Brute Guides sticky. They can give you some good info. I haven't made it past 13 on any of my ELA characters, so I can't really offer any solid advice.
As for how Brutes do, they're pretty darned good. It's my all time favorite AT, and I have 9 of them across 2 accounts. 25 if you count the other three servers I only play on when Guardian is down. -
Try naming the key TILDE instead of `. I use that for a custom pop-menu, and it works fine.
No idea why ] isn't working for you. I use that for Ninja Run, and again, it works fine.
I'm running Windows 7 Home Premium 64-Bit. -
Also be aware that the CoP is Stupid Broken. Rularruu attacks through his shield, when he shouldn't. He has a Regen of almost 600 HP/Sec., so you need about 24 Rads on him if you don't want him to Regen everything you did during the 60 whole seconds his shield was down.
