I don't think there is a toggle damage aura - it sounds like a click to me.

Looks good. Looks like Tough will hardly make a difference but you shouldn't have any end issues. Your numbers threw me for a little but then I noticed Chrono Shift and Power Boost were left turned on.

Perf Shifter. One end mod in Sup Con will only increase your entire end bar by a few points.

This will no doubt be a pay set. Bio Armor will likely be free - and I am unsure on Nature but I bet that will be a pay set also. Psy melee will likely be a pay set too.
...but yeah, I can just imagine the huge amount of work for poor Tunnel Rat and her team regarding water effects - so Water Blast is extremely likely to be a pay set. -
No it doesn't. This is a buff power that does not affect enemies at all, so it will stay on while mezzed, if it follows the rules all other toggles do.

With the addition of procs and Stone Mastery, you also gain psuedo AoE stuns and holds to spam, plus some really good damage. Here's a high end build to show it off a bit:

This also wouldn't be a leveling build; rather a good respec build that looks fun. -
The percentage increase is the same, and according to Red Tomax it only lasts 5.25 sec, or basically one hit.

This was about a week ago and I found all kinds of Achilles listings with no trouble - and all of them were empty at the time I looked.

Yeah you don't understand the context - I've had several laughs with Castle in the past hammering away at giving Spirit Tree and Triage Beacon a recovery ability, plus it sounds in line with my Energy Orbs powerset ideas.

Out of all the leaked sets, this is the one I am most excited for, and now that it was revealed at the Pummit I can't wait.
That location-based toggle that grants regen and recovery sounds delicious in particular. No doubt I will have a couple of toons that take advantage of this set. -

I've never heard of anyone taking Fire/ and skipping Fire Cages. It's designed to go with Flashfire + Hot Feet.
...but yeah I agree, stick with a dominator if you are burnt on melee - I've been going the mastermind route since I have several 50 doms though, because I too got burnt out on melee - never even picked up staff. -

There are a couple of ways to get one.
1. Alignment merits - 1 Hero/Villian merit will get it done
2. Reward merits - If you bought Superpacks you prolly have quite a few. Or you could do task forces - 150 merits
3. Enhancement converter - Buy an Exploited Vulnerability (any one of them at the appropriate level (20 or so). Do an out of set (in category) conversion to get into Achilles's Heel, then spend 3 converters until you get the proc. 50/50 chance since there are only 2 other possibilities.
4. Patience on the market - It will fill eventually. I needed 1 Shield Breaker at level 30 and it finally filled after a month.
5. Trade with someone here - I've got one sitting in my base and if you can't get it any other way, let me know and I'll mail it to you. -
In DA and itrials I don't think they are -2, but even if they were, isn't that more reason to give them the extra damage?

See again, this makes me think that with thugs the Thugs should get it over the Bruiser - they can stand there and shoot regularly whereas the bruiser has to run around a lot and use slower super strength animations...
or am I wrong? -
...speaking of which, I've been having a hell of a time getting one of these - the market has been empty for me on every level of this IO when I've checked

Nice thing is that purpling it with a catalyst is a nice increase on the heal.

I was just giving info after the comment, to make sure no one mistakes those powers as being good at proccing confuse via Cognitive.

I thought that the ideal power was somewhere around 15 sec recharge, which is why I originally tossed it in Acid, which has a 20 sec base (this is all off my memory so forgive me for errors) and because Acid is meant to be spammed just like the Poison set due to its small radius, but I still end up using Blazing more often - but it won't go off every time with Blazing, just to warn you.

Something is broken there - when I plugged that in it said you have 1802% regen without Triage Beacon.
EDIT: nvm, you had Rebirth turned on. -
At first I threw it in Acid Arrow because it should go off every time, but Trickshooter convinced me to toss it into Blazing instead.

Thorntrops and RoF only check once every 10 seconds to proc.

He said when he referred to Trick Arrows being "undervalued" he meant in the sense that the set required a lot of skill to be used effectively. He followed this up with, "That is to say, there is a large delta in performance between a new player to the powerset and a longtime player with a tricked-out build."
Anyway, after that, he agreed that Trick Arrows is a set in need of either numerical help or an improvement in terms of what it brings to a team, and that it was a set he definitely wanted to look at when he had the time (it and Force Fields are his highest candidates to be reviewed among the support sets).
