You meant to say Outcasts instead of Hellions, correct? Also, any chance of the Hellions actually getting their own AV/EB at any point in the future? And the Skulls too? It seems like just about every other group has some big-wig calling the shots except them (I'm not remembering every group right now, there's probably others without AV/EBs too, and I wouldn't be against them getting their own as well). Vahzilok have Dr. Vahzilok, Clockwork have the Clockwork King, CoT have quite a few, Outcasts have Frostfire, all of the higher level groups have at least one AV. Even if the Hellions and Skulls are just rival gangs in a never-ending turf war, it seems that there should be more than just a few named bosses running the show.

Hellions have 3K Kelvin, and Supposedly have a leader, and the Skulls have Brothers that lead it, The Hellion Leader is likely just a Fire/Fire Insert AT here, and the Skull leaders are probably a Dark/Dark corr and a Dark/Dark Brute.

"Likely" and "probably" don't really cut it for me. And as for 3k Kelvin, he's more like hired muscle than any sort of leader. Yes, he's an EB, but he doesn't really have much of a Hellion feel to him. And if they supposedly have a leader, I'd like to meet/face him in-game. I like resolution, I want the Hellions and Skulls to get some sort of story similar to the Outcasts with Frostfire. As it is now, both groups just kinda fall beneath your notice at a certain point and you never really deal with them again.

You used to play WoW, right? Did you make it to level 40 and get a mount? If so, how did you manage to go 40 levels without any travel power equivalent? Also, the speed of a WoW mount is only a little fast than CoH's Sprint. Once you do get a travel power, you'll be quite pleased I think.

As for the storyline when you enter the game, it's there. You're a fledgling hero looking to make a name for yourself, you need to start small and work your way up the ladder. Check out some of the backstory on the main page, it'll help get you more into the game without being in the game (if you get what I mean).

Also, the gangs hanging out and purse-grabbing don't really go away and it is a bit monotonous, but pay attention to the dialogue. There's a lot of stuff being said by them that will make you laugh (unless you're actually a robot and have no sense of humor), and there's pretty much variety in what they say too -- although you will hear some repeats.

Personally, I think the pros you listed outweigh your cons anyway...

I believe there's a few Oranbega maps with the "jail room"... Considering that you haven't seen any of them, I'm guessing that they're not in due to front/middle/back issues.

My BS/WP Scrapper does fantastic on the ITF. He does have Tough, and sits at around 55% lethal resist. Also, I have Parry to help recover my lost defense when they do hit me. And regen rate doesn't really matter all that much when you've got 12-16 swords swinging into your face at once. You want to make sure you have decent defense and resists when you're facing Cimerorans.

As a side note, I have soloed the Romulus Phalanx Control Computer with my BS/WP from about 3/4 HP down to nothing after the rest of my team wiped. Not Cimerorans with their nasty swords then, but still, I think that shows that WP is not a weak set. (Although, I did pull the same stunt on my Peacebringer, but that was when the Phalanx Control was at 1/4 HP already).

I'll take one of one of my new Scrappers, Doriel. His mouth should technically be more lizard-like, but nowhere near as draconic as the monstrous head option. Powersets are claws/fire. And just in case, his story to set the mood.
