Halloween extension due to issues on the live servers

Base recovery is 1.67%/sec = 1.67 end/sec
Unenhanced stamina gives an increase of 25% x base = (0.25 x 1.67%/sec) = 0.4175%/sec
You say your enhanced Stamina is 49.37%, so (49.37% x base) = (0.4937 x 1.67%/sec) = 0.824%/sec
Just to add, if you increase your Endurance through accolades and set bonuses you'll get an increase is your base as well; it's covered in the section "The Numbers" on this ParagonWiki page: Endurance. -

As mentioned above, if you want the real numbers, open the Combat Attributes monitor at the upper corner of your Powers window.
As to "Why", maybe the Detailed Info window can't pull up real time numbers; it just looks at the power info data base for the base number. -

Thanks for the equation; that's what I was scouring Wiki looking for. I figured it was a difference in what the set bonus / recipe described vs. what was being displayed in Combat Attributes. Kind of like the regeneration rates being displayed as already calculated percentage of base vs. the flat rate described in the set bonuses.

I just tracked down one of my characters that has the Impervious Skin status resistance ( 7.5% status effect duration reduction ) slotted. She's a scrapper and it's giving 6.98% duration reduction. Also interesting that the power that has the Impervious Skin status reduction slotted does not have to be 'on', unlike the status reduction from Aegis. (Impervious Skin doesn't 'stack' though, so a different mechanic is being used.)
I'd turn on Force of Nature and see how the numbers change. Pretty sure the 6.98% you see is the Adjusted Targeting set bonus only. -

1) Your sign is backwards. The sign shows greater than, and I'm pretty sure by context that you mean less than.
As for the OP's "question", I've had no problems getting the banner or zombie event badges, even down to a level 6 Warshade running in PI.
Trick or Treating is tough though at low levels without a team, especially when a boss shows. -

The problem I'm finding is that Frozen Aura just never does anything except look cool when you use it. Rarely in packs of 6 will I manage to freeze one mob. The mobs are not dot'd or anything to break the sleep from Frozen Aura. I just find it doesn't work right.
Am I the only one with this problem? Does it have some really lame rate for affecting mobs?
The reason I ask is a friend picked up a similar power, Salt Crystals, and was using it at range and wondering why nothing ever happened (doh). -

Also, some costume articles are restricted by others (eg: back options conflict with trenchcoats .. )
